4342 An Act relating to the Semiquincentennial of the

5958 BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:
6059 SECTION 1. NEW LAW A new section of law to be codified
6160 in the Oklahoma Statutes as Section 500 of Title 53, unless there is
6261 created a duplication in numbering, reads as fo llows:
6362 A. There is hereby created the Oklahoma Semiquincentennial
6463 Commission until June 30, 2027.
6564 B. The duties of the Commission shall be as follows:
6665 1. Be the point of contact for state and national organizations
6766 and events related to the Semiquincentennial of the United State s;

9593 2. Develop programs and plans for the official observance of
9694 the 250th anniversary of the founding of the United States in 2026,
9795 as marked by the Declaration of Independence in 1776 ; and
9896 3. Cooperate with the United States Semiquincentennial
9997 Commission and various state agencies, boards, commissions,
10098 departments, and political subdivisions in order to execute
10199 commemorative events and to implement educational activities ,
102100 events, and celebrations related to the Semi quincentennial of the
103101 United States.
104102 C. The Commission shall be composed of twenty-five (25)
105103 members. The members shall serve as follows:
106104 1. Five members appointed by the Governor as follows:
107105 a. one who shall be a member with experience in the study
108106 and documentation of the history of Latino communities
109107 in Oklahoma,
110108 b. one who shall be a member w ith experience in the study
111109 and documentation of the history of Black communities
112110 in Oklahoma,
113111 c. one who shall be a member with experience in the study
114112 and documentation of the history of American Indian
115113 communities in Oklahoma,
116114 d. one who shall be a current fifth-grade teacher
117115 currently certified to teach in Oklahoma with
118116 experience teaching United States history , and

146143 e. one who shall be a secondary teacher currently
147144 certified to teach United States history in Okla homa;
148145 2. Five members shall be appointed by the Speaker of the House
149146 of Representatives, one appointee from each of the five
150147 congressional districts;
151148 3. Five members shall be appointed by the President Pro Tem pore
152149 of the Senate, one appointee from each of the five congressional
153150 districts; and
154151 4. Nine voting ex officio members shall be appointed as
155152 follows:
156153 a. the Lieutenant Governor, or designee, who shall serve
157154 as chair,
158155 b. the Executive Director of the Oklahoma Historical
159156 Society, or designee, who shall serve as vice chair,
160157 c. the Director of the Oklahoma Department of Commerce,

162159 d. the Superintendent of Public Instruction, or designee ,

197193 i. the Regent of the Oklahoma Society Daughters of the
198194 American Revolution, and
199195 j. the President of the Oklahoma Socie ty of the Sons of

201197 D. Commission members may be removed for cause. Whenever a
202198 vacancy on the Commission o ccurs by death, resignation, or
203199 otherwise, the appointing authority shall fill t he same by
204200 appointment, and the appointee shall hold office during the
205201 unexpired term. Each member shall hold office until a successor has
206202 been appointed.
207203 E. All appointments to the Commission shall be made no l ater
208204 than August 1, 2023. The Commission shall hold its first meeting no
209205 later than September 1, 2023. The Commission shall be staffed by
210206 the Oklahoma Historical Society. All appropriate agencies of state
211207 government shall provide assistance to the Commi ssion upon request
212208 of the Commission.
213209 F. A quorum of thirteen members shall be required to conduct
214210 official business of the Commission. The Commission may establish
215-subcommittees to effectuate the purpose of the Commission. The

217213 G. Members of the Commission shall receive no compensation for

248243 Travel Reimbursement Act.
249244 H. The Commission shall be authorized to:
250245 a. employ personnel,
251246 b. contract for services, and
252247 c. accept gifts, grants, and donations which shall be
253248 deposited into the Semiquincentennial Revolving Fund,
254249 created in Section 2 of thi s act.
255250 I. On or after June 30, 2027, any remaining supplies or
256251 property of the Commission shall transfer to the Oklahoma Historical
257252 Society.
258253 J. No later than March 1, 2024, the Com mission shall
259254 electronically submit a report to the Governor, President Pr o
260255 Tempore of the Senate, and the Speaker of the House of
261256 Representatives to include the following information:
262257 1. Mission statement of the Commission;
263258 2. Goals of the Commission;
264259 3. List of proposed activities;
265260 4. List of milestones along with appli cable dates for executing
266261 the proposed activities; and
267262 5. Projected budget for planned activities and private
268263 fundraising goals.

296290 SECTION 2. NEW LAW A new section of law to be codified
297291 in the Oklahoma Statutes as Section 501 of Title 53, unless there is
298292 created a duplication in numbering, reads as follows:
299293 There is hereby created in the State Treasury a revolving fund
300294 for the Oklahoma Historical Society to be designated the
301295 “Semiquincentennial Revolving Fund”. The fund shall be a con tinuing
302296 fund, not subject to fiscal year limitations, and shall consist of
303297 all monies received from legislative appropriations, private
304298 donations, gifts, and grants. All monies accruing to the credit of
305299 the fund are hereby appropriated and may be budgeted and expended by
306300 the Oklahoma Semiquincentennial Commission for the purposes of the
307301 Commission. Expenditures from the fund shall be made upon warrants
308302 issued by the State Treasurer against claims filed as pre scribed by
309303 law with the Director of the Office of Management and Enterprise
310304 Services for approval and payment. The Semiquincentennial Revolving
311305 Fund shall sunset on June 30, 2027. Any remaining monies in the
312306 fund shall transfer to the Historical Society Re volving Fund,
313307 created in Section 1.10 of Titl e 53 of the Oklahoma Statutes.
314308 SECTION 3. It being immediately necessary for the preservation
315309 of the public peace, health or safety, an emergency is hereby
316310 declared to exist, by reason whereof t his act shall take effect and
317311 be in full force from and after its passage an d approval.
