BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3240.9 of Title 63, unless there 
is created a duplication in numbering , reads as follows: 
This act shall be known and may be cite d as the "Oklahoma 
Adolescent Psychiatric Facility Grant Program". 
SECTION 2.     NEW LAW     A new section of law to be c odified 
in the Oklahoma Statutes as Section 3420.10 of Title 63, unless 
there is created a duplication in numbering, r eads as follows:

There is hereby created the Adolescent Psychiatric Facility 
Grant Program which shall be administered by the Department of 
Mental Health and Subs tance Abuse Services.  The program shall help 
increase the number of adolescent psychiatric beds available in 
Oklahoma.  The program shall help provide funding for remodeling or 
building out existing facility space to be used for an adolescent 
psychiatric facility.  The program shall be used for facilities 
where a Public Trust Hospital, as defined in Sections 3250.1 through 
3250.9 of Title 63 of the Oklahoma Statutes, are donating both the 
space and the staffing needs to support the facility.  Applicants 
shall have, in writing, the agreed upon support from the donating 
Public Trust Hospital upon application.  The location of these 
facilities shall be in counties with a population of less than 
forty-five thousand (45,000) people per the 2020 Federal Decennial 
Census.  The facility, upon completion, shall hold between ten and 
twenty beds for adolescent psyc hiatric patients upon completion.  
Beginning January 1, 2025, the Department of Mental Health and 
Substance Abuse Services shall provide an annual report to the 
Governor, the Speaker of the Ok lahoma House of Representatives, the 
President Pro Tempore o f the Oklahoma State Senate, the 
Appropriations and Budget Chair of the Oklahoma House of 
Representatives, and the Appropriations Chair of the State Senate 
that includes information about any grants awarded and where 
awardees are on the completion of the projects.

SECTION 3.    NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 3240.11 of Title 63, unless 
there is created a duplication in numbering, reads as follows : 
There is hereby created in the State Trea sury a revolving fund 
for the Department of Mental Health and Subs tance Abuse Services to 
be designated the "Adolescent Psychiatric Facility Revolving Fund".  
The fund shall be a co ntinuing fund, not subject to fiscal year 
limitations, and shall consist of all monies received by the 
Department of Mental Health and Subs tance Abuse Services from 
appropriations to the fund.  All monies accruing to the credit of 
said fund are hereby appropriated and may be bud geted and expended 
by the Department of Mental Health and Subs tance Abuse Services for 
the purpose of the Oklahoma Adolescent Psychiatric Facility Grant 
Program.  The Department of Mental H ealth and Substance Abuse 
Services may retain one percent (1%) of all funds otherwise 
deposited to the fund to cover administrative costs related to the 
Oklahoma Adolescent Psychiatric Facility Grant Program.  
Expenditures from said fund shall be made upon warrants issued by 
the State Treasurer a gainst claims filed as prescribed by law with 
the Director of the Office of Management and Enterprise Services for 
approval and payment . 
SECTION 4.  This act shall become effective July 1, 2024. 
SECTION 5.  It being immediat ely necessary for the preservation 
of the public peace, health or safety, an emergency is hereby

declared to exist, by reason whereof thi s act shall take effect and 
be in full force from and after its passage and approval.
