106+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
107+SECTION 1. There is hereby appropriated to the State Board of
108+Education from any monies not otherwise appropriated from the
109+General Revenue Fund of the State Treasury for the fiscal year
110+beginning July 1, 2023, the sum of Ten Million Dollars
111+($10,000,000.00). These monies shall be used to implement the
112+provisions of Section 2 of this act .
113+SECTION 2. NEW LAW A new section of law to be codified
114+in the Oklahoma Statutes as Section 1210.508H of Title 70, unless
115+there is created a duplication in numbering, reads as follows:
116+A. Beginning with the 202 3-2024 school year, the State
117+Department of Education shall establish a three-year pilot program
118+to employ a literacy instructional team to support school districts
119+in implementation of the requirements of Sectio n 1210.508C of Title
120+70 of the Oklahoma Statutes. The Department shall provide technical
121+assistance for literacy instruction, dyslexi a, and related
122+disorders, and serve as a primary source of information and sup port
123+for schools in addressing the needs of s tudents struggling with
124+literacy, dyslexia, and related disorders.
125+B. The Department shall empl oy a literacy instructional team
126+with team members who are placed regionally across the state. The

153+literacy instructional teams shall assist general education and
154+special education teachers in recognizing educational needs to
155+improve literacy outcomes for all students including those with
156+dyslexia or identified with the risk characteristics associated with
157+dyslexia. The role of the literacy instructional team shall also
158+include increasing professional awareness and instructional
159+competencies to meet the e ducational needs of all students including
160+those with dyslexia or identified with risk characteristics
161+associated with dysl exia. The Department shall prioritize supports
162+and interventions including enrollment in reading trainings and
163+professional develop ment for schools which have the highest
164+percentage of students who do not demonstrate sufficient reading
165+skills as established by the State Board of Education.
166+C. Literacy instructional team members employed by the
167+Department shall have training in:
168+1. The science of how students learn to read including
169+phonological awareness, phonics, fluency, vocabulary, comprehension,
170+writing, and language;
171+2. Foundation of multisensory, explicit, systematic, and
172+structured reading instruction;
173+3. Identification of and the appropriate interventions,
174+accommodations, and teaching techniques for struggling students;
175+4. The requirements of the Reading Sufficiency Act;
176+5. Special education laws and procedures; and

203+6. Appropriate interve ntions, accommodations, and assistive
204+technology supports for studen ts with dyslexia or a related
205+disorder.
206+D. The literacy instructional team members employed by the
207+Department shall report to the Director of Reading Sufficiency and
208+have:
209+1. A minimum of five regional literacy leads, at least one who
210+shall be designated by the Department as a dyslexia specialist to
211+provide school districts with support and resources that are
212+necessary to assist students with dyslexia. The Department shall
213+give preference to educators applying for regional literacy lead
214+who:
215+a. have an endorsement or certification as a certified
216+structured literacy dyslexia specialist or ce rtified
217+academic language therapist,
218+b. are knowledgeable of multitiered systems of support ,
219+and
220+c. have been trained in the identification of an d
221+intervention for dysl exia and related disorders
222+including best practice interventions and treatment
223+models for dyslexia; and
224+2. A minimum of ten literacy specialists. The Department shall

259+E. The State Departm ent of Education shall submit a report to
260+the Governor, the President Pro T empore of the Senate, and the
261+Speaker of the House of Representatives by December 31, 2026, that
262+includes an evaluation of the pilot program by school districts,
263+data on whether the program had an impact on increasing the number
264+of students who demonstrate prof iciency in reading, and
265+recommendations for changes to the R eading Sufficiency Act.
266+SECTION 3. This act shall become effective July 1, 2023.
267+SECTION 4. It being immediately necessary for the preservation
268+of the public peace, health , or safety, an emergency is hereby
269+declared to exist, by reason whereof th is act shall take effect and
270+be in full force from and after its passage and approval.”

34-SECTION 1. AMENDATORY 70 O.S. 2021, Section 6 -133, is

39369 1. "Provider" means an eligible entity that seeks or has
40370 obtained approval of an alternative teacher preparation program
41371 consistent with this section ; and

49403 pilot program shall submit applications to the State Board of

52405 C. A provider chosen by the State Board of Educat ion to
53406 participate in the pilot program shall offer a program that:

55407 1. Provides evidence and history of fiscal solvency, capacity,
56408 operation, and program effectiveness;

58409 2. Provides evidence of nec essary infrastructure to provide
59410 accurate, timely, and secure data for the purpose of admission,
60411 teacher candidate monitoring, testing , and certification
61412 recommendations;
62-
63413 3. Has policies and procedures in place ensuring the security
64414 of teacher candidate r ecords under applicable laws and regulations;
65-
66415 4. Has the instructional capacity or within an existing novice
67416 teacher support program, the ability to obtain the instructional
68417 capacity, or has established a partnership wi th an accredited higher
69418 education institution to provide adequate instruction in accordance
70419 with this subsection;

72420 5. Offers an instructional ph ase that provides intensive
73421 preparation before the teacher candidates assume classroom
74422 responsibilities;

76423 6. Offers a research-based and results-oriented approach
77424 focused on best teaching practices to incre ase student achievement

80452 7. Provides assessment, supervision , and evaluation of teacher
81453 candidates to determine their specific needs throughout the program
82454 and to support efforts to successfully complet e the program;

84455 8. Provides intensive and ongoing p rofessional development
85456 opportunities that accelerate a teacher candidate 's professional
86457 growth, support student learning, and provide a workplace
87458 orientation, professional staff development, and mentoring;

89459 9. Offers peer review focused on standards of prof essional

92461 10. Provides a process to review a teacher candidate's final
93462 competency of required ce rtification content standards that leads to
94463 a potential candidate being recommended for teacher certification i n
95464 accordance with subsection F of this section.

97465 D. The State Board of Education shall ensur e that providers
98466 approved to participate in the pilot program allow teacher
99467 candidates to demonstrate pedagogy and content standard proficiency
100468 in school-based programs and through other nontr aditional means.
101469 Nontraditional means may include , but not be limited to, previous
102470 work experience, teacher experien ce, educator evaluations, industry-
103471 recognized certificatio ns, and other essentially equivalent
104472 demonstrations.

106473 E. If the State Board of Ed ucation determines that a provider
107474 fails to meet or is deficient in any of the requirements of this
108475 section, it may suspend or revoke the approval of the provider after

109502 providing notification of the deficiencies and an opportunity to
110503 remedy the deficiencie s.

112504 F. A teacher candidate that completes a program offered by an
113505 approved provider shall be eligible for certificati on, provided he
114506 or she meets the certification requirement s set forth in Section 6-
115507 187 of Title 70 of the Oklahoma Statutes this title in the area of
116508 specialization for which certification is sought and is recommended
117509 for certification by the approved prov ider.

119510 G. The State Board of Education shall is sue a certificate to
120511 teach to any person who meets the requirements set forth in this
121512 section and who has on file with the Board a current Oklahoma
122513 criminal history record check from the Oklahoma State Bureau of
123514 Investigation as well as a national criminal history record check as
124515 defined in Section 150.9 of Title 74 of th e Oklahoma Statutes. The
125516 person applying for the certificate shall be responsible for the
126517 cost of the criminal history records record checks.

128518 H. A provider shall submit a report to the State Departm ent of
129519 Education after one (1) year of operation showing the percentag e of
130520 teacher candidates who have completed the program and who have
131521 successfully completed o r who have failed the competency
132522 examinations for certification and the provider 's efforts to help
133523 candidates successfully pass the examinations. A provider shall
