6060 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6161 SECTION 1. NEW LAW A new section of law to be codified
6262 in the Oklahoma Statutes as Section 20m of Title 74, unless there is
6363 created a duplication in numbering, reads as follows:
6464 A. There is hereby established within the Office of the
6565 Attorney General a firearm usage database for the purpose of
6666 assisting law enforcement agencies in investigating crimes involving

9494 state of Oklahoma.
9595 B. The Attorney General is hereby authori zed to oversee the
9696 creation, development , and implementation of a statewide firearm
9797 usage database with the assistance fr om the Office of Manag ement and
9898 Enterprise Services.
9999 C. In any case where a person is arrested for a crime in which
100100 a firearm is used, a firearm usage report shall be completed by the
101101 law enforcement officer who made the arrest. The report shall be
102102 transmitted to the Office of the Attorney General who shall then
103103 enter the information into the firearm usag e database. The Attorney
104104 General shall prescribe the form and format of the firearm usage
105105 report.
106106 D. The Attorney General shall establish procedures and
107107 guidelines necessary for maintaining the firearm usage database and
108108 guidelines for law enforc ement agencies concerning the collection of
109109 information necessary for inclusion in the database. The Attorney
110110 General shall have access to any data and reports kept by law
111111 enforcement agencies that are necessary for creating, developing ,
112112 implementing and maintaining the firearm usage database.
113113 E. The firearm usage database shall be accessible to law
114114 enforcement agencies t hroughout the state of Oklahoma for criminal
115115 investigations only. A separate online website accessible to the
116116 public free of charge shall be developed in con junction with the

143143 firearm usage database. Data and statistics concerning crimes
144144 committed with firearms, illegal transfers of fire arms, illegal
145145 possession and transportation of firearms, and straw purchases shall
146146 be available to the public on the website.
147147 F. The Office of the Attorney General shall promulgate rules
148148 necessary to implement the provisio ns of this act.
149149 SECTION 2. This act shall become effective November 1, 2023.
