55	50		BE IT ENACTED BY THE PEOPLE OF THE STATE O F OKLAHOMA:
56	51		SECTION 1. NEW LAW A new section of law to be codified
57	52		in the Oklahoma Statutes as Section 3240.9 of Title 63, unless there
58	53		is created a duplication in numbering , reads as follows:
59	54		This act shall be known and may be cite d as the "Oklahoma
60	55		Adolescent Psychiatric Facility Grant Program".
61	56		SECTION 2. NEW LAW A new section of law to be c odified
62	57		in the Oklahoma Statutes as Section 3420.10 of Title 63, unless
63	58		there is created a duplication in numbering, r eads as follows:

	85	+	There is hereby created the Adolescent Psychiatric Facility
	86	+	Grant Program which shall be administered by the Department of
93	87		Mental Health and Subs tance Abuse Services. The program shall help
94	88		increase the number of adolescent psychiatric beds available in
95	89		Oklahoma. The program shall help provide funding for remodeling or
96	90		building out existing facility space to be used for an adolescent
97	91		psychiatric facility. The program shall be used for facilities
98	92		where a Public Trust Hospital, as defined in Sections 3250.1 through
99	93		3250.9 of Title 63 of the Oklahoma Statutes, are donating both the
100	94		space and the staffing needs to support the facility. Applicants
101	95		shall have, in writing, the agreed upon support from the donating
102	96		Public Trust Hospital upon application. The location of these
103	97		facilities shall be in counties with a population of less than
104	98		forty-five thousand (45,000) people per the 2020 Federal Decennial
105	99		Census. The facility, upon completion, shall hold between ten and
106	100		twenty beds for adolescent psyc hiatric patients upon completion.
107	101		Beginning January 1, 2025, the Department of Mental Health and
108	102		Substance Abuse Services shall provide an annual report to the
109	103		Governor, the Speaker of the Ok lahoma House of Representatives, the
110	104		President Pro Tempore o f the Oklahoma State Senate, the
111	105		Appropriations and Budget Chair of the Oklahoma House of
112	106		Representatives, and the Appropriations Chair of the State Senate
113	107		that includes information about any grants awarded and where
114	108		awardees are on the completion of the projects.

142	135		SECTION 3. NEW LAW A new section of law to be codified
143	136		in the Oklahoma Statutes as Section 3240.11 of Title 63, unless
144	137		there is created a duplication in numbering, reads as follows :
145	138		There is hereby created in the State Trea sury a revolving fund
146	139		for the Department of Mental Health and Subs tance Abuse Services to
147	140		be designated the "Adolescent Psychiatric Facility Revolving Fund".
148	141		The fund shall be a co ntinuing fund, not subject to fiscal year
149	142		limitations, and shall consist of all monies received by the
150	143		Department of Mental Health and Subs tance Abuse Services from
151	144		appropriations to the fund. All monies accruing to the credit of
152	145		said fund are hereby appropriated and may be bud geted and expended
153	146		by the Department of Mental Health and Subs tance Abuse Services for
154	147		the purpose of the Oklahoma Adolescent Psychiatric Facility Grant
155	148		Program. The Department of Mental H ealth and Substance Abuse
156	149		Services may retain one percent (1%) of all funds otherwise
157	150		deposited to the fund to cover administrative costs related to the
158	151		Oklahoma Adolescent Psychiatric Facility Grant Program.
159	152		Expenditures from said fund shall be made upon warrants issued by
160	153		the State Treasurer a gainst claims filed as prescribed by law with
161	154		the Director of the Office of Management and Enterprise Services for
162	155		approval and payment .
163	156		SECTION 4. This act shall become effective July 1, 2024.
164	157		SECTION 5. It being immediat ely necessary for the preservation
165	158		of the public peace, health or safety, an emergency is hereby
