113109 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
114110 SECTION 1. AMENDATORY 63 O.S. 2021, Section 421, as
115111 amended by Section 1, Chapter 332, O.S.L. 2022 (63 O.S. Supp. 2022,
116112 Section 421), is amended to read as follows:
117113 Section 421. A. The Oklahoma Medical Marijuana Authority shall
118114 make available on its website in an easy-to-find location an
119115 application applications for a temporary medical marijuana
120116 dispensary license and annual medical marijuana dispensary license.
121117 The application fee to fees for the temporary or annual lice nse
122118 shall be paid by the applicant shall be in the amounts provided for
123119 in Section 427.14 of this title. A method of payment for the
124120 application fee fees shall be provided on the website of the
125121 Authority. Dispensary Medical marijuana dispensary applicants must
126122 all be residents of Oklahoma. Any entity applying for a temporary
127123 or annual medical marijuana dispensary license must be owned by an
128124 Oklahoma resident and must be registere d to do business in Oklahoma.
129125 The Authority shall have ninety (90) business days to review the
130126 application for a temporary medical marijuana dispensary license;
131127 approve, reject or deny the application; and mail the approval,

161156 B. The In addition to the requirements provided for in the
162157 Oklahoma Medical Marijuana and Patient Protection Act, the Authority
163158 shall approve all applications which meet the following criteria:
164159 1. The applicant must be twenty-five (25) years of age or
165160 older;
166161 2. The applicant, if applying as an individual, must show
167162 residency in the State of Oklahoma;
168163 3. All applying entities must show that a ll members, managers,
169164 and board members are Oklahoma residents;
170165 4. An applying entity may show ownership of non-Oklahoma
171166 residents, but that percentage ownership may not exceed twenty-five
172167 percent (25%);
173168 5. All applying individuals or entities must be registered to
174169 conduct business in the State of Oklahoma; and
175170 6. All applicants must disclose all ownership interests in the
176171 dispensary.
177172 Applicants with a nonviolent felony conviction in the last two
178173 (2) years, any other felony conviction i n the last five (5) years,
179174 inmates in the custody of the Department of Corrections or any
180175 person currently incarcerated shall not qualify for a temporary or
181176 annual medical marijuana dispensary license.

209203 C. Licensed medical marijuana dispensaries shall be required to
210204 complete a monthly sal es report to the Authority. This report shall
211205 be due on the fifteenth of each month and provide reporting on the
212206 previous month. This report shall detail the weight of marijuana
213207 purchased at wholesale and the weight of marijuan a sold to licensed
214208 medical marijuana patients and license d caregivers and account for
215209 any waste. The report shall show total sales in dollars, tax
216210 collected in dollars, and tax due in dollars. The Authority shall
217211 have oversight and auditing responsibilities to ensure that all
218212 marijuana being grown is accounted for.
219213 D. Only a licensed medical marijuan a dispensary may conduct
220214 retail sales of marijuana or marijuana derivatives. Beginning on
221215 the effective date of this act, licens ed medical marijuana
222216 dispensaries shall be authorized to package and sell pre-rolled
223217 marijuana to licensed medical marijuana pa tients and licensed
224218 caregivers. The products described in this subsection shall contain
225219 only the ground parts of the marijuana p lant and shall not include
226220 marijuana concentrates or der ivatives. The total net weight of each
227221 pre-roll packaged and sold by a medical marijuana dispensary shall
228222 not exceed one (1) gram. These products shall be tested, packaged
229223 and labeled in accordance with Oklahoma law and rules promulgated by
230224 the Authority.
231225 E. No medical marijuana dispensary shall offer or allow a
232226 medical marijuana patient licensee, caregiver licensee or other

260253 member of the public to handle or otherwise have physical contact
261254 with any medical marijuana not contained in a sealed or separate
262255 package. Provided, such prohibition shall not preclude an employee
263256 of the medical marijuana dispensary from handling loose or
264257 nonpackaged medical marijuana to be placed in packaging consistent
265258 with the Oklahoma Medical Marijuana and Patient Protection Act and
266259 the rules promulgated by the Authority for the packaging of medical
267260 marijuana for retail sale. Provided, further, such prohibition
268261 shall not prevent a medical marijuana dispensary from displaying
269262 samples of its medical marijuana in separate display c ases, jars or
270263 other containers and allowing medical marijuana patient licensees
271264 and caregiver licensees the ability to handle or smell the various
272265 samples as long as the sample medical marijuana is used for display
273266 purposes only and is not offered for reta il sale.
274267 SECTION 2. AMENDATORY 63 O.S. 2021, Section 422, as
275268 amended by Section 2, Chapter 332, O.S.L. 2022 (63 O .S. Supp. 2022,
276269 Section 422), is amended to read as follows:
277270 Section 422. A. The Oklahoma Medical Marijuana Authori ty shall

362353 inmates in the custody of the Department of Corrections or any
363354 person currently incarcerated shall not qualify for a temporary or
364355 annual medical mariju ana commercial grower license.
365356 C. A licensed medical marijuana commercial grower may sell
366357 marijuana to a licensed medical marijuana dispensary or a licensed
367358 medical marijuana processor. Further, sales by a licensed medical
368359 marijuana commercial grower shall be considered wholes ale sales and
369360 shall not be subject to taxation. Under no circumstances may a
370361 licensed medical marijuana commercial grower sell marijuana directly
371362 to a licensed medical marijuana patient or licensed medical
372363 marijuana caregiver. A licensed medical marijuana commercial grower
373364 may only sell at the wholesale level to a licensed medical marijuana
374365 dispensary, a licensed medical marijuana commercial grower or a
375366 licensed medical marijuana processor. If the federal government
376367 lifts restrictions on buying and selli ng marijuana between states,
377368 then a licensed medical marijuana commercial grower would be allowed
378369 to sell and buy marijuana wholesale from, or to, a n out-of-state
379370 wholesale provider. A licensed medical marijuana commercial grower
380371 shall be required to complete a monthly yield and sales report to
381372 the Authority. This report shall be due on the fifteenth of each
382373 month and provide reporting on the previo us month. This report
383374 shall detail the amount of marijuana harvested in pounds, the amount
384375 of drying or dried marijuana on hand, the amount of marijuana sold
385376 to licensed processors in pounds, the amount of waste in pounds, and

414404 dispensaries in pounds. Additionally, this repor t shall show total
415405 wholesale sales in dollars. The Authority shall have oversight and

418408 D. There shall be no limits on how much marijuana a licensed
419409 medical marijuana commercial grower can grow.
420410 E. Beginning on the effective date of this act, licensed

466455 posed by the type of processi ng conducted:
467456 1. Nonhazardous medical marijuana processor license; and
468457 2. Hazardous medical marijuana processor license .
469458 The application fee fees for a nonhazardous or hazardous medic al
470459 marijuana processor the temporary or annual license shall be paid by
471460 the applicant in the amounts provided for in Section 427.14 of this
472461 title. A method of payment shall be provided on the website of the
473462 Authority. The Authority shall have ninety (90) days to review the
474463 application for a temporary medical marijuana processor license;
475464 approve, reject or deny the application; and mail the approval,

525513 C. 1. A licensed medical marijuana processor may take
526514 marijuana plants and dis till or process these plants into
527515 concentrates, edibles, and other forms for consumption.
528516 2. As required by subsection D of this section, the Authority
529517 shall make available a set of standards which shall be used by
530518 licensed medical marijuana processors in the preparation of edible
531519 marijuana products. The standards should be in line with curr ent
532520 food preparation guidelines. No excessive or punitive rules may b e
533521 established by the Authority.
534522 3. Up to two times a year, the Authority may inspect a
535523 processing operation and determine its compliance with the
536524 preparation standards . If deficiencies are found, a written report

564551 of the deficiency shall be issued to the licensed medical marijuana
565552 processor. The licensed medical marijuana processor shall have one
566553 (1) month to correct the deficiency or be subject to a fine of Five
567554 Hundred Dollars ($500.00) fo r each deficiency.
568555 4. A licensed medical marijuana processor may sell marijuana
569556 products it creates to a licensed medical marijuana dispensary or
570557 any other licensed medical marijuana processor. All sales by a
571558 licensed medical marijuana processor shall be considered wholesale
572559 sales and shall not be subject to taxation.
573560 5. Under no circumstances may a licensed medical marijuana
574561 processor sell marijuana or a ny marijuana product directly to a
575562 licensed medical marijuana patient or licensed medical marijuana
576563 caregiver. However, a licensed medical marijuana processor may
577564 process cannabis into a concentrated form for a licensed medical
578565 marijuana patient for a fee.
579566 6. Licensed medical marijuana processors shall be required to
580567 complete a monthly yield and sales report to the Authority. This
581568 report shall be due on the fifteenth of each month and shall provide
582569 reporting on the previous month. This report shall detail the
583570 amount of marijuana and medical marijuana products purchased in
584571 pounds, the amount of marijuana cooked or processed in pounds, and
585572 the amount of waste i n pounds. Additionally, this repor t shall show
586573 total wholesale sales in dollars. The Authority shall have

614600 oversight and auditing responsibilities to ensure that all marijuana
615601 being processed is accounted for.
616602 D. The Authority shall oversee the inspection and compliance of
617603 licensed medical marijuana processors producing products with
618604 marijuana as an additive . The Authority shall be compelled to,
619605 within thirty (30) days of passage of this initiativ e, appoint
620606 twelve (12) Oklahoma residents to the Medical Marijuana A dvisory
621607 Council, who are marijuana industry exper ts, to create a list of
622608 food safety standards for processing and handling medical marijuana
623609 in Oklahoma. These standards shall be adopted by the Authority and
624610 the Authority may enforce these standards for licensed medical
625611 marijuana processors. The Authority shall develop a standards
626612 review procedure and these standards can be altered by calling
627613 another council of twelve (12) Oklahoma mariju ana industry experts.
628614 A signed letter of twenty operating, licensed medical marijuana
629615 processors shall constitute a need for a new council and standards
630616 review.
631617 E. If it becomes permissi ble under federal law, marijuana may
632618 be moved across state lines.
633619 F. Any device used for the processing or consumption of medical
634620 marijuana shall be considered legal to be sold, manufactured,
635621 distributed and possessed . No merchant, wholesaler, manufactur er or
636622 individual may be unduly harassed or prosecuted for sellin g,
637623 manufacturing or possessing marijuana paraphernalia .

665650 SECTION 4. AMENDATORY 63 O.S. 2021, Section 424, is

667652 Section 424. A. A temporary medical marijuana transportation
668653 transporter license will or an annual medical marijuana transporter
669654 license shall be issued to qualifying applicants for a medical
670655 marijuana retail dispensary, growing medical marijuana commercial
671656 grower, or processing medical marijuana processor license. The
672657 transportation temporary or annual medical marijuana transporter
673658 license will shall be issued at the time of approval of a retail,
674659 growing, or processing the temporary or annual medical marijuana
675660 dispensary, medical mari juana commercial grower, or medical
676661 marijuana processor license. The fees for the temporary or annual
677662 license shall be paid by the applicant in the amounts provided for
678663 in Section 427.14 of this title.
679664 B. A transportation medical marijuana transporter license will
680665 shall allow the holder to transport medical marijuana from an
681666 Oklahoma-licensed medical marijuana retailer dispensary, licensed
682667 growing medical marijuana commercial grower facility, or licensed
683668 medical marijuana processor facility to an Oklahoma -licensed medical
684669 marijuana retailer dispensary, licensed growing medical marijuana
685670 commercial grower facility, or licensed medical marijuana processing

729713 this act the Oklahoma Medical Marijuana and Patient Protection Act

734718 C. Nothing in this act the Oklahoma Medical Marijuana and

774757 D. A medical marijuana patient or caregiver licensee shall not
775758 be denied eligibility in public assi stance programs includin g, but
776759 not limited to, Medicaid, Supplemental Nutrition Assistance Program
777760 (SNAP), Women, Infants, and Children Nut rition Program (WIC),
778761 Temporary Assistance for Needy Families (TANF) or other such public
779762 assistance programs based s olely on his or her stat us as a medical
780763 marijuana patient or caregiver licensee, unless required by federal
781764 law.
782765 E. A medical marijuana pa tient or caregiver licensee shall not
783766 be denied the right to own, purchase or possess a firearm,
784767 ammunition, or firea rm accessories based sol ely on his or her status
785768 as a medical marijuana patient or caregiver licensee. No state or
786769 local agency, municipal or county governing authority shall
787770 restrict, revoke, suspend or otherwise infringe upon the right of a
788771 person to own, purchase or possess a firearm, ammunition, or firearm

823805 county ordinance or resolution including without limitation a civil
824806 penalty or disciplinary action by a business, occupational or
825807 professional licensing board or bureau, for the medical use of
826808 marijuana in accordance with this act the Oklahoma Medical Marijuana
827809 and Patient Protection Act .
828810 G. A government medical a ssistance program shall not be
829811 required to reimburse a person for costs associated with the medical
830812 use of marijuana unless federal law req uires reimbursement.
831813 H. Unless otherwise required by federal law or required to
832814 obtain federal funding:
833815 1. No employer may refuse to hire, discipline, discharge or
834816 otherwise penalize an applicant or employee solely on the basis of
835817 such applicant's or employee's status as a medical marijuana
836818 licensee; and
837819 2. No employer may refuse to hire, discipline, discharge or
838820 otherwise penalize an applic ant or employee solely on the basis of a
839821 positive test for marijuana components or metabolites, unless:

876857 I. Nothing in this act the Oklahoma Medical Marijuana and
877858 Patient Protection Act or Section Sections 420 et seq. of Title 63
878859 of the Oklahoma Statutes through 426.1 of this title shall:
879860 1. Require an employer to permit or accommoda te the use of
880861 medical marijuana on the property or premises of any place of
881862 employment or during hours of employment;
882863 2. Require an employ er, a government medical assistance
883864 program, private health insurer, worker 's compensation carrier or
884865 self-insured employer providing worker's compensation benefits to
885866 reimburse a person for costs associated with the use of medical
886867 marijuana; or
887868 3. Prevent an employer from having written policies regarding
888869 drug testing and impairment in accordance with the Oklahoma
889870 Standards for Workplace Drug and Alcohol Testing Act, Section 551 et
890871 seq. of Title 40 of the Oklahoma Statutes.

10361018 temporary medical marijuana busi ness license.

10801061 4. A temporary medica l marijuana business license may be
10811062 extended by the Authority for additional ninety-day periods not to
10821063 exceed eighteen (18) mon ths if:
10831064 a. an application for an annual license has bee n
10841065 submitted to the Auth ority prior to the initial
10851066 expiration date of the t emporary medical marijuana

17401708 2. Each application shall ide ntify the city or county in which
17411709 the applicant seeks to obtain licensure as a medical marijuana

17441712 Authority before the application may be accepted or considered;

19831946 that all necessary inspections and reviews, including, but not
19841947 limited to, plan reviews, safety inspections or com pliance

19861949 2. Approved applicants shall be issued a an annual medical
19871950 marijuana business license for the specific category applied under,
19881951 which shall act as proof of their approved status. Rejection and
19891952 denial letters shall provide a reason for the rejection or denial.
19901953 Applications for an annual medical marijuana business license may
19911954 only be rejected or denied based on the applicant not meeting the
19921955 standards set forth in the provisions of subsection D of this
19931956 section for a temporary medical marijuana business license, the

20432005 be sent to the applicant in the same method the application was
20442006 submitted to the Authority.
20452007 5. Medical marijuana businesses issued a medical m arijuana
20462008 business license prior to the effective date of this a ct shall be
20472009 required to submit business -formation documents, financial
20482010 information, and insurance information pertainin g to the operations

20792040 license. The medical marijuan a business licensee sha ll submit the
20802041 required documentation not less than sixty (60) days prior to the
20812042 date of renewal of the medical mar ijuana business license. The
20822043 Authority shall have thirty (30) days to review the submitted
20832044 documentation and an additi onal thirty (30) days i mmediately
20842045 thereafter for purposes of resolving any inconsistencies,
20852046 discrepancies, or disputed issues found withi n the submitted
20862047 documentation. If the medical marijuana business licensee fails to
20872048 submit the required documentation s ixty (60) days prior to the date
20882049 of renewal, the license of the medical ma rijuana business shall be
20892050 suspended until such time as the docu mentation is submitted to the
20902051 Authority.
20912052 6. Medical marijuana businesses that have been issued a
20922053 temporary and annual medical marijuana busin ess license pursuant to
20932054 the provisions of subsectio n D of this section shall be required to
20942055 annually submit update d business-formation documents, financial
20952056 information, and insurance information pertaining to the operations
20962057 of the medical marijuana busines s, as prescribed in subparagraphs a,
20972058 b, c, d, e, f, and i of paragraph 6 of subsection D of this section,
20982059 to the Authority when seeking renewal of the medical mar ijuana

21312091 1. A person until all required fees have been paid;
21322092 2. A person who has been convicted of a nonviolent felony
21332093 within two (2) years of the date of application, or within five (5)
21342094 years for any other felony;
21352095 3. A corporation, if the criminal history of any of its
21362096 officers, directors or stockholders indicates that the officer,
21372097 director or stockholder has been convicted of a nonviolent felony
21382098 within two (2) years of the date of application, or within five (5)
21392099 years for any other felony;
21402100 4. A person under twenty-five (25) years of age;
21412101 5. A person licensed pursuant to this section who, during a
21422102 period of licensure, or who, at the time of application, has failed

21442104 a. file taxes, interest or penalties due related to a
21452105 medical marijuana business, or
21462106 b. pay taxes, interest or penalties due related to a
21472107 medical marijuana business;
21482108 6. A sheriff, deputy sheriff, police officer or prosecuting
21492109 officer, or an officer or employee of the Authority or municipality;

21842143 surrendered during the five (5) years preceding submission of the
21852144 application and for the following violations:
21862145 a. unlawful sales or purchases,
21872146 b. any fraudulent acts, falsification of records or
21882147 misrepresentation to the Authority, medical marijuana
21892148 patient licensees, caregiver licensees or medical
21902149 marijuana business licensees,
21912150 c. any grossly inaccurate or fraudulent reporting,
21922151 d. threatening or harming any medical marijuana patient,
21932152 caregiver, medical practitioner or employee of the
21942153 Authority,
21952154 e. knowingly or intentionally refus ing to permit the
21962155 Authority access to premises or records,
21972156 f. using a prohibited, hazardous substance for processing
21982157 in a residential area,
21992158 g. criminal acts relating to t he operation of a medical
22002159 marijuana business, or

22302188 I. J. In investigating the qualifications of an applicant or a
22312189 licensee, the Authority and municipalities may have access to
22322190 criminal history record information furnished by a criminal justice
22332191 agency subject to any restrictions imposed by such an agency.
22342192 J. K. The failure of an applicant or licensee to provide the
22352193 requested information by the Authority deadline may be grounds for
22362194 denial of the application.
22372195 K. L. All applicants and licensees shall submit information to
22382196 the Authority in a full, faithful, truthful and fair manner. The
22392197 Authority may recommend denial of an application where the ap plicant
22402198 or licensee made misstatements, omissions, misrepresentations or
22412199 untruths in the application or in connection with the background
22422200 investigation of the applicant. This type of conduct may be grounds
22432201 for administrative action against the applicant or licensee. Typos
22442202 and scrivener errors shall not be grounds for denial.
22452203 L. M. A licensed medical marijuana business premises shall be
22462204 subject to and responsible for compliance with applicable provisions
22472205 consistent with the zoning where such business is located as
22482206 described in the most recent versions of the Oklahoma Uniform
22492207 Building Code, the International Building Code and the International
22502208 Fire Code, unless granted an exemption by a municipality or
22512209 appropriate code enforcement entity.

22822239 licensure fees prior to receiving licensure to operate.
22832240 N. O. A medical marijuana business, medical marijuana rese arch
22842241 facility, medical marijuana education facility or medical marijuana
22852242 waste disposal facility that attempts to renew its license after the
22862243 expiration date of the license shall pay a late renewal fee in an
22872244 amount to be determined by the Authority to reinstate the license.
22882245 Late renewal fees are nonrefundable. A license that has been
22892246 expired for more than ninety (90) days shall not be renewed.
22902247 O. P. No medical marijuana business, medical marijuana research
22912248 facility, medical marijuana education fa cility or medical marijuana
22922249 waste disposal facility shall possess, sell or transfer medical
22932250 marijuana or medical marijuana products without a valid, unexpired
22942251 license issued by the Authority.
22952252 SECTION 7. AMENDATORY 63 O.S. 2021, Section 427.16, as
22962253 amended by Section 16, Chapter 251, O.S. L. 2022 (63 O.S. Supp. 2022,
22972254 Section 427.16), is am ended to read as follows:
22982255 Section 427.16 A. There is hereby created a medical marijuana
22992256 transporter license as a category of the medical marijuana business
23002257 license.
23012258 B. Pursuant to Section 424 of this title, the Oklahoma Medical

23382294 C. A temporary or annual medical marijuana transporter license

23412297 medical marijuana business license set forth in Section 427.14 of
23422298 this title, the Oklahoma Medical Marijuana and Pat ient Protection
23432299 Act and the requirements set forth in this section to provide
23442300 logistics, distribution and storage of medical marijuana, medical
23452301 marijuana concentrate and medical marijuana products.
23462302 D. A medical marijuana transporter license shall be valid for
23472303 one (1) year and shall not be transferred with a change of
23482304 ownership. A licensed medical marijuana transporter shall be
23492305 responsible for all medical marijuana, medical marijuana concentrate
23502306 and medical marijuana products once the transporter takes con trol of
23512307 the product.
23522308 E. A transporter license shall be required for any person or
23532309 entity to transport or transfer medical marijuana, medical marijuana

23852340 F. A medical marijuana transporter licensee may contract with
23862341 multiple licensed medical marijuana businesses.
23872342 G. A medical marijuana transporter may maintain a licensed
23882343 premises to temporarily store medical marijuana, medical marijuana
23892344 concentrate and medical marijuana products and to use as a
23902345 centralized distribution point. A medical marijuana transporter may
23912346 store and distribute medical marijuana, medical marijuana
23922347 concentrate and medical marijuana products from the licensed
23932348 premises. The licensed premises shall meet all security
23942349 requirements applicable to a medical marijuana business.
23952350 H. A medical marijuana transp orter licensee shall use the seed-
23962351 to-sale tracking system developed pursuant to the Oklahoma Medical
23972352 Marijuana and Patient Protection Act to create shipping manifests
23982353 documenting the transport of medical marijuana, medical marijuana
23992354 concentrate and medical marijuana products throughout the state.
24002355 I. A licensed medical marijuana transporter may maintain and
24012356 operate one or more warehouses in the state to handle medical
24022357 marijuana, medical marijuana concentrate and medical marijuana
24032358 products. Each location sh all be registered and inspected by the
24042359 Authority prior to its use.

24362390 1. In vehicles equipped with Global Positioning System (GPS)

24382392 2. In a locked container and clearly labeled "Medical Marijuana
24392393 or Derivative"; and
24402394 3. In a secured area of the vehicle that i s not accessible by
24412395 the driver during transit.
24422396 K. A transporter agent may possess marijuana at any location
24432397 while the transporter agent is transferring marijuana to or from a
24442398 licensed medical marijuana business, licensed medical marijuana
24452399 research facility or licensed medical marijuana education facility.
24462400 The Authority shall administer and enforce the provisions of this
24472401 section concerning transportation.
24482402 L. The Authority shall issue a transporter agent license to
24492403 individual agents, employees, officers or owners of a transporter
24502404 license in order for the individual to qualify to transport medical
24512405 marijuana, medical marijuana concentrate or medical marijuana
24522406 products.
24532407 M. The annual fee for a transporter agent license shall be
24542408 Twenty-five Dollars ($25.00) and shall be paid by the transporter

24872440 2. Proof of current state residency;
24882441 3. Proof of identity as required for a medical marijuana

24902443 4. Possession of a valid state-issued driver license;
24912444 5. Verification of employment with a licensed transporter;
24922445 6. The application and affiliated fee; and
24932446 7. A copy of the criminal background check conducted by the
24942447 Oklahoma State Bureau of Investigation, paid for by the applicant.
24952448 O. If the transporter agent application is denied, the
24962449 Authority shall notify the transporter in writing of the reason for
24972450 denying the registry identification card.
24982451 P. A registry identification card for a transporter shall
24992452 expire one (1) year after the date of issuance or upon notification
25002453 from the holder of the transporter l icense that the transporter
25012454 agent ceases to work as a transporter.
25022455 Q. The Authority may revoke the registry identification card of
25032456 a transporter agent who know ingly violates any provision of this
25042457 section, and the transporter is subject to any o ther penalties
25052458 established by law for the violation.

25382490 S. Vehicles used in the transport of medical marijuana or

25402492 1. Insured at or above the legal requirements in this state;
25412493 2. Capable of securing medical marijuana during transport; and
25422494 3. In possession of a shipping container as defined in Section
25432495 427.2 of this title capable of securing all transported products.
25442496 T. Prior to the transport of any medical marijuan a, medical
25452497 marijuana concentrate or medical marijuana products, an inventory
25462498 manifest shall be prepared at the origination point of the medical
25472499 marijuana. The inventory manifest shall include the following
25482500 information:
25492501 1. For the origination point of the medical marijuana:
25502502 a. the licensee number for the commercial grower,
25512503 processor or dispensary,
25522504 b. address of origination of transport, and
25532505 c. name and contact information for the originating
25542506 licensee;

26002551 2. The transporter agent shall provide the other medical
26012552 marijuana business with a copy of the inventory manifest at the time
26022553 the product changes hands and after the other licensee prints his or
26032554 her name and signs the inventory manifest.
26042555 3. A receiving licensee shall refuse to accept any medical
26052556 marijuana, medical marijuana concentrat e or medical marijuana
26062557 products that are not accompanied by an inventory manifest.
