7777 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7878 SECTION 1. NEW LAW A new section of law to be codified
7979 in the Oklahoma Statutes as Section 13000 of Title 74, unless there
8080 is created a duplication in numb ering, reads as follows:
8181 A. There is hereby created until July 1, 2027, the Oklahoma
8282 Commission on Chinese Foreign Influence , which shall consist of
8383 seven (7) members and shall be co mprised as follows:
8484 1. The Governor, who shall serve as chairperson, or designee;
8585 2. One member who has expertise in foreign policy in the Asian
8686 region, appointed by the Governor;

138138 3. One member who has expertise in military affairs related to
139139 United States Indo-Pacific Command (USINDOPACOM), appointed by the
140140 Governor;
141141 4. The Attorney General, or designee;
142142 5. The Commissioner of Public Safety , or designee;
143143 6. The Homeland Security Advisor, or designee; and
144144 7. The Director of the Department of Commerce, or designee .
145145 B. The Commission shall study, evaluate, and make
146146 recommendations for any changes to state policy, rules, or statutes
147147 to combat the influence of the Chinese Communist Party and
148148 government of China in Oklahoma.
149149 C. The Commission shall meet at least quarterly at the call of
150150 the chair and prepare and issue a report of its findings and
151151 recommendations to the Governor, President Pro Tempore of the
152152 Senate, and Speaker of the House of Representatives by July 1, 2023,
153153 and each year thereafter no later than July 1 of each year.
154154 D. Members of the Commission shall receive n o compensation for
155155 serving on the Commission, but shall receive travel reimbur sement as
156156 follows:
157157 1. State employees who are members of th e Commission shall be
158158 reimbursed for necessary travel expenses incurred in the perfor mance
159159 of their duties by their respec tive agencies in accordance with the
160160 State Travel Reimbursement Act; and

212212 2. All other members of the Commission shall be reimbursed by
213213 the Office of Management an d Enterprise Services for necessary
214214 travel expenses incurred in the performance of their duties i n
215215 accordance with the State T ravel Reimbursement Act.
216216 SECTION 2. It being immediately necessary for the preservation
217217 of the public peace, health or safety, an emergency is hereby
218218 declared to exist, by r eason whereof this act shall take eff ect and
219219 be in full force from and after its passage and approval.
