AS INTRODUCED 
 
An Act relating to meat processing; amending 2 O.S. 
2021, Section 6-188, which relates to establishments, 
inspections, and sanitary conditions; modifying 
allowable slaughter facilities; and providing an 
effective date. 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     2 O.S. 2021, S ection 6-188, is 
amended to read as follows: 
Section 6-188. A. The Board shall cause to be made, by 
competent inspectors, such inspection of all slaugh tering, meat-
canning, salting, packing, rendering, or similar establishments in 
which cattle, bison, sh eep, swine, goats, horses, mules, and other 
equines are slaughtered and the meat and meat food products thereof 
are prepared for intrastate commerce as m ay be necessary to inform 
itself concerning the sanitary conditions of the same and to 
prescribe the rules and regulations of sanitation under which such 
establishments shall be maintained; and where the sanitary 
conditions of any such establishment are su ch that the meat or meat 
food products are rendered adulterated, it shall refuse to allow 
said meat or meat food products to be labeled, marked, stamped, or

tagged as “Oklahoma Inspected and Passed ”, and the Board may remove 
inspectors from any establishme nt which fails to maintain said 
establishment in a sanitary manner. 
B.  The provisions of this section shall not apply to th e 
slaughtering of animals by any person at a custom slaughtering 
facility, the preparation at such custom slaughtering facility , and 
transportation in commerce of the carcasses, parts thereof, or meat 
and meat food products of such ani mals if: 
1.  The slaughtering and preparation carried out at such custom 
slaughter facility is carried out in accordance with the laws of 
this state; and 
2. The animals are so slaughtered and the car casses, parts 
thereof, and meat and meat food pro ducts of such animals are so 
prepared exclusively for dist ribution to: 
a. household consumers with in this state, and 
b. restaurants, hotels, boarding houses, grocery sto res, 
or other establishments locat ed in this state that: 
(1) are involved in the p reparation of meals served 
directly to consumers, or 
(2) offer meat and meat food products for sale 
directly to consumers in this state. 
SECTION 2.  This act shall become effective November 1, 2023.
