5356 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5457 SECTION 1. AMENDATORY Section 1, Chapter 412, O.S.L.
5558 2022 (69 O.S. Supp. 2 023, Section 4040), is amended to read as
5659 follows:
5760 Section 4040. A. There is hereby created until June 30, 2027,
5861 the Oklahoma Route 66 Commission. The Commission shall be composed
5962 of nine (9) members. The members shall serve as follows:
6063 1. One member shall be appointed by the Governor and selected
6164 from the Commissioners of the Oklahoma Tax Commission, whose first
62-term shall be for one (1) year, and then renewable for three -year
63-terms thereafter;

100102 Tempore of the Oklahoma State Senate of which:
101103 a. one shall be a citizen of a county containing a
102104 portion of Route 66, whose first term shall be for one
103105 (1) year, and renewable for three-year terms

105107 b. one shall be a city manager, assistant city manager,
106108 or economic development director for a municipality on
107109 Route 66 with a population greater than ten thousand
108110 (10,000), whose first term shall be for two (2) years,
109111 and renewable for three-year terms thereafter, and
110112 c. one shall be an Oklahoma citizen with expertise or
111113 experience in historic preservation, whose first term

141142 5. Three members shall be appointed by the Speaker of the
142143 Oklahoma House of Representatives of which:
143144 a. one shall be a citizen of a county containi ng a
144145 portion of Route 66, whose first term shall be for one
145146 (1) year, and then renewable for three-year terms
146147 thereafter,
147148 b. one of whom shall be a business owner whose business
148149 is located along Route 66 within a city or town whose
149150 population is less than ten thousand (10,000 ), whose
150151 first term shall be for two (2) years, and then
151152 renewable for three-year terms thereafter, and
152153 c. one shall be an Oklahoma citizen with expertise or
153154 experience in marketing, whose first term shall be for
154155 three (3) years, and then renewable for three-year
155156 terms thereafter.
156157 B. The Commission shall utilize the Oklahoma Route 66
157158 Commission Revolving Fund as authorized in Section 2 of this act.
158159 SECTION 2. AMENDATORY Sect ion 2, Chapter 412, O.S.L.
159160 2022 (69 O.S. Supp. 2023, Section 4041), is a mended to read as
160161 follows:
161162 Section 4041. A. There is hereby created in the State Treasury
162163 a revolving fund to be designated as the "Oklahoma Route 66
163-Commission Revolving Fund ", which shall consist of all monies
164-appropriated, transferred, or otherwise designated to the fund by

190+Commission Revolving Fund", which shall consist of all monies
191+appropriated, transferred, or otherwise designated to the fund by
192192 law. The revolving fund shall be a continuing fund, not subject to
193193 fiscal year limitations, and shall be under the administration of
194194 the Oklahoma Route 66 Commission. All monies accruing to the credit
195195 of said fund are hereby appropriated, and shall be budgeted and
196196 expended in accordance with the provisions of subsection B of this
197197 section for the purpose of preserving and developing Route 66 and
198198 commemorating the Route 66 Centennial.
199199 B. No funds shall be budgeted or expended from the Oklahoma
200200 Route 66 Commission Revolving Fund prior to July 1, 2023, or prior
201201 to the approval adoption by the Legislature Commission of proposed
202202 promulgated permanent rules by the Commission pursuant to the
203203 provisions of the Administrative Procedures Act .
204204 C. The Oklahoma Route 66 Commission shall promulgate, pursuant
205205 to the provisions of the Administrative Procedures Act, permanent
206206 rules subject to approval by the Legislature, to implement:
207207 1. Application procedures for projects submitting request s for
208208 funds;
209209 2. Processes for awarding of funding applications;
210210 3. Details of the Commission's general duties;
211211 4. Reporting requirements of the Commission to the Legislature;
212212 and
213-5. Any other rules necessary to carry out the purpose and
214-mission of the Commission as expressed in this act.

242241 D. All unencumbered funds remaining in the Oklahoma Route 66
243242 Commission Revolving Fund upon the expiration of the Oklahoma Route

246245 SECTION 3. This act shall become effective November 1, 2024.
