30	56		BE IT ENACTED BY THE PEO PLE OF THE STATE OF OKLAHOMA:

32	57		SECTION 1. NEW LAW A new section of law not to be
33	58		codified in the Oklahoma Statutes reads as follows:

35	59		This act shall be known and may be cited as the "Oklahoma Center
36	60		for the Advancement of Science and Technology Program Modernization
37	61		Act".

39	62		SECTION 2. AMENDATORY 74 O.S. 2021, Section 5060.16, is

42	90		Section 5060.16 The Oklahoma Center for the A dvancement of
43	91		Science and Technology, with the advice and cons ent of the
44	92		Committee, shall may:

46	93		1. Establish and operate a state program designed to secure and
47	94		impartially distribute funds credited to the Research Support
48	95		Revolving Fund to support professi onal service contracts f or health
49	96		research projects;

51	97		2. Ensure that funding to support health research projects is
52	98		awarded only on the basis of scientific merit;

54	99		3. Design the health research program to ensure the optimum
55	100		performance of the investigator and the maximum efficien cy of the
56	101		project;

58	102		4. Evaluate and approve health research projects to be funded
59	103		from the Research Support Revolving Fund;

61	104		5. Establish a proced ure for the referral of proposed health
62	105		research projects to the Committee for review;

64	106		6. Establish procedure s for review of proposed health resear ch
65	107		projects by qualified individuals residing outside this state;

67	108		7. Suspend or terminate any professional service contract
68	109		supporting health research projects for failure by an investigator,
69	110		institution of higher lea rning, or nonprofit research instituti on to
70	111		comply with the procedures, requirements, or bylaws of the Center;
