43	42		An Act relating to the Semiquincentennial of the
44	43		United States; creating the Oklahoma
45	44		Semiquincentennial Commission; providing sunset date;
46	45		providing for duties of the Commission; providing for
47	46		membership; providing deadline for appointments and
48	47		first meeting; providing for staffing; declaring
49	48		quorum; allowing tra vel expense reimbursement;
50	49		declaring certain authorization; requiring report;

59	58		BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
60	59		SECTION 1. NEW LAW A new section of law to be codified
61	60		in the Oklahoma Statutes as Section 500 of Title 53, unless there is
62	61		created a duplication in numbering, reads as fo llows:
63	62		A. There is hereby created the Oklahoma Semiquincentennial
64	63		Commission until June 30, 2027.
65	64		B. The duties of the Commission shall be as follows:
66	65		1. Be the point of contact for state and national organizations
67	66		and events related to the Semiquincentennial of the United State s;

95	93		2. Develop programs and plans for the official observance of
96	94		the 250th anniversary of the founding of the United States in 2026,
97	95		as marked by the Declaration of Independence in 1776 ; and
98	96		3. Cooperate with the United States Semiquincentennial
99	97		Commission and various state agencies, boards, commissions,
100	98		departments, and political subdivisions in order to execute
101	99		commemorative events and to implement educational activities ,
102	100		events, and celebrations related to the Semi quincentennial of the
103	101		United States.
104	102		C. The Commission shall be composed of twenty-five (25)
105	103		members. The members shall serve as follows:
106	104		1. Five members appointed by the Governor as follows:
107	105		a. one who shall be a member with experience in the study
108	106		and documentation of the history of Latino communities
109	107		in Oklahoma,
110	108		b. one who shall be a member w ith experience in the study
111	109		and documentation of the history of Black communities
112	110		in Oklahoma,
113	111		c. one who shall be a member with experience in the study
114	112		and documentation of the history of American Indian
115	113		communities in Oklahoma,
116	114		d. one who shall be a current fifth-grade teacher
117	115		currently certified to teach in Oklahoma with
118	116		experience teaching United States history , and

146	143		e. one who shall be a secondary teacher currently
147	144		certified to teach United States history in Okla homa;
148	145		2. Five members shall be appointed by the Speaker of the House
149	146		of Representatives, one appointee from each of the five
150	147		congressional districts;
151	148		3. Five members shall be appointed by the President Pro Tem pore
152	149		of the Senate, one appointee from each of the five congressional
153	150		districts; and
154	151		4. Nine voting ex officio members shall be appointed as
155	152		follows:
156	153		a. the Lieutenant Governor, or designee, who shall serve
157	154		as chair,
158	155		b. the Executive Director of the Oklahoma Historical
159	156		Society, or designee, who shall serve as vice chair,
160	157		c. the Director of the Oklahoma Department of Commerce,
161	158		or designee,
162	159		d. the Superintendent of Public Instruction, or designee ,
163	160		e. the Chancellor of the State Regents for Higher
164	161		Education, or designee ,
165	162		f. the Executive Director of the Oklahoma Arts Council,

167	164		g. the Executive Director of the O klahoma Tourism and
168	165		Recreation Department, or designee,
169	166		h. the Chief Justice of the Supreme Court, or designee ,

197	193		i. the Regent of the Oklahoma Society Daughters of the
198	194		American Revolution, and
199	195		j. the President of the Oklahoma Socie ty of the Sons of
200	196		the American Revolution.
201	197		D. Commission members may be removed for cause. Whenever a
202	198		vacancy on the Commission o ccurs by death, resignation, or
203	199		otherwise, the appointing authority shall fill t he same by
204	200		appointment, and the appointee shall hold office during the
205	201		unexpired term. Each member shall hold office until a successor has
206	202		been appointed.
207	203		E. All appointments to the Commission shall be made no l ater
208	204		than August 1, 2023. The Commission shall hold its first meeting no
209	205		later than September 1, 2023. The Commission shall be staffed by
210	206		the Oklahoma Historical Society. All appropriate agencies of state
211	207		government shall provide assistance to the Commi ssion upon request
212	208		of the Commission.
213	209		F. A quorum of thirteen members shall be required to conduct
214	210		official business of the Commission. The Commission may establish
215		-	subcommittees to effectuate the purpose of the Commission. The

217	213		G. Members of the Commission shall receive no compensation for
218	214		serving on the Commission but shall receive travel reimbursement for

248	243		Travel Reimbursement Act.
249	244		H. The Commission shall be authorized to:
250	245		a. employ personnel,
251	246		b. contract for services, and
252	247		c. accept gifts, grants, and donations which shall be
253	248		deposited into the Semiquincentennial Revolving Fund,
254	249		created in Section 2 of thi s act.
255	250		I. On or after June 30, 2027, any remaining supplies or
256	251		property of the Commission shall transfer to the Oklahoma Historical
257	252		Society.
258	253		J. No later than March 1, 2024, the Com mission shall
259	254		electronically submit a report to the Governor, President Pr o
260	255		Tempore of the Senate, and the Speaker of the House of
261	256		Representatives to include the following information:
262	257		1. Mission statement of the Commission;
263	258		2. Goals of the Commission;
264	259		3. List of proposed activities;
265	260		4. List of milestones along with appli cable dates for executing
266	261		the proposed activities; and
267	262		5. Projected budget for planned activities and private
268	263		fundraising goals.

296	290		SECTION 2. NEW LAW A new section of law to be codified
297	291		in the Oklahoma Statutes as Section 501 of Title 53, unless there is
298	292		created a duplication in numbering, reads as follows:
299	293		There is hereby created in the State Treasury a revolving fund
300	294		for the Oklahoma Historical Society to be designated the
301	295		“Semiquincentennial Revolving Fund”. The fund shall be a con tinuing
302	296		fund, not subject to fiscal year limitations, and shall consist of
303	297		all monies received from legislative appropriations, private
304	298		donations, gifts, and grants. All monies accruing to the credit of
305	299		the fund are hereby appropriated and may be budgeted and expended by
306	300		the Oklahoma Semiquincentennial Commission for the purposes of the
307	301		Commission. Expenditures from the fund shall be made upon warrants
308	302		issued by the State Treasurer against claims filed as pre scribed by
309	303		law with the Director of the Office of Management and Enterprise
310	304		Services for approval and payment. The Semiquincentennial Revolving
311	305		Fund shall sunset on June 30, 2027. Any remaining monies in the
312	306		fund shall transfer to the Historical Society Re volving Fund,
313	307		created in Section 1.10 of Titl e 53 of the Oklahoma Statutes.
314	308		SECTION 3. It being immediately necessary for the preservation
315	309		of the public peace, health or safety, an emergency is hereby
316	310		declared to exist, by reason whereof t his act shall take effect and
317	311		be in full force from and after its passage an d approval.
