65	63		SECTION 1. AMENDATORY Section 1, Chapter 412, O.S.L.
66	64		2022 (69 O.S. Supp. 2022, Section 4040), is amended to read as
67	65		follows:
	66	+	Section 4040. A. There is hereby created until June 30, 2027,
	67	+	the Oklahoma Route 66 Commission. The Commission shall be composed
	68	+	of nine (9) members. The members shall serve as follows:

94		-	Section 4040. A. There is hereby created until June 30, 2027,
95		-	the Oklahoma Route 66 Commi ssion. The Commission shall be composed
96		-	of nine (9) members. The members sh all serve as follows:
97	95		1. One member shall be appointed by th e Governor and selected
98	96		from the Commissioners of the Oklahoma Tax Commission, whose first
99	97		term shall be for one (1) year, and then renewable for three-year
100	98		terms thereafter;
101	99		2. One shall be the Executive Director of the Oklahoma
102	100		Department of Transportat ion, or his or her design ee, whose first
103	101		term shall be for two (2) years, and then renewable for three-year

105	103		3. One shall be the Executive Director of the Oklahoma Tourism
106	104		and Recreation Department Secretary of Tourism and Branding, or his
107	105		or her designee, whose first term shall be for three (3) years, and
108	106		then renewable for three-year terms thereafter;

110	108		Tempore of the Oklahoma State Senate of which:
111	109		a. one shall be a citizen of a county containing a
112	110		portion of Route 66, whose first term shall be for one
113	111		(1) year, and renewable for three-year terms

115	113		b. one shall be a city manager, assistant city manager,
116	114		or economic development director for a municipality on
117	115		Route 66 with a population greate r than ten thousand

160	158		renewable for three-year terms thereafter, and
161	159		c. one shall be an Oklahoma citizen with expertise or
162	160		experience in marketing, whose first term shall be for
163	161		three (3) years, and then renewable for three-year
164	162		terms thereafter.
165	163		B. The Commission shall utilize the Oklahoma Route 66
166	164		Commission Revolving Fund as authorized in Section 2 of this act
167	165		4041 of this title.

194		-	SECTION 2. AMENDATORY Section 2, Chapter 412, O.S.L.
195		-	2022 (69 O.S. Supp. 2022, Section 4041), is amended to read as
196		-	follows:
197		-	A. There is hereby created in the State Treasury a revolving
198		-	fund to be designated as the "Oklahoma Route 66 Commission Revolving
199		-	Fund", which shall consist of all monies app ropriated, transferred,
200		-	or otherwise designated to the fund by law. The revolving fund
201		-	shall be a continuing fund, not subject to fiscal year limitations,
202		-	and shall be under the administration of the Oklahoma Route 66
203		-	Commission. All monies accruing to the credit of said fund are
204		-	hereby appropriated, and shall be budgeted and expended in
205		-	accordance with the provisions of subsection B of this section for
206		-	the purpose of preserving and developing Route 66 and commemorating
207		-	the Route 66 Centennial.
208		-	B. No funds shall be budgeted or expended from the Oklahoma
209		-	Route 66 Commission Revolving Fund prior to July 1, 2023, or prior
210		-	to the approval by the Legislature of promulgated permanent
211		-	emergency rules by the Commission pursuant to the provisions of the
212		-	Administrative Procedures Act .
213		-	C. The Oklahoma Route 66 Commission shall promulgate, pursuant
214		-	to the provisions of the Administrative Procedures Act, permanent
215		-	rules subject to approval by the Legislature, to implement:
216		-	1. Application procedures for projects submitting request s for
217		-	funds;
