17	46		certain report; stating legislative intent that
18	47		certain institutions of higher education not require
19	48		a score higher than certain recommended score on
20	49		certain examination to grant certain course credit;

22	51		certain determination; requiring institutions to post
23	52		certain policy on campus websites; providing an
24	53		effective date; and declaring an emergency.

30	57		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

32	58		SECTION 1. AMENDATORY 70 O.S. 2021, Section 3207.1, is
33	59		amended to read as follows:

35	60		Section 3207.1 A. It is the intent of the Legislature that
36	61		credits earned by students in any institution of higher education
37	62		within The Oklahoma State System of Higher Ed ucation be fully
38	63		accepted at any other institution of higher education within The
39	64		Oklahoma State System of Higher Education and that the Oklahoma
40	65		State Regents for Higher Ed ucation assume leadership in working with
41	66		institutional faculty and administrators to ensure that students

42	94		move smoothly from one level of education to another. Objectives
43	95		should include development of transfer policies and guides, degree
44	96		sheets, course equivalencies, and common course numbering.

46	97		B. It is the intent of the Legislature that institutions of
47	98		higher education within The Oklahoma State System of Higher
48	99		Education, private institutions accredited by the Oklahoma State
49	100		Regents for Higher Educatio n, technology center school districts,
50	101		schools or training programs licensed, accre dited, approved, or
51	102		regulated by any state agency, and private schools licensed by the
52	103		Oklahoma Board of Private Vocational Schools be prohibited from
53	104		placing statements in documents or brochures given to students or
54	105		advertising in publications that credit s earned at the institution,
55	106		training program, or school are fully accepted at another
56	107		institution or school without having a written agreement with the
57	108		other institution or school stating that the credits will be fully
58	109		accepted.

60	110		C. It is the intent of th e Legislature that in establishing the
61	111		minimum required score on an Advanced Placement Examination for
62	112		granting course credit for a particular lower division course,
63	113		institutions of higher education within The Oklahoma State System of
64	114		Higher Education shal l not require an Advanced Placement Exam score
65	115		of more than three, except the requirement of an Advanced Placement
66	116		Exam score of more than three shall be permitted for grant ing
67	117		additional course credit for a lower division course or courses

68	145		sequenced with the initial lower division course. Credit policy
69	146		regarding all Advanced Placement Exams shall be posted on campus
70	147		websites effective for the 2021 -22 fall academic term and for each
71	148		academic term thereafter. The institutions of higher education
72	149		within The Oklahoma State System of Higher Education shall conduct
73	150		biennial reviews of their Advanced Placement credit policy. The
74	151		Oklahoma State System of Higher Education shall rep ort noncompliance
75	152		to the House Common Education Committee, House Higher Education a nd
76	153		Career Tech Committee, and Senate Education Committee, or similarly
77	154		named House Committee if the named Committees no longer exist,
78	155		education committees in the Senate and House of Representatives by
79	156		December 1 each year beginning December 1, 2021.

81	157		D. It is the intent of the Legislature that in establishing the
82	158		minimum required score on a College -Level Examination Program (CLEP)
83	159		examination for granting course credit for a particular lower
84	160		division course, institutions of higher education within The
85	161		Oklahoma State System of Higher Education shall not require a score
86	162		higher than the minimum score recommended by a nonprofit higher
87	163		education association that makes recommendations on college -level
88	164		equivalencies. Provided, however, the president of the institu tion
89	165		may determine, based on evidence, that a higher score on the

102	203		be in full force from and after its passage and approval.
