AS INTRODUCED 
 
An Act relating to electric bicycles; providing for 
rebate; restricting rebate payments to natural 
persons; setting maximum rebate amoun t; imposing 
limit based on purchases during certain period of 
time; requiring proof of purchase price; imposing 
fiscal year limit on total re bate payments; providing 
for codification; providing an effective date; and 
declaring an emergency. 
 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 4101 of Title 69, unless there 
is created a duplication in numbering, reads as follows: 
A.  Effective July 1, 2023, any individual person that purchases 
an electric bicycle, shall be entitled to a rebate payment based on 
the purchase price. The rebate payment shall be equal to the 
purchase price of the electric bicycle, but shall not exceed One 
Thousand Dollars ($1,000. 00). 
B.  The rebate shall not be paid to any legal entity other than 
a natural person.

C.  The Oklahoma Department of Transportation shall require a 
copy of the documents contain ing the purchase price information for 
the electric bicycle before issuing a rebate payment . 
D.  For each fiscal y ear during which the rebate program is 
operative the total a mount of rebates paid shall not exceed One 
Hundred Thousand Dollars ($100,000.00 ). 
SECTION 2.  This act shall become effective July 1, 2023. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health or safety, an emergency is hereby 
declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and after its passage and approval.
