1443 An Act relating to higher education; amending 70 O.S.
1544 2021, Section 3207.1, which relates to transfer of

3057 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

3258 SECTION 1. AMENDATORY 70 O.S. 2021, Section 3207.1, is
3359 amended to read as follows:

3560 Section 3207.1 A. It is the intent of the Legislature that
3661 credits earned by students in any institution of higher education
3762 within The Oklahoma State System of Higher Ed ucation be fully
3863 accepted at any other institution of higher education within The
3964 Oklahoma State System of Higher Education and that the Oklahoma
4065 State Regents for Higher Ed ucation assume leadership in working with
4166 institutional faculty and administrators to ensure that students

4395 should include development of transfer policies and guides, degree
4496 sheets, course equivalencies, and common course numbering.

4697 B. It is the intent of the Legislature that institutions of
4798 higher education within The Oklahoma State System of Higher
4899 Education, private institutions accredited by the Oklahoma State
49100 Regents for Higher Educatio n, technology center school districts,
50101 schools or training programs licensed, accre dited, approved, or
51102 regulated by any state agency, and private schools licensed by the
52103 Oklahoma Board of Private Vocational Schools be prohibited from
53104 placing statements in documents or brochures given to students or
54105 advertising in publications that credit s earned at the institution,
55106 training program, or school are fully accepted at another
56107 institution or school without having a written agreement with the
57108 other institution or school stating that the credits will be fully
58109 accepted.

60110 C. It is the intent of th e Legislature that in establishing the
61111 minimum required score on an Advanced Placement Examination for
62112 granting course credit for a particular lower division course,
63113 institutions of higher education within The Oklahoma State System of
64114 Higher Education shal l not require an Advanced Placement Exam score
65115 of more than three, except the requirement of an Advanced Placement
66116 Exam score of more than three shall be permitted for grant ing
67117 additional course credit for a lower division course or courses

68145 sequenced with the initial lower division course. Credit policy
69146 regarding all Advanced Placement Exams shall be posted on campus
70147 websites effective for the 2021 -22 fall academic term and for each
71148 academic term thereafter. The institutions of higher education
72149 within The Oklahoma State System of Higher Education shall conduct
73150 biennial reviews of their Advanced Placement credit policy. The
74151 Oklahoma State System of Higher Education shall rep ort noncompliance
75152 to the House Common Education Committee, House Higher Education a nd
76153 Career Tech Committee, and Senate Education Committee, or similarly
77154 named House Committee if the named Committees no longer exist,
78155 education committees in the Senate and House of Representatives by
79156 December 1 each year beginning December 1, 2021.

81157 D. It is the intent of the Legislature that in establishing the
82158 minimum required score on a College -Level Examination Program (CLEP)
83159 examination for granting course credit for a particular lower
84160 division course, institutions of higher education within The
85161 Oklahoma State System of Higher Education shall not require a score
86162 higher than the minimum score recommended by a nonprofit higher
87163 education association that makes recommendations on college -level
88164 equivalencies. Provided, however, the president of the institu tion
89165 may determine, based on evidence, that a higher score on the
90-examination is necessary to indicate that a student is sufficiently ENR. H. B. NO. 2989 Page 3
166+examination is necessary to indicate that a student is sufficiently
91167 prepared to be successful in a related, more advanced course for

97199 SECTION 2. This act shall become effective July 1, 202 4.

101202 declared to exist, by reason whereof this act shall take effect and
102203 be in full force from and after its passage and approval.
