AS INTRODUCED 
 
An Act relating to firearms; establishing a firearm 
usage database within the Office of the Attorn ey 
General; stating purpose of databas e; authorizing the 
Attorney General to oversee the creation, development 
and implementation of the database; providing 
procedures for submitting report to the database; 
directing the Attorney General to establish certain 
procedures and guidelines; allowing the Attorney 
General access to certain data and reports; 
restricting accessibility to the database; providi ng 
for the creation of a public website; stating 
information available to the public via the website; 
directing the Attorney General to promulgate rules; 
providing for codification; and providing an 
effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 20m of Title 74, unless there is 
created a duplication in numbering, reads as follows: 
A. There is hereby established within the Office of the 
Attorney General a firearm usage database for the purpose of 
assisting law enforcement agencies in investigating crimes involving

firearms and identifying the sourc es of illegal firearms in the 
state of Oklahoma. 
B.  The Attorney General is hereby authori zed to oversee the 
creation, development , and implementation of a statewide firearm 
usage database with the assistance fr om the Office of Manag ement and 
Enterprise Services. 
C.  In any case where a person is arrested for a crime in which 
a firearm is used, a firearm usage report shall be completed by the 
law enforcement officer who made the arrest.  The report shall be 
transmitted to the Office of the Attorney General who shall then 
enter the information into the firearm usag e database.  The Attorney 
General shall prescribe the form and format of the firearm usage 
report. 
D.  The Attorney General shall establish procedures and 
guidelines necessary for maintaining the firearm usage database and 
guidelines for law enforc ement agencies concerning the collection of 
information necessary for inclusion in the database. The Attorney 
General shall have access to any data and reports kept by law 
enforcement agencies that are necessary for creating, developing , 
implementing and maintaining the firearm usage database. 
E.  The firearm usage database shall be accessible to law 
enforcement agencies t hroughout the state of Oklahoma for criminal 
investigations only. A separate online website accessible to the 
public free of charge shall be developed in con junction with the

firearm usage database.  Data and statistics concerning crimes 
committed with firearms, illegal transfers of fire arms, illegal 
possession and transportation of firearms, and straw purchases shall 
be available to the public on the website. 
F.  The Office of the Attorney General shall promulgate rules 
necessary to implement the provisio ns of this act. 
SECTION 2.  This act shall become effective November 1, 2023.
