5550 BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
5651 SECTION 1. NEW LAW A new section of law to be codified
5752 in the Oklahoma Statutes as Section 3240.9 of Title 63, unless there
5853 is created a duplication in numbering , reads as follows:
5954 This act shall be known and may be cite d as the "Oklahoma
6055 Adolescent Psychiatric Facility Grant Program".
6156 SECTION 2. NEW LAW A new section of law to be c odified
6257 in the Oklahoma Statutes as Section 3420.10 of Title 63, unless
6358 there is created a duplication in numbering, r eads as follows:

85+There is hereby created the Adolescent Psychiatric Facility
86+Grant Program which shall be administered by the Department of
9387 Mental Health and Subs tance Abuse Services. The program shall help
9488 increase the number of adolescent psychiatric beds available in
9589 Oklahoma. The program shall help provide funding for remodeling or
9690 building out existing facility space to be used for an adolescent
9791 psychiatric facility. The program shall be used for facilities
9892 where a Public Trust Hospital, as defined in Sections 3250.1 through
9993 3250.9 of Title 63 of the Oklahoma Statutes, are donating both the
10094 space and the staffing needs to support the facility. Applicants
10195 shall have, in writing, the agreed upon support from the donating
10296 Public Trust Hospital upon application. The location of these
10397 facilities shall be in counties with a population of less than
10498 forty-five thousand (45,000) people per the 2020 Federal Decennial
10599 Census. The facility, upon completion, shall hold between ten and
106100 twenty beds for adolescent psyc hiatric patients upon completion.
107101 Beginning January 1, 2025, the Department of Mental Health and
108102 Substance Abuse Services shall provide an annual report to the
109103 Governor, the Speaker of the Ok lahoma House of Representatives, the
110104 President Pro Tempore o f the Oklahoma State Senate, the
111105 Appropriations and Budget Chair of the Oklahoma House of
112106 Representatives, and the Appropriations Chair of the State Senate
113107 that includes information about any grants awarded and where
114108 awardees are on the completion of the projects.

142135 SECTION 3. NEW LAW A new section of law to be codified
143136 in the Oklahoma Statutes as Section 3240.11 of Title 63, unless
144137 there is created a duplication in numbering, reads as follows :
145138 There is hereby created in the State Trea sury a revolving fund
146139 for the Department of Mental Health and Subs tance Abuse Services to
147140 be designated the "Adolescent Psychiatric Facility Revolving Fund".
148141 The fund shall be a co ntinuing fund, not subject to fiscal year
149142 limitations, and shall consist of all monies received by the
150143 Department of Mental Health and Subs tance Abuse Services from
151144 appropriations to the fund. All monies accruing to the credit of
152145 said fund are hereby appropriated and may be bud geted and expended
153146 by the Department of Mental Health and Subs tance Abuse Services for
154147 the purpose of the Oklahoma Adolescent Psychiatric Facility Grant
155148 Program. The Department of Mental H ealth and Substance Abuse
156149 Services may retain one percent (1%) of all funds otherwise
157150 deposited to the fund to cover administrative costs related to the
158151 Oklahoma Adolescent Psychiatric Facility Grant Program.
159152 Expenditures from said fund shall be made upon warrants issued by
160153 the State Treasurer a gainst claims filed as prescribed by law with
161154 the Director of the Office of Management and Enterprise Services for
162155 approval and payment .
163156 SECTION 4. This act shall become effective July 1, 2024.
164157 SECTION 5. It being immediat ely necessary for the preservation
165158 of the public peace, health or safety, an emergency is hereby
