	47	+	O.S.L. 2022 (69 O.S. Supp. 2023, Section 4041), which

	49	+	Fund; modifying conditions for budgeting and
	50	+	expenditures of funds; and providing an effective

53	56		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	57		SECTION 1. AMENDATORY Section 1, Chapter 412, O.S.L.
55	58		2022 (69 O.S. Supp. 2 023, Section 4040), is amended to read as
56	59		follows:
57	60		Section 4040. A. There is hereby created until June 30, 2027,
58	61		the Oklahoma Route 66 Commission. The Commission shall be composed
59	62		of nine (9) members. The members shall serve as follows:
60	63		1. One member shall be appointed by the Governor and selected
61	64		from the Commissioners of the Oklahoma Tax Commission, whose first
62		-	term shall be for one (1) year, and then renewable for three -year
63		-	terms thereafter;

91	93		2. One shall be the Executive Director of the Oklahoma
92	94		Department of Transportation, or his or her design ee, whose first
93	95		term shall be for two (2) years, and then renewable for three-year

95	97		3. One shall be the Executive Director of the Oklahoma Tourism
96	98		and Recreation Department, or his or her designee, whose first term
97	99		shall be for three (3) years, and then renewable for three-year
98	100		terms thereafter;
99	101		4. Three members shall be appointed by the President Pro
100	102		Tempore of the Oklahoma State Senate of which:
101	103		a. one shall be a citizen of a county containing a
102	104		portion of Route 66, whose first term shall be for one
103	105		(1) year, and renewable for three-year terms
104	106		thereafter,
105	107		b. one shall be a city manager, assistant city manager,
106	108		or economic development director for a municipality on
107	109		Route 66 with a population greater than ten thousand
108	110		(10,000), whose first term shall be for two (2) years,
109	111		and renewable for three-year terms thereafter, and
110	112		c. one shall be an Oklahoma citizen with expertise or
111	113		experience in historic preservation, whose first term
112		-	shall be for three (3) years, and then renewable for
113		-	three-year terms thereafter; and

142	143		Oklahoma House of Representatives of which:
143	144		a. one shall be a citizen of a county containi ng a
144	145		portion of Route 66, whose first term shall be for one
145	146		(1) year, and then renewable for three-year terms
146	147		thereafter,
147	148		b. one of whom shall be a business owner whose business
148	149		is located along Route 66 within a city or town whose
149	150		population is less than ten thousand (10,000 ), whose
150	151		first term shall be for two (2) years, and then
151	152		renewable for three-year terms thereafter, and
152	153		c. one shall be an Oklahoma citizen with expertise or
153	154		experience in marketing, whose first term shall be for
154	155		three (3) years, and then renewable for three-year
155	156		terms thereafter.
156	157		B. The Commission shall utilize the Oklahoma Route 66
157	158		Commission Revolving Fund as authorized in Section 2 of this act.
158	159		SECTION 2. AMENDATORY Sect ion 2, Chapter 412, O.S.L.
159	160		2022 (69 O.S. Supp. 2023, Section 4041), is a mended to read as
160	161		follows:
161	162		Section 4041. A. There is hereby created in the State Treasury
162	163		a revolving fund to be designated as the "Oklahoma Route 66
163		-	Commission Revolving Fund ", which shall consist of all monies
164		-	appropriated, transferred, or otherwise designated to the fund by

	190	+	Commission Revolving Fund", which shall consist of all monies
	191	+	appropriated, transferred, or otherwise designated to the fund by
192	192		law. The revolving fund shall be a continuing fund, not subject to
193	193		fiscal year limitations, and shall be under the administration of
194	194		the Oklahoma Route 66 Commission. All monies accruing to the credit
195	195		of said fund are hereby appropriated, and shall be budgeted and
196	196		expended in accordance with the provisions of subsection B of this
197	197		section for the purpose of preserving and developing Route 66 and
198	198		commemorating the Route 66 Centennial.
199	199		B. No funds shall be budgeted or expended from the Oklahoma
200	200		Route 66 Commission Revolving Fund prior to July 1, 2023, or prior
201	201		to the approval adoption by the Legislature Commission of proposed
202	202		promulgated permanent rules by the Commission pursuant to the
203	203		provisions of the Administrative Procedures Act .
204	204		C. The Oklahoma Route 66 Commission shall promulgate, pursuant
205	205		to the provisions of the Administrative Procedures Act, permanent
206	206		rules subject to approval by the Legislature, to implement:
207	207		1. Application procedures for projects submitting request s for
208	208		funds;
209	209		2. Processes for awarding of funding applications;
210	210		3. Details of the Commission's general duties;
211	211		4. Reporting requirements of the Commission to the Legislature;
212	212		and
213		-	5. Any other rules necessary to carry out the purpose and
214		-	mission of the Commission as expressed in this act.

242	241		D. All unencumbered funds remaining in the Oklahoma Route 66
243	242		Commission Revolving Fund upon the expiration of the Oklahoma Route
244	243		66 Commission shall be transferred to the State Treasure r for
245	244		deposit in the General Revenue Fund.
246	245		SECTION 3. This act shall become effective November 1, 2024.
