24	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

26	56		SECTION 1. AMENDATORY 62 O.S. 2021, Section 34.42, is
27	57		amended to read as follows:

29	58		Section 34.42 A. On or before the first day of June in each
30	59		year, or as soon thereafter as possible, all agencies shall file
31	60		agency budgets with the Director of the Office of Management and
32	61		Enterprise Services. Copies of all a gency budgets shall also be
33	62		made available electronically to the staff of the Joint Legislative
34	63		Committee on Budget and Program Oversight.

36	91		B. The required instructions, content and format of agency
37	92		budgets shall be developed by the staff of the Budget Div ision of
38	93		the Office of Management and Enterprise Services.

40	94		C. 1. The agency budget shall include a description of all
41	95		funds available to the agency for expenditure and set out allotments
42	96		requested by the agency by quarter and the entire fiscal year.

44	97		2. The agency budget shall be accompanied by an organizational
45	98		chart of the agency, a statement of agency mission and program

48	100		3. The agency budget shall delineate agency spending by such
49	101		categories and with at least as much detail as is specified in the
50	102		legislative appropriation and as prescribed by the Director of the
51	103		Office of Management and Enterprise Services.

53	104		4. Agency budgets shall be signed by the executive officer of
54	105		each agency.

56	106		5. The executive officer shall certify that the agency is in
57	107		complete compliance with the requirements of Section 34.11.3 of this
58	108		title and Section 3-114 of Title 65 of the Oklahoma Statutes.

60	109		D. A "request officer" shall be designated by each state agency
61	110		for the purpose of making program and allotment requests.

63	111		E. Executive officers of agencies shall cooperate with the
64	112		Office of Management and Enterprise Services staff and Joint
65	113		Committee staff in developing program budgeting categories.

67	141		F. All funds available or expected to be made available to any
68	142		agency, including nonfiscal appropriations, shall not be available
69	143		for expenditure until the request officer of the agency ha s complied
70	144		with the applicable provisions of the Oklahoma State Finance Act and
71	145		has received approval of such request for funds from the Dire ctor of
72	146		the Office of Management and Enterprise Services.

74	147		G. The provisions of this section shall not apply to CompSource
75	148		Oklahoma if CompSource Oklahoma is operating pursuant to a pilot
76	149		program authorized by Sections 3316 and 3317 of Title 74 of the
77	150		Oklahoma Statutes.

79	151		SECTION 2. This act shall become effective November 1, 2024.
