58	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
59	62		SECTION 1. NEW LAW A new section of law not to be
60	63		codified in the Oklahoma Statutes reads as follows:
61	64		A. This act shall be known and may be cited as the "Oklahoma
62	65		Foreign Agents Registration Act".
63	66		B. The purpose of this act is to provide public transparency
64	67		for the political and propaganda activities conducted by agents
65	68		representing principals from foreign countries of concern.

92	96		SECTION 2. NEW LAW A new section of law to be codified
93	97		in the Oklahoma Statutes as Section 13001 of Title 74, unless there
94	98		is created a duplication in numbering, reads as follows:
95	99		As used in this act:
96	100		1. "Person" means an individual, partnership, association,
97	101		corporation, organization, or any other combination of individuals;
98	102		2. "Foreign principal" shall mean:
99	103		a. a government of a foreign country and a foreign
100	104		political party, or
101	105		b. a person outside of the Uni ted States, unless it is
102	106		established that such person is an individual and a
103	107		citizen of and domiciled within the United St ates, or
104	108		that such person is not an individual and is organized
105	109		under or created by the laws of the United States or
106	110		of any state or other place subject to the
107	111		jurisdiction of the United States and has its
108	112		principal place of business within the United Stat es,
109	113		c. a partnership, association, corporation, organization,
110	114		or other combination of persons organized under the
111	115		laws of or having it s principal place of business in a
112	116		foreign country, or
113	117		d. a partnership, association, corporation, organization,
114	118		or other combination of persons that is at least
115	119		twenty percent (20%) beneficially owned by a

146	151		3. "Agent of a foreign principal " shall mean:
147	152		a. any person who acts as an agent, representative,
148	153		employee, or servant, or any person who acts in any
149	154		other capacity at the order, request, or under the
150	155		direction or control of a foreign principal or of a
151	156		person any of whose activities are directly or
152	157		indirectly supervised, directed, controlled, financed,
153	158		or subsidized in whole or in part by a foreign
154	159		principal, and who directly or through any other
155	160		person:
156	161		(1) engages within the State of Oklahoma in political
157	162		activities for or in the interests of such
158	163		foreign principal,
159	164		(2) acts within the State of Oklahoma as a public
160	165		relations counsel, publicity agent, information
161	166		service employee, or political consultant for or
162	167		in the interests of such foreign principal ,
163	168		(3) within the State of Oklahoma solicits, collects,
164	169		disburses, or dispenses contributions, loans,

192	198		interest of such foreign principal, or
193	199		(4) within the State of Oklahoma represents the
194	200		interests of such foreign p rincipal before any
195	201		agency or official of the Government of the State
196	202		of Oklahoma or of a local government of the State
197	203		of Oklahoma, and
198	204		b. any person who agrees, consents, assumes, or purports
199	205		to act as, or who is or holds himself or herself out
200	206		to be, whether or not purs uant to contractual
201	207		relationship, an agent of a foreign principal as
202	208		defined in division (1) of subparagraph a of paragraph
203	209		3 of this section.
204	210		Agent of a foreign principal does not include any news or press
205	211		service or association organized under the laws of the United States
206	212		or of any state or other place subject to the jurisdiction of the
207	213		United States, or any n ewspaper, magazine, periodical, or other
208	214		publication for which there is on file with the United States Postal
209	215		Service information in compliance with federal law, solely by virtue
210	216		of any bona fide news or journalistic activities, includ ing the
211	217		solicitation or acceptance of advertisements, subscriptions, or
212	218		other compensation therefor, so long as it is at least eighty
213	219		percent (80%) beneficially owned by, and its officers and directors,
214	220		if any, are citizens of the United States, and such n ews or press

242	249		publication, is not owned, directed, supervised, controlled,
243	250		subsidized, or financed, and none of its policies are determined by
244	251		any foreign principal defined in subsection B of this section, or by
245	252		any agent of a foreign principal required to register unde r this
246	253		act;
247	254		4. "Government of a foreign country " shall mean any person or
248	255		group of persons exercising sovereign de facto or de jure political
249	256		jurisdiction over any country, oth er than the United States, or over
250	257		any part of such country, and includes any subdivision of any such
251	258		group and any group or agency to which such sovereign de facto or de
252	259		jure authority or functions are directly or indirectly delegat ed.
253	260		Such term shall include any faction or body of insurgents within a
254	261		country assuming to exercise governmental authority whether such
255	262		faction or body of insurgents has or has not been recognized by the
256	263		United States;
257	264		5. "Foreign political party " shall mean any organization o r any
258	265		other combination of individuals in a country other than the United
259	266		States, or any unit or branch thereof, having for an aim or purpose,
260	267		or which is engaged in any activi ty devoted in whole or in part to,
261	268		the establishment, administration, control, o r acquisition of
262	269		administration or control, of a government of a foreign country or a
263	270		subdivision thereof, or the furtherance or influencing of the

291	299		government of a foreign country or a subdivision thereof;
292	300		6. "Public relations counsel" shall mean any person who engages
293	301		directly or indirectly in informing, advising, or in any way
294	302		representing a principal in any public relations matter pertaining
295	303		to political or public interests, policies, or relatio ns of such
296	304		principal;
297	305		7. "Publicity agent" shall mean any person who engages directly
298	306		or indirectly in the p ublication or dissemination of oral, visual,
299	307		graphic, written, or pictorial information or matter of any kind,
300	308		including publication by means of ad vertising, books, periodicals,
301	309		newspapers, lectures, broadcasts, motion pictures, or otherwise;
302	310		8. "Information service employee" shall mean any person who is
303	311		engaged in furnishing, disseminating, or publishing accounts,
304	312		descriptions, information, or data with respect to the political,
305	313		industrial, employment, economic, social, cultural, or other
306	314		benefits, advantages, facts, or conditions of any country other than
307	315		the United States or of any government of a foreign country or of a
308	316		foreign political party or of a partnership, association,
309	317		corporation, organization, or other combination of individuals
310	318		organized under the laws of, or having its principal place of
311	319		business in, a foreign country;
312	320		9. "Registration statement " shall mean the registration
313	321		statement required to be filed with the Oklahoma Attorney General

341	350		thereto required to be filed under Section 3 or Section 4 of this
342	351		act, and includes all documents and papers required to be filed
343	352		therewith or amendatory thereof or supplemental thereto, whether
344	353		attached thereto or incorp orated therein by reference;
345	354		10. "United States", when used in a geographical sense, means
346	355		the fifty States, the District of Columbia, the Territories, the
347	356		insular possessions, and all other places now or hereafter subject
348	357		to the civil or military jurisdiction of the United States;
349	358		11. "Prints" means newspapers and periodicals, books,
350	359		pamphlets, sheet music, visiti ng cards, address cards, printing
351	360		proofs, engravings, photog raphs, pictures, drawings, plans, maps,
352	361		patterns to be cut out, catalogs, prospectuses, advertisements, and
353	362		printed, engraved, lithographed, or autographed notices of various
354	363		kinds, and, in genera l, all impressions or reproductions obtained on
355	364		paper or other material assimilable to paper, on parchment or on
356	365		cardboard, by means of printing, engraving, lithography, autography,
357	366		or any other easily recognizable mechanical process, with the
358	367		exception of the copying press, stamps with movable or immovable
359	368		type, and the typewriter;
360	369		12. "Political activities" means any activity that the person
361	370		engaging in believes will, or that the person intends to, in any way
362	371		influence any agency or official of the Government of the State of
363	372		Oklahoma or a local government of the State of Oklahoma, or any

390	400		section of the public within the State of Oklahoma with reference to
391	401		formulating, adopting, or changing the domestic or foreign policies
392	402		of the United States or of the State of Oklahoma with reference to
393	403		the political or public in terests, policies, or relations of a
394	404		government of a foreign country or a foreign political party;
395	405		13. "Political consultant" means any person who engages in
396	406		informing or advising any other person with reference to the
397	407		policies of the State of Oklahoma or the political or public
398	408		interest, policies, or relations of a foreign country or of a
399	409		foreign political party ;
400	410		14. "Country of concern" shall mean any country designated by
401	411		the United States Secretary of State as hostile or a Coun try of
402	412		Concern (CPC).
403	413		SECTION 3. NEW LAW A new section of law to be codified
404	414		in the Oklahoma Statutes as Section 13002 of Title 74, unless there
405	415		is created a duplication in numbering, reads as fol lows:
406	416		A. No person shall act as an agent of a foreign principal from
407	417		a country of concern unless he or she has filed with the Oklahoma
408	418		Attorney General a true and complete registration statement and
409	419		supplements thereto as required by subse ctions A and B of this
410	420		section or unless he or she is exempt from registrati on under the
411	421		provisions of this act. Except as hereinafter provided, every
412	422		person who becomes an agent of a foreign principal from a country of
413	423		concern shall, within ten (10) days thereafter, file with the

440	451		Oklahoma Attorney General, in duplicate, a reg istration statement,
441	452		under oath on a form prescribed by the Oklahoma Attorney General.
442	453		The obligation of an agent of a foreign principal from a countr y of
443	454		concern to file a regi stration statement shall, after the tenth day
444	455		of his or her becoming such agent, continue from day to day, and
445	456		termination of such status shall not relieve such agent from his or
446	457		her obligation to file a registration statement f or the period
447	458		during which he or she was an agent of a foreign principal from a
448	459		country of concern. The registration statement shall include the
449	460		following, which shall be regarded as material for the purposes of
450	461		this subsection:
451	462		1. Registrant's name, principal business address, and all other
452	463		business addresses in the United States or elsewhere, and all
453	464		residence addresses, if any;
454	465		2. Status of the registrant; if an individual, nationality; if
455	466		a partnership, name, residence addresses, and nationality of e ach
456	467		partner and a true and complete copy of its a rticles of
457	468		copartnership; if an association, corporation, or ganization, or any
458	469		other combination of individuals, the name, residence addresses, and
459	470		nationality of each director and officer and of each person
460	471		performing the functions of a director or office r and a true and
461	472		complete copy of its charter, articles of i ncorporation,
462	473		association, constitution, and bylaws, and amendments thereto; a
463	474		copy of every other instrument or document and a statement of the

491	503		organization, powers, and purposes; and a statemen t of its ownership
492	504		and control;
493	505		3. A comprehensive statement of the nature of the registrant's
494	506		business; a complete list of the registrant's employees and a
495	507		statement of the nature of the work of ea ch; the name and address of
496	508		every foreign principal from a country of concern for whom the
497	509		registrant is acting, assuming or purporting to act or has agreed to
498	510		act; the character of the business or other activities of every such
499	511		foreign principal from a co untry of concern, and, if any such
500	512		foreign principal from a country of concern be other than a natural
501	513		person, a statement of the ownership and control of each; and the
502	514		extent, if any, to which each such foreign principal from a country
503	515		of concern is supervised, directed, owned, controlled, financed, or
504	516		subsidized, in whole or in part, by any government of a foreign
505	517		country or foreign political party, or by any other foreign
506	518		principal from a country of con cern;
507	519		4. Copies of each written agreement and the t erms and
508	520		conditions of each oral agreement, including all modifications of
509	521		such agreements, or, where no contract exists, a full statement of
510	522		all the circumstances, by reason of which the registrant is an agent
511	523		of a foreign principal from a country of conc ern; a comprehensive
512	524		statement of the nature and method o f performance of each such
513	525		contract, and of the existing and proposed activity or activities

541	554		foreign principal from a country of concern for each such foreign
542	555		principal from a country of concer n, including a detailed statement
543	556		of any such activity which is a political activity;
544	557		5. The nature and amount of contributions, income, money, or
545	558		thing of value, if any, that the registrant has rec eived within the
546	559		preceding one hundred eighty (180) days from each such foreig n
547	560		principal from a country of concern, either as compensation or for
548	561		disbursement or otherwise, and the form and time of each such
549	562		payment and from whom such payment was received;
550	563		6. A detailed statement of every activity which the registrant
551	564		is performing or is assuming or purporting or has agreed to perform
552	565		for himself or herself or any other person other than a foreign
553	566		principal from a country of concern and which requires his or her
554	567		registration hereunder, includin g a detailed statement of any such
555	568		activity which is a political activity;
556	569		7. The name, business, and residence addresses, and if an
557	570		individual, the nationality, o f any person other than a foreign
558	571		principal from a country of concern for whom the registran t is
559	572		acting, assuming or purporting to act or has agreed to act under
560	573		such circumstances as require d by his or her registration hereunder;
561	574		the extent to which each such pe rson is supervised, directed, owned,
562	575		controlled, financed, or subsidized, in whole or in part, b y any
563	576		government of a foreign country or foreign political party or by any

591	605		and amount of contributions, income, money, or thing of value, i f
592	606		any, that the registrant has received during the preceding one
593	607		hundred eighty (180) days from each such person in connection with
594	608		any of the activities referred to in paragraph 6 of this subsection,
595	609		either as compensation or for disbursement or otherwise , and the
596	610		form and time of each such payment and fr om whom received;
597	611		8. A detailed statement of the money and other things of value
598	612		spent or disposed of by the registrant during the preceding one
599	613		hundred eighty (180) days in furtherance of or in connectio n with
600	614		activities which require his or her registration hereunder and which
601	615		have been undertaken by him or her either as an agent of a foreign
602	616		principal from a country of concern or for himself or herself or any
603	617		other person or in connection with any activ ities relating to his or
604	618		her becoming an agent of such pr incipal from a countr y of concern,
605	619		and a detailed statement of any contributions of money or other
606	620		things of value made by him or her during the preceding one hundred
607	621		eighty (180) days other than contributions the making of which is
608	622		prohibited under federal law in connection with an election to any
609	623		political office or in connection with any primary election,
610	624		convention, or caucus held to select candidates f or any political
611	625		office;
612	626		9. Copies of each written agreement and the terms and
613	627		conditions of each oral agreement, including all modifications of

641	656		all the circumstances, by reason of which t he registrant is
642	657		performing or assuming or purporting or has agreed to perform for
643	658		himself or herself or for a foreign principal from a country of
644	659		concern or for any person other than a foreign principal from a
645	660		country of concern any activities which requi re his or her
646	661		registration hereunder;
647	662		10. Such other statements, information, or documents pertinent
648	663		to the purposes of this subsection as the Oklahoma Attorney General,
649	664		having due regard for th e national security and the public interest,
650	665		may from time to time require; and
651	666		11. Such further statements and such further copies of
652	667		documents as are nece ssary to make the statements made in the
653	668		registration statement and supplements thereto, and the co pies of
654	669		documents furnished therewith, not misleading.
655	670		B. Every agent of a foreign principal from a country of concern
656	671		who has filed a registration statemen t required by subsection A of
657	672		this section shall, within thirty (30) days after the expiration of
658	673		each period of six (6) months succeeding such filing, file wit h the
659	674		Oklahoma Attorney General a supplement thereto under o ath, on a form
660	675		prescribed by the Oklahoma Attorney General, which shall set forth
661	676		with respect to such preceding six (6) months' period such facts as
662	677		the Oklahoma Attorney General, having due regard for the national
663	678		security and the public interest, may deem necessary to make the

692	708		information furnished under paragraphs 3, 4, 6, and 9 of subsection
693	709		A of this section, the registrant shall give notice to the Oklahoma
694	710		Attorney General of any changes therein within ten (10) days after

696	712		regard for the national security and the public interest, determines
697	713		that it is necessary to carry out the purposes of this act, he or
698	714		she may, in any particular case, require supplements to the
699	715		registration statement to be filed at more frequent intervals in
700	716		respect to all or particular items of information to be furnished.
701	717		C. The registration statement and supplements thereto shall be
702	718		executed under oath as follows: If the registrant is an individual,
703	719		by him or her; if the registrant is a partnership, by the majority
704	720		of the members thereof; if the registrant is a p erson other than an
705	721		individual or a partnership, by a majority of the of ficers thereof
706	722		or persons performing the functions of officers or by a majority of
707	723		the board of directors thereof or persons performing the functions
708	724		of directors, if any.
709	725		D. The fact that a registration statement or supplement thereto
710	726		has been filed shall not necessarily be deemed a full compliance
711	727		with this act and the regulations thereunder on the part of the
712	728		registrant; nor shall it indicate that the Oklahoma Attorney General
713	729		has in any way passed upon the merits of such registration statement

749	766		E. If any agent of a foreign principal from a country of
750	767		concern, required to register under th e provisions of this act, has
751	768		previously thereto registered with the Oklahoma Attorney General
752	769		under this act, the Oklahoma Attorney General, in order to eliminate
753	770		inappropriate duplication, may permit the incorporation by referen ce
754	771		in the registration statement or supplements ther eto filed hereunder
755	772		of any information or documents previously filed by such agent of a
756	773		foreign principal from a country of concern under the provisions of
757	774		said section.
758	775		SECTION 4. NEW LAW A new section of law to be codified

811	829		3. Any member of the staff of , or any person employed by, a

856	875		criminal or civil law enforcement inquiries, inves tigations, or
857	876		proceedings, or agency proceedings required by s tatute or regulation
858	877		to be conducted on the record.
859	878		SECTION 6. NEW LAW A new section of law to be codified

894	914		principal from a country of concern (i) in the form of prints, or
895	915		(ii) in any other form which is reasonably adapted to being, or
896	916		which he or she believes will be, or which he or she intends to be,
897	917		disseminated or circulated among two or more persons shall, not
898	918		later than forty-eight (48) hours after the beginning of th e
899	919		transmittal thereof, f ile with the Oklahoma Attorney General two
900	920		copies thereof.
901	921		B. It shall be unlawful for any pers on within the United States
902	922		who is an agent of a foreign principal from a country of concern and
903	923		required to register under the provisio ns of this act to transmit or
904	924		cause to be transmitted in the United States mail or by any means or
905	925		instrumentality of in terstate or foreign commerce any informational
906	926		materials for or in the interests of such foreign principal from a
907	927		country of concern wit hout placing in such inform ational materials a
908	928		conspicuous statement that the materials are distrib uted by the
909	929		agent on behalf of the foreign principal from a country of concern,
910	930		and that additional information is on file with the Oklahoma
911	931		Attorney General. The Oklahoma Attorney General may define what
912	932		constitutes a conspicuous statement for the purpos es of this
913	933		section.

944	965		D. Under the provisions of thi s act, it shall be unlawful for
945	966		any person who is an agent of a foreign principal from a country of
946	967		concern within the State of Oklahoma to transmit, convey, or
947	968		otherwise furnish to any State of Oklahoma government a gency or
948	969		official (including any member or committee of the Oklahoma State
949	970		Legislature and/or local government) any political propaganda or to
950	971		request from any such agency or official any information or advice
951	972		with respect to any matter pertaining to the poli tical or public
952	973		interests, policies, relations, or political party that is in the
953	974		interests of such foreign principal f rom a country of concern or
954	975		pertaining to the foreign or domestic policies of the United State s
955	976		of America or the State of Oklahoma , unless the propaganda or the
956	977		request is prefaced or accompanied by a true and accurate statement
957	978		to the effect that such person is re gistered as an agent of a
958	979		foreign principal from a country of concern.
959	980		E. Whenever any agent of a foreign principal from a country of
960	981		concern required to register under this subsection appears before
961	982		any committee of the Oklahoma State Legislature or a local
962	983		government to testify for or in the interests of such foreign
963	984		principal from a country of concer n, he or she shall, at the time of

995	1017		SECTION 7. NEW LAW A new section of law to be codified
996	1018		in the Oklahoma Statutes as Section 13006 of Title 74, unless there
997	1019		is created a duplication in numbering, reads as follows:
998	1020		Every agent of a foreign princip al from a country of concern
999	1021		registered under this act shall keep and preserve while he or she is
1000	1022		an agent of a foreign principal from a co untry of concern such books
1001	1023		of account and other recor ds with respect to all of his or her
1002	1024		activities, the disclosure of which is required under the provisions
1003	1025		of this act, in accordance with such business a nd accounting
1004	1026		practices, as the Oklahoma Attorney General, having due regard for
1005	1027		the national security and the public interest, may by regulation
1006	1028		prescribe as necessa ry or appropriate for the enforcement of the
1007	1029		provisions of this act and shall preserve the same for a period of
1008	1030		three years following the term ination of such status. Until
1009	1031		regulations are in effect under this section , every agent of a
1010	1032		foreign principal fr om a country of conce rn shall keep books of
1011	1033		account and shall preserve all writ ten records with respect to his
1012	1034		or her activities. Such books and records shall be open at all
1013	1035		reasonable times to the inspection of any official charged with the

1041	1064		willfully to conceal, destroy, oblitera te, mutilate, or falsify, or
1042	1065		to attempt to conceal, de stroy, obliterate, mutilate, or falsify, or
1043	1066		to cause to be concealed, destroyed, obliterated, mutilated, or
1044	1067		falsified, any books or rec ords required to be kept under the
1045	1068		provisions of this act.
1046	1069		SECTION 8. NEW LAW A new section of la w to be codified
1047	1070		in the Oklahoma Statutes as Section 13007 of Title 74, unless there
1048	1071		is created a duplication in n umbering, reads as fo llows:
1049	1072		A. The Oklahoma Attorney General shall retain in permanent form
1050	1073		one copy of all registration statements furnished under this act,
1051	1074		and the same shall be public records and open to public examination
1052	1075		and inspection at such reasonable hours, under suc h regulations, as
1053	1076		the Oklahoma Attorney General may prescribe, and copies of the same
1054	1077		shall be furnished to every applic ant at such reasonable fee as the
1055	1078		Oklahoma Attorney General may prescribe.
1056	1079		B. The Oklahoma Attorney General shall, promptly upon receip t,
1057	1080		transmit one copy of every registration statement filed hereunder
1058	1081		and one copy of every amendment or supplemen t thereto filed
1059	1082		hereunder, to the United States Secretary of State for such comment
1060	1083		and use as the United States Secretary of State may determi ne to be
1061	1084		appropriate from the point of view of the foreign relations of the
1062	1085		United States. Failure of the Oklahoma Attorney General to transmit
1063	1086		such copy shall not be a bar to prosecution under th is act.

1097	1121		D. The Oklahoma Attorney General shall every six (6) months
1098	1122		report to the State Legislature concerning administr ation of this
1099	1123		act, including registrations filed pursuant to this act, and the
1100	1124		nature, sources, and content of political propaganda disseminated
1101	1125		and distributed.
1102	1126		E. The Oklahoma Attorney General shall every month report on a
1103	1127		web portal administered by the Oklahoma Attorney General concerning
1104	1128		administration of this act, including registrations filed pursuant
1105	1129		to this act, and the nature, sources, and content of political
1106	1130		propaganda disseminated and distributed.
1107	1131		SECTION 9. NEW LAW A new section of law to be codified
1108	1132		in the Oklahoma Statutes as Section 13008 of Title 74, unless there
1109	1133		is created a duplicat ion in numbering, reads as follows:
1110	1134		Each officer, or person performing the functions of an officer,
1111	1135		and each director, or person perfor ming the functions of a director,

1148	1173		director, or person performing the functions of a director, from
1149	1174		complying with the provisions of this section. In case of failure
1150	1175		of any such agent of a foreign principal from a country of concern
1151	1176		to comply with any of the requirements of this act, each of its
1152	1177		officers, or persons performing the funct ions of officers, and each
1153	1178		of its directors, or persons performing the functions of dire ctors,
1154	1179		shall be subject to prosecution therefor.
1155	1180		SECTION 10. NEW LAW A new section of law to be codified
1156	1181		in the Oklahoma Statutes as Section 13009 of Title 74, unless there

1158	1183		A. Any person who:

1201	1227		B. Any person who is a student, faculty member, researcher,
1202	1228		adjunct, or otherwise em ployed or associated with an institution
1203	1229		within The Oklahoma State System of Higher Education who:
1204	1230		1. Willfully violates any provision of this act or any
1205	1231		regulation thereunder; or
1206	1232		2. In any registration statement or supplement thereto or in
1207	1233		any other document filed with or furnished to the Oklahoma Attorney
1208	1234		General under the provisions of this subsection willfully m akes a
1209	1235		false statement of a material fact or willfully omits any material
1210	1236		fact required to be stated therein or willfully om its a material
1211	1237		fact or a copy of a material document necessary to make the
1212	1238		statements therein and the copies of documents furnished therewith
1213	1239		not misleading, shall, upon conviction thereof, be expelled or

1243	1270		3. Each institution of higher education in Oklahoma shall adopt

1245	1272		violation of this act.
1246	1273		C. In any proceeding under this act in which it is charged that
1247	1274		a person is an agent of a foreign principal from a country of
1248	1275		concern with respect to a foreign principal o utside of the United
1249	1276		States of America, proof of the specific identi ty of the foreign
1250	1277		principal from a country of c oncern shall be permissible but not
1251	1278		necessary.
1252	1279		D. Any alien who shall be convicted of a violation of, or a
1253	1280		conspiracy to violate, any provis ion of this act or any regulation
1254	1281		thereunder shall be subject to refe rral to the United States
1255	1282		Department of Justic e for removal pursuant to Chapter 4 of Title II
1256	1283		of the Immigration and Nationality Act (8 U.S.C.A. Section 1221 et
1257	1284		seq.).
1258	1285		E. Failure to file any such registration statement or
1259	1286		supplements thereto as is required by ei ther Section 3A or Section
1260	1287		3B of this act shall be considered a continuing offense for as long
1261	1288		as such failure exists, notwithstanding any statute of limitatio n or
1262	1289		other statute to the contrary.

1289	1317		F. Whenever in the judgment of the Oklahoma Attorney General,
1290	1318		any person who is engaged in or about to engage in any acts which
1291	1319		constitute or will constitute a violation of any provision of this
1292	1320		act, or regulations issu ed thereunder, or whe never any agent of a
1293	1321		foreign principal from a country of concern fails to comply with any
1294	1322		of the provisions of this act or the regulations issued thereunder,
1295	1323		or otherwise is in violation of the act, the Oklahoma Attorney
1296	1324		General may make application to the appropriate state court for an
1297	1325		order enjoining such acts or enjoining such person from continui ng
1298	1326		to act as an agent of such foreig n principal from a country of
1299	1327		concern, or for an order requiring compliance with any appropriate
1300	1328		provision of the act or regulation thereunder. The state court
1301	1329		shall have jurisdiction and authority to issue a temporary o r
1302	1330		permanent injunction, restraining order, or such other order, which
1303	1331		it may deem proper.
1304	1332		G. If the Oklahoma Attorney General determines that a
1305	1333		registration statement does not comply with the requirements of this
1306	1334		act or the regulations issued thereunder, he or she shall so notify
1307	1335		the registrant in writing, s pecifying in what respects the statement
1308	1336		is deficient. It shall be unlawful for any person to act as an

1339	1368		H. It shall be unlawful for any agent of a foreign principal
1340	1369		from a country of concern required to register under this act to be
1341	1370		a party to any contract, agreement, or understanding, either express
1342	1371		or implied, with such forei gn principal from a country of concern
1343	1372		pursuant to which the amount or payment of the compensation, fee, or
1344	1373		other remuneration of such age nt is contingent in whole or in pa rt
1345	1374		upon the success of any political activities carried on by such
1346	1375		agent.
1347	1376		SECTION 11. NEW LAW A new section of law to be codified
1348	1377		in the Oklahoma Statutes as Section 13010 of Title 74, unless there
1349	1378		is created a duplication in numberi ng, reads as follows:
1350	1379		The Oklahoma Attorney General may at any time make, prescribe,
1351	1380		amend, and rescind such forms as he or she may deem necessary to
1352	1381		carry out the provisions of thi s act.
1353	1382		SECTION 12. This act shall become effective November 1, 2024.
