AS INTRODUCED 
 
An Act relating to central purchasing; defining 
terms; prohibiting contracts without certain 
verification; mandating punishment for certai n 
violations; authorizing the Attorney General to have 
certain responsibility; providing for codification; 
and providing an effective date. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new s ection of law to be codified 
in the Oklahoma Statutes as Section 85.44F of Title 74, unless there 
is created a duplication in numb ering, reads as follows: 
A. As used in this act: 
1. "Economic boycott" means without an ordinary business 
purpose, refusing to deal with, terminating business activities 
with, or otherwise taking any commercial action th at is intended to 
penalize, inflict economic harm on, limit commercial relations with, 
or change or limit the activities of a company because the company, 
without violating controlling federal or state law:

a. engages in the exploration, production, utilizat ion, 
transportation, sale, or manufacturing of fossil 
fuel-based energy, timber, mining, or agriculture , 
b. engages in, facilitates, or supports the manufact ure, 
import, distribution, marketing or advertising, sale, 
or lawful use of firearms, ammunition or components 
parts and accessories of firearms or ammunition , or 
c. does not meet, is not expected to mee t, or does not 
commit to meet environmental standa rds or disclosure 
criteria, in particular to eliminate, reduce, offset, 
or disclose greenhouse gas emissi ons. 
B. No state agency or political subdivision shall enter into 
agreements or contracts with a business without written verification 
that the business does not engage in economic boy cotts and will not 
engage in economic boycotts during the term of the agre ement or 
contract.  Any business that violates this act shall be obligated to 
pay damages to the st ate in an amount three times the amount of the 
agreement or contract. 
C. The Office of the Attorney General shall have the ability to 
enforce the provisions of t his act. 
SECTION 2.  This act shall become effective November 1, 2023.
