118	51		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
119	52		SECTION 1. NEW LAW A new section of law to be codified
120	53		in the Oklahoma Statutes as Section 5 -401 of Title 2, unless there
121	54		is created a duplication in numbering, r eads as follows:
122	55		A. The Oklahoma Department of Agriculture, Food, and Forestry
123	56		shall operate an Oklahoma Local Food for Schools program for the
124	57		purpose of facilitating purchases of local foods by school
125	58		districts.
126	59		B. The Oklahoma Department of Agricultur e, Food, and Forestry
127	60		shall encourage school districts to partner with local producers and
128	61		meat processors by providing reimbursement to the school district
129	62		for local food costs.

156	90		C. The Oklahoma Department of Agriculture, Food, and Forestry
157	91		is authorized to promulgate emergency and permanent rules, as
158	92		necessary, to carry out the provisions of this act.
159	93		SECTION 2. NEW LAW A new section of law to be codified
160	94		in the Oklahoma Statutes as Section 5 -402 of Title 2, unless there
161	95		is created a duplication in numbering, reads as follows:
162	96		There is hereby created in the State Treasury a revolving fund
163	97		for the Oklahoma Department of Agriculture, Food, and Forestry to be
164	98		designated the “Oklahoma Local Food for Schools Revolving Fund”.
165	99		The fund shall be a continuing fund, not subject to fiscal year
166	100		limitations, and shall consist of all monies received by the
167	101		Oklahoma Department of Agriculture, Food, and Forestry from
168	102		legislative appropriations for the purpose of facilitating purchases
169	103		of local food by school districts. All monies accruing to the
170	104		credit of the fund are hereby appropriated and may be expended by
171	105		the Oklahoma Department of Agriculture, Food, and Forestry for the
172	106		purpose provided for in Section 1 of this act. Expenditures from
173	107		the fund shall be made upon warrants issued by the State Treasurer
174	108		against claims filed as prescribed by law with the Director of the
175	109		Office of Management and Enterprise Services for approval and
176	110		payment.
177	111		SECTION 3. This act shall become effect ive November 1, 2024.
