6861 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA:
6962 SECTION 1. NEW LAW A n ew section of law to be codified
7063 in the Oklahoma Statutes as Section 4-204 of Title 29, unless there
7164 is created a duplication in numbering, reads as follows:

65+A. Non-residents may not hunt or fish any Oklahoma Wildlife
66+Management Area unless the person has first obtained an Oklahoma
67+Habitat Stamp from the Director of the Oklahoma Wildlife

98-A. Non-residents may not hunt or fish any Oklahoma Wildlife
99-Management Area unless the person has first obtained an Oklahoma
100-Habitat Stamp from the Director of the Oklahoma Wildlife
10193 Conservation Commission or authorized agents of the Director. Each
10294 person shall have the permit in addition to all other required
10395 licenses, stamps, and permits when hunting a Wildlife Management
10496 Area.
10597 B. Persons excepted from the Oklahoma Habitat Stamp
10698 requirements of this section are:
10799 1. Non-resident active-duty military personnel stationed at
108100 military installations located in the state; and
109101 2. Non-resident veterans.
110102 C. The Oklahoma Habitat Stamp shall be Eighty-five Dollars
111103 ($85.00). The fee shall be deposited in the Oklahoma Habitat Stamp
112104 Revolving Fund, to be used exclusively for maintenance and
113105 improvements to Wildlife Management Areas .
114106 D. An Oklahoma Habitat Stamp is valid for a period of one (1)
115107 year from the date of purchase.
116108 E. The Oklahoma Wildlife Conservation Commission shall
117109 prescribe, by rule, the form, design, a nd manner of issuance of th e
118110 Oklahoma Habitat Stamp.
119111 F. 1. Any non-resident arrested for hunting on a Wildlife
120112 Management Area without an Oklahoma Habitat Stamp as required by the
121113 provisions of subsection A of this section may purchase a substitute

114+temporary thirty-day stamp from the arresting game warden in lieu of
115+posting bond. The fee for a substitute stamp purchased pursuant to

148-temporary thirty-day stamp from the arresting game warden in lieu of
149-posting bond. The fee for a substitute stamp purchased pursuant to
150141 the provisions of this subsection shall be One Hundred Forty-five
151142 Dollars ($145.00).
152143 2. The fees from the temporary substitute stamp pursuant to the
153144 provisions of this subsection shall be deposited in the Oklahoma
154145 Habitat Stamp Revolving Fund, to be used exclusively for maintenance
155146 and improvements to Wildlife Management Areas.
156147 G. Any person convicted of violating any of the provisions of
157148 this section shall be punished by a fine of not less than Twenty-
158149 five Dollars ($25.00) nor more than One Hundred Dollars ($100.00).
159150 SECTION 2. NEW LAW A new section of law to be codified
160151 in the Oklahoma Statutes as Section 4-205 of Title 29, unless there
161152 is created a duplication in numbering, reads as follows:
162153 There is hereby created in the State Treasury a revolving fund
163154 for the Oklahoma Wildlife Conservation Commission to be designated
164155 the "Oklahoma Habitat Stamp Revolving Fund". The fund shall be a
165156 continuing fund, not subject to fiscal year limitations, an d shall
166157 consist of all monies received pursuant to the provisions of this
167158 section from fees for the Oklahoma Habitat Stamp and required to be
168159 deposited in the fund . All monies accruing to the cred it of the
169160 fund are hereby appro priated and shall be expende d by the Commission
170161 for the purpose of Wildlife Management Area maintenance and
171162 improvements. Expenditures from the fund shall be made upon
