BILL NO. 111 By: Dahm of the Senate

Conley of the House
An Act relating to higher education; prohibitin g
institutions of higher education from a ccepting
certain funds; providing for p romulgation of rules;
providing for codification; providing an effective
date; and declaring an emergency .
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3251 of Title 70, unless there
is created a duplication in numb ering, reads as follows:
A. No institution within The Ok lahoma State System of High er
Education shall accept funds from an individual or entity that is or
has been associated with the Chinese government or the Chinese
Communist Party.
B. The Oklahoma State Regents for Higher Education may
promulgate rules to implement the provisions of this act.
SECTION 2. This act shall become effective July 1, 2023.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health , or safety, an emergency is hereby

declared to exist, by reason whereof thi s act shall take effect and
be in full force from and after its passage and approval.
