AS INTRODUCED 
 
An Act relating to firearms; making handgun licensees 
exempt from background check when purchasing 
firearms; defining term; providing fo r codification;  
and providing an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1290.28 of Title 21, unless 
there is created a d uplication in numbering, reads as follows: 
A.  An individual with a valid handgun license issued pursuant 
to the provisions of the Ok lahoma Self-Defense Act shall be exempt 
from the National Instant Criminal Background Check System (N ICS) 
for the purchase of a firearm if: 
1. The individual presents his or her handgun license to the 
licensed dealer prior to purchase of the firearm; and 
2.  The licensed dealer verifies with the Oklahoma State Bu reau 
of Investigation tha t the handgun license is valid. 
B.  As used in this section, "license dealer" means a person who 
is licensed pursuant to Section 923 of Title 18 of the United S tates

Code, and pursuant to any laws of this state , and engages in the 
business of dealing in firearms . 
SECTION 2.  This act shall become effective November 1, 2023.
