56-BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
57-SECTION 1. NEW LAW A new section of law to be codified
58-in the Oklahoma Statutes as Section 15 -133 of Title 47, unless there
59-is created a duplication in numbering, reads as follows:
60-This act shall be known and may be cited as the “Oklahoma Right
61-to Drive Act”.
62-A. For the purposes of this act:
63-1. “Internal combustion engine ” means an engine of one or more
64-working cylinders in which the process of combustion takes p lace
65-within the cylinders; and

92-2. “Motor vehicle” shall have the same meanin g as defined in
93-Section 1-134 of Title 47 of the Oklahoma Statutes.
94-B. No city, town, county, or subdivision thereof shall adopt an
95-ordinance, rule, or code which limits the sale , purchase, trade, or
96-usage of any motor vehicle which utilizes an internal c ombustion
97-engine as means of propulsion.
98-C. For the purposes of promoting commerce and the equitable
99-treatment of the citizens of this state, limitations on the sale,
100-purchase, trade, or usage of any motor vehicle which utilizes an
101-internal combustion eng ine as a means of propulsion by any city,
102-town, county, or subdivision thereof is declared to be a statewide
103-concern and shall be prohibited pursuant to subsection B of this
104-act.

150+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
151+SECTION 1. NEW LAW A new section of law to be codified
152+in the Oklahoma Statutes as Section 2-9-111 of Title 27A, unless
153+there is created a duplication in numb ering, reads as follows:
154+On or before January 1, 202 5, the Department of Environm ental
155+Quality, in coordinatio n with the Office of the Secretary of Energy
156+and Environment, shall conduct a study pursuant to this sectio n.
157+The study shall focus on the feasibility of establishing nuclear
158+facilities to be located in this state. The study shall also
159+include the state requirements as specified by the United States
160+Nuclear Regulatory Commission and any method of federal agen cy
161+approval. The Department shall issue a report based on the findings
162+of the study and shall include any recommendatio ns for the
163+establishment of a facility. The report shall be de livered to the
