75	75	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
76	76	SECTION 1. NEW LAW A new section of law to be codified
77	77	in the Oklahoma Statutes as Section 1-9-126 of Title 10A, unless
78	78	there is created a duplication in numbering, reads as follows:
79	79	A. The Department of Human Services shall consult with and, as
80	80	necessary, enter into one or more agreements with the Department of
81	81	Mental Health and Substance Abuse Services and any other relevant
82	82	agencies to create a program designed to prevent children who are
83	83	not otherwise abused or neglected from entering the custody or
84	84	guardianship of the Department of Human Services solely for the
85	85	purpose of receiving services for a serious mental illness or
86	86	serious emotional disturbance .

139	139	Health and Substance Abuse Servic es, and any other affected agency
140	140	shall promulgate such rules as are necessary to implem ent this
141	141	section.
