49102 2. School districts shall develop and implement curriculum,
50103 courses and instruction in order to ensure that students meet the
51104 skills and competencies as set forth in this section and in the
52105 subject matter standards adopted by the State Board of Education.

54106 3. All students shall gain literacy at the elementary and
55107 secondary levels. Students shall develop skills in reading,
56108 writing, speaking, computing and critical thinking. For purposes of
57109 this section, critical thinking means a manner of analytical
58110 thinking which is logical and uses linear factual analysis to reach
59111 a conclusion. They shall learn about cultures and environm ents -
60112 their own and those of others with whom they share the earth. All
61113 students shall receive the instruction needed to lead healthy and
62114 physically active lifestyles. Students, therefore, shall study
63115 social studies, literature, languages, the arts, hea lth, mathematics
64116 and science. Such curricula shall provide for the teaching of a
65117 hands-on career exploration program in cooperation with technology
66118 center schools.

68119 4. The subject matter standards shall be designed to teach the
69120 competencies for which stud ents shall be tested as provided in
70121 Section 1210.508 of this title, and shall be des igned to prepare all

100200 9. The subject matter standards for United States Government
101201 shall include an emphasis on civics, the structure and relationship
102202 between the national, state, county and local governments and
103203 simulations of the democratic process. For th e purposes of this
104204 section, "civics" means the study of the rights and duties of
105205 Oklahoma and United States citizens and of how those governments
106206 work.

108207 10. The subject matter standards for health and physical
109208 education shall include but not be limited to the domains of
110209 physical, emotional, social and intellectual health. Health
111210 literacy shall include the ability to obtain, process and understand
112211 basic health information and services needed to make appropriate
113212 health decisions. Health shall also include t he importance of
114213 proper nutrition and exercise, mental health and wellness, substanc e
115214 abuse, coping skills for understanding and managing trauma,
116215 establishing and maintaining positive relationships and responsible
117216 decision making. Physical literacy shall include the ability to
118217 move with competence and confidence in a wide variety of phys ical
119218 activities in multiple environments that benefit the healthy
120219 development of the whole person.

352607 E. A school district may issue an alternate diploma to a
353608 student who meets the definition of a student with the most
354609 significant cognitive disabilities and who parti cipates in the
355610 Oklahoma Alternate Assessment Program (OAAP) beginning in the 2023-
356611 2024 school year. An alternate diploma shall be standards-based,
357-aligned with requirements for a standard diploma, and obtained by ENR. H. B. NO. 1041 Page 9

358613 the school year in which a student turns twenty-two (22) years of

361615 F. An alternate diploma shall not terminate a Free and
362616 Appropriate Public Education (FAPE) for students with an
363617 Individualized Education Program (IEP) unless they reach the maximum
364618 age of FAPE. The IEP team shall determine subsequent courses and
365619 services for students who receive an alternate diploma.

367620 G. Students participating in the OAAP shall not be precluded
368621 from attempting to meet the requirements of a standard diploma and
369622 participation in the OAAP shall not determine a stud ent's
370623 educational setting under the Individuals with Disabilities
371624 Education Act (IDEA).

373625 H. Students who meet requirements for an alternate diploma may
374626 count as having received a standard diploma for purposes of
375627 calculating and reporting the adjusted cohort graduation rate

547922 4. Technology center school districts may offer progr ams
548923 designed in cooperatio n with institutions of higher education which
549924 have an emphasis on a focused field of career study upon approval of
550925 the State Board of Educat ion and the independent district board of
551926 education. Students in the tenth grade may be a llowed to attend
552927 these programs for up to one-half (1/2) of a school day and credit
553928 for the units or sets of competencies required in paragraphs 2, 3
554929 and 6 of subsection B or D of this section shall be given if the
555930 courses are taught by a teacher certified in the secondary subject
556931 area; provided, credit for units or sets of competencies pursu ant to
557932 subsection B of this section shall be approved for college admission

560961 5. If a student enrolls in a concurrent course, the school
561962 district shall not be responsible for any co sts incurred for that
562963 course, unless the school district does not offer enough course
563964 selection during the student's secondary grade years t o allow the
564965 student to receive the courses needed to meet the graduation
565966 requirements of this section. If the schoo l district does not offer
566967 the necessary course selection durin g the student's secondary grade
567968 years, it shall be responsible for the cost of resident tuition at
568969 an institution in The Oklahoma State System of Higher Education,
569970 fees, and books for the concur rent enrollment course, and providing
570971 for transportation to an d from the institution to the school site.

572972 It is the intent of the Legislature that for students enrolled
573973 in a concurrent enrollment course which is paid for by the sch ool
574974 district pursuant to t his paragraph, the institution charge only the
575975 supplementary and special service fees that are directly related to
576976 the concurrent enrollment course and enrollment procedures for that
577977 student. It is further the intent of the Legis lature that fees for
578978 student activities and student service facilities, including the
579979 student health care and cultural and recreational service fees, not

6881180 remediation or intervention and the opportunity to comple te the

6901182 obtain a standard diploma. Students who re-enroll in the school
