AS INTRODUCED 
 
An Act relating to schools; requiring written 
notification to a parent or legal guardian prior to 
administration of any survey to stude nts beginning in 
certain school year; providing for contents of 
notification; defining term; allowing for development 
of certain sample form; providing for codification; 
providing an effective date; and declaring an 
emergency. 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 24-160 of Title 70, unless there 
is created a duplica tion in numbering, reads as follows: 
A.  Beginning in the 2023-2024 school year, prior to the 
administration of any survey, a school district, public c harter 
school, or virtual charter school shall provide prior wri tten 
notification to the parent or legal guardian of students to be 
administered the survey. The notification shall i nclude the content 
of the survey and information on how a parent or legal guardian can 
opt a student out of the survey.  For the purposes of this section,

“survey” means a list of questions to or information collected from 
a student, a group of students, or a class. 
B.  The State Department of Education may develop a sample 
notification form that may be used by school districts. 
SECTION 2.  This act shall become eff ective July 1, 2023. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health , or safety, an emergency is her eby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from an d after its passage and approval.
