42	43		An Act relating to schools; amending 70 O.S. 2021,
43	44		Section 11-106.1, which relates to inspection of
44	45		instructional material; requ iring all material
45	46		purchased or made available on school property to be
46	47		subject to inspection; modifying who may inspect the
47	48		material; providing for material which i s protected
48	49		by copyright law; directing inspection on school
49	50		property; authorizing limitati on of inspection to
50	51		comply with copyright laws ; modifying definition of
51	52		instructional material ; defining professional
52	53		development material ; providing an effective da te;

60	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
61	62		SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -106.1, is
62	63		amended to read as follows:
63	64		Section 11-106.1 A. All material purchased by a public school
64	65		or made available on school property, including professional
65	66		development material and instructional material, including but not
66	67		limited to teacher manuals, films, tapes , or other supplementary
67	68		instructional material in any format, used by a public school as

94	96		part of the educational curriculum, shall be available for
95	97		inspection by the parents or guardians of students enrolled in the
96	98		school, members of the board of education of the school district,
97	99		members of the State Board o f Education, employees of the State
98	100		Department of Education, and legislators.
99	101		B. Each school district shal l develop and adopt policies
100	102		pertaining to the inspection of professional development material
101	103		and instructional materials in consultation with parents an d
102	104		guardians material. The policies shall incl ude procedures for
103	105		granting a request by a parent or guardian for reasonable access to
104	106		professional development material and instructional material within
105		-	a reasonable period of time ~~five (5) working days~~ after the request
106		-	~~is received. If the~~ professional development material or
107		-	~~instructional material being~~ requested is protected by copyright
108		-	~~law, the school district shall~~ provide reasonable access for the

114	116		provided to a student, regardless of the form at, including printed

116	118		materials, and materials in electronic or digital formats ; and

143	146		2. "Professional development ma terial" means tools, resources,
144	147		and training sessions, regardless of format, for school personnel to
145	148		improve their teaching quality, effectiveness, and teambuilding.
146	149		SECTION 2. This act shall become effective July 1, 2023.
147	150		SECTION 3. It being immediately necessary for the preservation
148	151		of the public peace, health or safety, an emergency is hereby
149	152		declared to exist, by reason whereof thi s act shall take effect and
150	153		be in full force from and after its passage and approval.
