AS INTRODUCED 
 
An Act relating to municipalities; preempting the 
mandate and enforcement of masks; pr eventing cities 
and towns from enacting and enforci ng local laws; 
providing for codification; and declaring an 
emergency. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of la w to be codified 
in the Oklahoma Statutes as Section 22-140 of Title 11, unless there 
is created a duplication in n umbering, reads as follows: 
A.  The Legislature intends to preempt any other regulation 
promulgated to mandate the wearing of masks on public and private 
property. 
B.  Notwithstanding any oth er provision of law, cities and towns 
of this state may neither enact nor enforce any ordinance or other 
local law conflicting with subsection A of this section . 
SECTION 2.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby
