77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. NEW LAW A new section of law to be codified
79	79	in the Oklahoma Statutes as Section 13000 of Title 74, unless there
80	80	is created a duplication in numb ering, reads as follows:
81	81	A. There is hereby created until July 1, 2027, the Oklahoma
82	82	Commission on Chinese Foreign Influence , which shall consist of
83	83	seven (7) members and shall be co mprised as follows:
84	84	1. The Governor, who shall serve as chairperson, or designee;
85	85	2. One member who has expertise in foreign policy in the Asian
86	86	region, appointed by the Governor;

139	139	United States Indo-Pacific Command (USINDOPACOM), appointed by the
140	140	Governor;
141	141	4. The Attorney General, or designee;
142	142	5. The Commissioner of Public Safety , or designee;
143	143	6. The Homeland Security Advisor, or designee; and
144	144	7. The Director of the Department of Commerce, or designee .
145	145	B. The Commission shall study, evaluate, and make
146	146	recommendations for any changes to state policy, rules, or statutes
147	147	to combat the influence of the Chinese Communist Party and
148	148	government of China in Oklahoma.
149	149	C. The Commission shall meet at least quarterly at the call of
150	150	the chair and prepare and issue a report of its findings and
151	151	recommendations to the Governor, President Pro Tempore of the
152	152	Senate, and Speaker of the House of Representatives by July 1, 2023,
153	153	and each year thereafter no later than July 1 of each year.
154	154	D. Members of the Commission shall receive n o compensation for
155	155	serving on the Commission, but shall receive travel reimbur sement as
156	156	follows:
157	157	1. State employees who are members of th e Commission shall be
158	158	reimbursed for necessary travel expenses incurred in the perfor mance
159	159	of their duties by their respec tive agencies in accordance with the
160	160	State Travel Reimbursement Act; and

212	212	2. All other members of the Commission shall be reimbursed by
213	213	the Office of Management an d Enterprise Services for necessary
214	214	travel expenses incurred in the performance of their duties i n
215	215	accordance with the State T ravel Reimbursement Act.
216	216	SECTION 2. It being immediately necessary for the preservation
217	217	of the public peace, health or safety, an emergency is hereby
218	218	declared to exist, by r eason whereof this act shall take eff ect and
219	219	be in full force from and after its passage and approval.
