BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 30.1 of Title 75, unless there is created a duplication in numberin g, reads as follows: A. The President Pro Tempore of the Senate and the Speaker of the House of Representatives shall establish a joint rule committee to be designated the Joint Committee on Line-Item Legislation. B. The President Pro Tempore shall appoint five current members of the Senate and the Speaker shall app oint five current members of the House of Representatives to the Committe e. The President Pro Tempore of the Senate and Speaker of the House of Representative s shall each designate one of their respective appoint ments as co- chair of the Committee. The members of the committee shall serve at the pleasure of the presiding officer of th eir respective chambers. Req. A quorum shall be required t o conduct any business of the Committee. A quorum shall be a majority of the S enate members and a majority of the House of Representatives members of the Committee. D. The Committee shall meet as needed and during sessions of the Legislature and at regular intervals in the interim. E. The function of the Committee shall be to develop the necessary rules and joint rules of each house of t he Legislature for the implementation of line -item voting procedures for the consideration of legislation. The Committee may also consider and issue findings for software updates and estimated costs for the voting procedures and identification of existing statutes and constitutional provisions requiring a mendment to allow for line-item for the consideration of legislation. F. The Committee shall submi t a report to the Presid ent Pro Tempore of the Senate and the Speak er of the House of Representatives by Decemb er 31, 2023, detailing the findings and recommendations of the Committee. SECTION 2. It being immediately necessary for the preservation of the public peace, health or safety, an emerg ency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval. 59-1-451 JDP 12/19/2022 10:22:26 AM
