40	40	An Act relating to electric bicycles; providing for
41	41	rebate; restricting rebate payments to natural
42	42	persons; setting maximum rebate amoun t; imposing
43	43	limit based on purchases during certain period of
44	44	time; requiring proof of purchase price; imposing
45	45	fiscal year limit on total re bate payments; providing
46	46	for codification; providing an effective date; and
47	47	declaring an emergency.

54	54	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
55	55	SECTION 1. NEW LAW A new section of law to be codified
56	56	in the Oklahoma Statutes as Section 4101 of Title 69, unless there
57	57	is created a duplication in numbering, reads as follows:
58	58	A. Effective July 1, 2023, any individual person that purchases
59	59	an electric bicycle, shall be entitled to a rebate payment based on
60	60	the purchase price. The rebate payment shall be equal to the
61	61	purchase price of the electric bicycle, but shall not exceed One
62	62	Thousand Dollars ($1,000. 00).
63	63	B. The rebate shall not be paid to any legal entity other than
64	64	a natural person.

91	91	C. The Oklahoma Department of Transportation shall require a
92	92	copy of the documents contain ing the purchase price information for
93	93	the electric bicycle before issuing a rebate payment .
94	94	D. For each fiscal y ear during which the rebate program is
95	95	operative the total a mount of rebates paid shall not exceed One
96	96	Hundred Thousand Dollars ($100,000.00 ).
97	97	SECTION 2. This act shall become effective July 1, 2023.
98	98	SECTION 3. It being immediately necessary for the preservation
99	99	of the public peace, health or safety, an emergency is hereby
100	100	declared to exist, by reason whereof thi s act shall take effect and
101	101	be in full force from and after its passage and approval.
