73	73	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
74	74	SECTION 1. NEW LAW A new section of law to be codified
75	75	in the Oklahoma Statutes as Section 30.1 of Title 75, unless there
76	76	is created a duplication in numberin g, reads as follows:
77	77	A. The President Pro Tempore of the Senate and the Speaker of
78	78	the House of Representatives shall establish a joint rule committee
79	79	to be designated the Joint Committee on Line-Item Legislation.
80	80	B. The President Pro Tempore shall appoint five current members
81	81	of the Senate and the Speaker shall app oint five current members of
82	82	the House of Representatives to the Committe e. The President Pro
83	83	Tempore of the Senate and Speaker of the House of Representative s
84	84	shall each designate one of their respective appoint ments as co-
85	85	chair of the Committee. The members of the committee shall serve at
86	86	the pleasure of the presiding officer of th eir respective chambers.

138	138	C. A quorum shall be required t o conduct any business of the
139	139	Committee. A quorum shall be a majority of the S enate members and a
140	140	majority of the House of Representatives members of the Committee.
141	141	D. The Committee shall meet as needed and during sessions of
142	142	the Legislature and at regular intervals in the interim.
143	143	E. The function of the Committee shall be to develop the
144	144	necessary rules and joint rules of each house of t he Legislature for
145	145	the implementation of line -item voting procedures for the
146	146	consideration of legislation. The Committee may also consider and
147	147	issue findings for software updates and estimated costs for the
148	148	voting procedures and identification of existing statutes and
149	149	constitutional provisions requiring a mendment to allow for line-item
150	150	for the consideration of legislation.
151	151	F. The Committee shall submi t a report to the Presid ent Pro
152	152	Tempore of the Senate and the Speak er of the House of
153	153	Representatives by Decemb er 31, 2023, detailing the findings and
154	154	recommendations of the Committee.
155	155	SECTION 2. It being immediately necessary for the preservation
156	156	of the public peace, health or safety, an emerg ency is hereby
157	157	declared to exist, by reason whereof this act shall take effect and
158	158	be in full force from and after its passage and approval.
