60	53		creating the Oklahoma Habitat Stamp Revolving Fund;

68	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA:
69	62		SECTION 1. NEW LAW A n ew section of law to be codified
70	63		in the Oklahoma Statutes as Section 4-204 of Title 29, unless there
71	64		is created a duplication in numbering, reads as follows:

	65	+	A. Non-residents may not hunt or fish any Oklahoma Wildlife
	66	+	Management Area unless the person has first obtained an Oklahoma
	67	+	Habitat Stamp from the Director of the Oklahoma Wildlife

98		-	A. Non-residents may not hunt or fish any Oklahoma Wildlife
99		-	Management Area unless the person has first obtained an Oklahoma
100		-	Habitat Stamp from the Director of the Oklahoma Wildlife
101	93		Conservation Commission or authorized agents of the Director. Each
102	94		person shall have the permit in addition to all other required
103	95		licenses, stamps, and permits when hunting a Wildlife Management
104	96		Area.
105	97		B. Persons excepted from the Oklahoma Habitat Stamp
106	98		requirements of this section are:
107	99		1. Non-resident active-duty military personnel stationed at
108	100		military installations located in the state; and
109	101		2. Non-resident veterans.
110	102		C. The Oklahoma Habitat Stamp shall be Eighty-five Dollars
111	103		($85.00). The fee shall be deposited in the Oklahoma Habitat Stamp
112	104		Revolving Fund, to be used exclusively for maintenance and
113	105		improvements to Wildlife Management Areas .
114	106		D. An Oklahoma Habitat Stamp is valid for a period of one (1)
115	107		year from the date of purchase.
116	108		E. The Oklahoma Wildlife Conservation Commission shall
117	109		prescribe, by rule, the form, design, a nd manner of issuance of th e
118	110		Oklahoma Habitat Stamp.
119	111		F. 1. Any non-resident arrested for hunting on a Wildlife
120	112		Management Area without an Oklahoma Habitat Stamp as required by the
121	113		provisions of subsection A of this section may purchase a substitute

	114	+	temporary thirty-day stamp from the arresting game warden in lieu of
	115	+	posting bond. The fee for a substitute stamp purchased pursuant to

148		-	temporary thirty-day stamp from the arresting game warden in lieu of
149		-	posting bond. The fee for a substitute stamp purchased pursuant to
150	141		the provisions of this subsection shall be One Hundred Forty-five
151	142		Dollars ($145.00).
152	143		2. The fees from the temporary substitute stamp pursuant to the
153	144		provisions of this subsection shall be deposited in the Oklahoma
154	145		Habitat Stamp Revolving Fund, to be used exclusively for maintenance
155	146		and improvements to Wildlife Management Areas.
156	147		G. Any person convicted of violating any of the provisions of
157	148		this section shall be punished by a fine of not less than Twenty-
158	149		five Dollars ($25.00) nor more than One Hundred Dollars ($100.00).
159	150		SECTION 2. NEW LAW A new section of law to be codified
160	151		in the Oklahoma Statutes as Section 4-205 of Title 29, unless there
161	152		is created a duplication in numbering, reads as follows:
162	153		There is hereby created in the State Treasury a revolving fund
163	154		for the Oklahoma Wildlife Conservation Commission to be designated
164	155		the "Oklahoma Habitat Stamp Revolving Fund". The fund shall be a
165	156		continuing fund, not subject to fiscal year limitations, an d shall
166	157		consist of all monies received pursuant to the provisions of this
167	158		section from fees for the Oklahoma Habitat Stamp and required to be
168	159		deposited in the fund . All monies accruing to the cred it of the
169	160		fund are hereby appro priated and shall be expende d by the Commission
170	161		for the purpose of Wildlife Management Area maintenance and
171	162		improvements. Expenditures from the fund shall be made upon
