7979 BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
8080 SECTION 1. NEW LAW A n ew section of law not to be
8181 codified in the Oklahom a Statutes reads as follows:
8282 There is hereby appropriated to the Oklahoma Department of
8383 Emergency Management from any monies not otherwise approp riated from
8484 the General Revenue Fund of the State Treasury f or the fiscal year
8585 ending June 30, 2024, the sum of Fifty Million Dollars
8686 ($50,000,000.00) or so much thereof as may be necessary to be
8787 deposited in the Oklahoma School Security Revolving Fund created
8888 pursuant to Section 51.2c of Title 74 of the Oklahoma S tatutes to
8989 administer the Oklahoma Sc hool Security Grant Program created

144144 SECTION 2. AMENDATORY 74 O.S . 2021, Section 51.2b, as
145145 amended by Section 5, Chapter 302, O.S.L. 2022 (74 O.S. Supp. 2022,
146146 Section 51.2b), is amended to read as follows:
147147 Section 51.2b. A. This section shall be known and may be cited
148148 as the “Oklahoma School Security Grant Program Act”.
149149 B. The Oklahoma Department of Emergency Management shall
150150 solicit proposals for and make gra nts for the enhancement of campus
151151 security at institutions of higher lea rning, technology center
152152 schools, public schools, and private schools.
153153 C. The goals and objectives of the Oklahoma School S ecurity
154154 Grant Program are to:
155155 1. Increase the awareness of the public and educational
156156 institutions of the ris ks, threats, and vulnerabilities of school
157157 campuses as well as mitigation strategies;
158158 2. Incentivize participation in school security training
159159 programs designed to assess cam pus risks, threats, and
160160 vulnerabilities;
161161 3. Provide assistance to institutions o f higher learning,
162162 technology center schools, public schools , and private schools
163163 initiating or implement ing school security plans, programs, and

216216 4. Build upon the success of the pilot Educ ation Grant Program
217217 established by the Oklahoma Of fice of Homeland Secur ity.
218218 D. 1. The Department shall determine grant project criteria
219219 and establish a process for the consideration of prop osals. The
220220 proposals shall be considered on a statew ide competitive basis among
221221 peer institutions.
222222 2. Oklahoma School Secu rity Grant Program awards funded
223223 pursuant to Section 1 of this act beginning July 1, 2023, shall be
224224 used by public schools or private schools serving students in grades
225225 pre-kindergarten through twel ve for the following purposes :
226226 a. the salaries and/or benefits of school security
227227 personnel,
228228 b. conducting risk and vulnerability ass essments and
229229 behavioral threat assessments and implementing
230230 modifications based on assessment results ,
231231 c. security technology,
232232 d. updating school building security, an d
233233 e. developing emergency response plans with local law
234234 enforcement agencies and emergency medical service
235235 providers.
236236 E. On or before January 1, 2010, and each year thereafter, the
237237 Department shall prepare an annual report on the Oklaho ma School
238238 Security Grant Program and submit the report to the Governor, the

292292 SECTION 3. This act shall become effective July 1, 2023.
293293 SECTION 4. It being immediately necessary for the preservation
294294 of the public peace, he alth, or safety, an emergency is hereby
295295 declared to exist, by reason whereof thi s act shall take effect and
296296 be in full force from and after its passage and approval.
