7373 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7474 SECTION 1. NEW LAW A new section of law to be codified
7575 in the Oklahoma Statutes as Section 30.1 of Title 75, unless there
7676 is created a duplication in numberin g, reads as follows:
7777 A. The President Pro Tempore of the Senate and the Speaker of
7878 the House of Representatives shall establish a joint rule committee
7979 to be designated the Joint Committee on Line-Item Legislation.
8080 B. The President Pro Tempore shall appoint five current members
8181 of the Senate and the Speaker shall app oint five current members of
8282 the House of Representatives to the Committe e. The President Pro
8383 Tempore of the Senate and Speaker of the House of Representative s
8484 shall each designate one of their respective appoint ments as co-
8585 chair of the Committee. The members of the committee shall serve at
8686 the pleasure of the presiding officer of th eir respective chambers.

138138 C. A quorum shall be required t o conduct any business of the
139139 Committee. A quorum shall be a majority of the S enate members and a
140140 majority of the House of Representatives members of the Committee.
141141 D. The Committee shall meet as needed and during sessions of
142142 the Legislature and at regular intervals in the interim.
143143 E. The function of the Committee shall be to develop the
144144 necessary rules and joint rules of each house of t he Legislature for
145145 the implementation of line -item voting procedures for the
146146 consideration of legislation. The Committee may also consider and
147147 issue findings for software updates and estimated costs for the
148148 voting procedures and identification of existing statutes and
149149 constitutional provisions requiring a mendment to allow for line-item
150150 for the consideration of legislation.
151151 F. The Committee shall submi t a report to the Presid ent Pro
152152 Tempore of the Senate and the Speak er of the House of
153153 Representatives by Decemb er 31, 2023, detailing the findings and
154154 recommendations of the Committee.
155155 SECTION 2. It being immediately necessary for the preservation
156156 of the public peace, health or safety, an emerg ency is hereby
157157 declared to exist, by reason whereof this act shall take effect and
158158 be in full force from and after its passage and approval.
