79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
80	80	SECTION 1. NEW LAW A n ew section of law not to be
81	81	codified in the Oklahom a Statutes reads as follows:
82	82	There is hereby appropriated to the Oklahoma Department of
83	83	Emergency Management from any monies not otherwise approp riated from
84	84	the General Revenue Fund of the State Treasury f or the fiscal year
85	85	ending June 30, 2024, the sum of Fifty Million Dollars
86	86	($50,000,000.00) or so much thereof as may be necessary to be
87	87	deposited in the Oklahoma School Security Revolving Fund created
88	88	pursuant to Section 51.2c of Title 74 of the Oklahoma S tatutes to
89	89	administer the Oklahoma Sc hool Security Grant Program created

144	144	SECTION 2. AMENDATORY 74 O.S . 2021, Section 51.2b, as
145	145	amended by Section 5, Chapter 302, O.S.L. 2022 (74 O.S. Supp. 2022,
146	146	Section 51.2b), is amended to read as follows:
147	147	Section 51.2b. A. This section shall be known and may be cited
148	148	as the “Oklahoma School Security Grant Program Act”.
149	149	B. The Oklahoma Department of Emergency Management shall
150	150	solicit proposals for and make gra nts for the enhancement of campus
151	151	security at institutions of higher lea rning, technology center
152	152	schools, public schools, and private schools.
153	153	C. The goals and objectives of the Oklahoma School S ecurity
154	154	Grant Program are to:
155	155	1. Increase the awareness of the public and educational
156	156	institutions of the ris ks, threats, and vulnerabilities of school
157	157	campuses as well as mitigation strategies;
158	158	2. Incentivize participation in school security training
159	159	programs designed to assess cam pus risks, threats, and
160	160	vulnerabilities;
161	161	3. Provide assistance to institutions o f higher learning,
162	162	technology center schools, public schools , and private schools
163	163	initiating or implement ing school security plans, programs, and
164	164	activities; and

216	216	4. Build upon the success of the pilot Educ ation Grant Program
217	217	established by the Oklahoma Of fice of Homeland Secur ity.
218	218	D. 1. The Department shall determine grant project criteria
219	219	and establish a process for the consideration of prop osals. The
220	220	proposals shall be considered on a statew ide competitive basis among
221	221	peer institutions.
222	222	2. Oklahoma School Secu rity Grant Program awards funded
223	223	pursuant to Section 1 of this act beginning July 1, 2023, shall be
224	224	used by public schools or private schools serving students in grades
225	225	pre-kindergarten through twel ve for the following purposes :
226	226	a. the salaries and/or benefits of school security
227	227	personnel,
228	228	b. conducting risk and vulnerability ass essments and
229	229	behavioral threat assessments and implementing
230	230	modifications based on assessment results ,
231	231	c. security technology,
232	232	d. updating school building security, an d
233	233	e. developing emergency response plans with local law
234	234	enforcement agencies and emergency medical service
235	235	providers.
236	236	E. On or before January 1, 2010, and each year thereafter, the
237	237	Department shall prepare an annual report on the Oklaho ma School
238	238	Security Grant Program and submit the report to the Governor, the
