AS INTRODUCED 
 
An Act relating to discrimination; requiring certain 
state agency to compile certain data relating to 
state employees; directing promulgation of rules; 
providing that certain disclosure is optional; 
requiring annual publication of certain report; 
providing for codification; and providing an 
effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1351 of Title 25, unless there 
is created a duplication in numb ering, reads as follows: 
A. The Office of Management and Enterprise Services shall 
compile and maintain demographic data for all state employees who 
are descendants of persons who were enslaved in the United State s of 
America.  The Director of the Office of Management and Enterprise 
Services shall promulgate rules as necessary to obtain demographic 
data.  Disclosure of lineage history shall be optional for all state 
employees.

B. No later than December 31, 2024, and every year after, a 
report with demographic data on the number of state employees who 
are descendants of enslaved persons of the United States of America 
shall be made available to the public. 
SECTION 2.  This act shall become effective November 1, 2023.
