7575 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7676 SECTION 1. NEW LAW A new s ection of law to be codified
7777 in the Oklahoma Statutes as Section 85.44F of Title 74, unless there
7878 is created a duplication in numb ering, reads as follows:
7979 A. As used in this act:
8080 1. "Economic boycott" means without an ordinary business
8181 purpose, refusing to deal with, terminating business activities
8282 with, or otherwise taking any commercial action th at is intended to
8383 penalize, inflict economic harm on, limit commercial relations with,
8484 or change or limit the activities of a company because the company,
8585 without violating controlling federal or state law:

137137 a. engages in the exploration, production, utilizat ion,
138138 transportation, sale, or manufacturing of fossil
139139 fuel-based energy, timber, mining, or agriculture ,
140140 b. engages in, facilitates, or supports the manufact ure,
141141 import, distribution, marketing or advertising, sale,
142142 or lawful use of firearms, ammunition or components
143143 parts and accessories of firearms or ammunition , or
144144 c. does not meet, is not expected to mee t, or does not
145145 commit to meet environmental standa rds or disclosure
146146 criteria, in particular to eliminate, reduce, offset,
147147 or disclose greenhouse gas emissi ons.
148148 B. No state agency or political subdivision shall enter into
149149 agreements or contracts with a business without written verification
150150 that the business does not engage in economic boy cotts and will not
151151 engage in economic boycotts during the term of the agre ement or
152152 contract. Any business that violates this act shall be obligated to
153153 pay damages to the st ate in an amount three times the amount of the
154154 agreement or contract.
155155 C. The Office of the Attorney General shall have the ability to
156156 enforce the provisions of t his act.
157157 SECTION 2. This act shall become effective November 1, 2023.
