26 | 54 | SECTION 1. AMENDATORY 74 O.S. 2021 , Section 85.3, is | |

29 | 56 | Section 85.3 A. There is hereby created and established in the | |
30 | 57 | Office of Management and Enterprise Services a Purchasing Division, | |
31 | 58 | the administrative head of which shall be the State Purchasing | |

34 | 60 | B. The Director of the Office of Management and Enterprise | |
35 | 61 | Services shall hire the State Purchasing Director. The State | |

52 | 101 | institution relating to purchasing shall be under the direction of | |
53 | 102 | the Purchasing Division unless otherwise provided by the Oklahoma | |
54 | 103 | Central Purchasing Act. | |

56 | 104 | E. The Purchasing Division shall provide qualified personnel to | |
57 | 105 | assist the purchasing activities of state agencies, departments, and | |
58 | 106 | institutions, as required by the Oklahoma Central Purchasing Act. | |

60 | 107 | F. Each state agency, department, and institution shall | |
61 | 108 | designate personnel to coordinate its purchasing functions wi th the | |
62 | 109 | Purchasing Division. | |

64 | 110 | G. The Purchasing Division may, if the needs of a state agency, | |
65 | 111 | department, or institution are such as to so require, employ, and | |
66 | 112 | establish a buyer within a state agency. The state agency shall pay | |

117 | 208 | equipment and supplies from a local business at or below state | |
118 | 209 | contract pricing without first obtaining a waiver from or the | |
119 | 210 | permission of the Purchasing Division after seventy -two (72) hours | |

121 | 212 | Purchasing Director of said purchase in an amount not to exceed Two | |
122 | 213 | Thousand Five Hundred Dollars ($2,500.00). Any state agency that | |
