4757 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4858 SECTION 1. NEW LAW A new s ection of law to be codified
4959 in the Oklahoma Statutes as Section 160.1 of Title 25, unless there
5060 is created a duplication in numbering, reads as follows:
61+This act shall be known and may be cited as the "Oklahoma
62+Artificial Intelligence Bill of Rights ".
63+SECTION 2. NEW LAW A new section of law to be codified
64+in the Oklahoma Statutes as Section 160.2 of Title 25, unless there
65+is created a duplication in numbering, reads as follows:
5166 As used in this act:
52-1. "Artificial intelligence" means:
53-a. a system that:
54-(1) performs tasks under varying and unpredictable
55-circumstances without significant human oversight
56-or can learn from experience and improve such
57-performance when exposed to data sets,
58-(2) is developed in any context, including, but not
59-limited to, software or physical hardware, and

94+1. "Artificial intelligence" means:
95+a. a system that:
96+(1) performs tasks under varying and unpredictable
97+circumstances without significant human oversight
98+or can learn from experience and improv e such
99+performance when exposed to data sets ,
100+(2) is developed in any context, including, but no t
101+limited to, software or physical hardware, and
86102 solves tasks requiring human -like perception,
87103 cognition, planning, learning, communication, or
88104 physical action, or
89105 (3) is designed to:
90106 (a) think or act like a human, including, but
91107 not limited to, a cognitiv e architecture or
92108 neural network, or
93109 (b) act rationally, including, but not limited
94110 to, an intelligent software agent or
95111 embodied robot that achieves goals usin g
96112 perception, planning, reasoning, learning,
97113 communication, decision-making or action, or
98-b. a set of techniques including, but not limited to,
99-machine learning, that is designed to approximate a
100-cognitive task; and
101-2. "Real person" means an actual biological human being as
102-opposed to a system or model meant to emulate human interactions.

134151 1. The right to know when they are interacting w ith an
135-artificial intelligence engine rather than a real person in an
136-interaction where consequential information is exchanged;
137-2. The right to know when contracts and other legally binding
138-documents that they are being asked to execute are generated
139-entirely by an artificial intelligence engine and not reviewed by a
140-real person;
141-3. The right to know when they are consuming images or text
152+artificial intelligence engine rather than a real person ;
153+2. The right to know when their data is being used in an
154+artificial intelligence mode l and the right to opt-out;
155+3. The right to know when contracts and other documents that
156+they are relying on were generated by an artificial intelli gence
157+engine rather than a real person ;
158+4. The right to know when they are consuming images or text
142159 that were generated entirely by an artificial intelligence engine
143-and not reviewed by a real person, provided that the images or text
144-would lead a reasonable person to believe that such content is re al
145-and authentic;
146-4. The right to be able to rel y on a watermark or some other
160+and not reviewed by a human;
161+5. The right to be able to rely on a watermark or some other
147162 form of content credentials to verify the authenticity of creative
148163 product they generate or consume . Specifically, it shall not be
149164 permissible for any websites, social media plat forms, search
150165 engines, and the like, to remove a watermark or content credential
151-without inserting an updated watermark or content credential that
152-indicates that the original was removed or altered;
153-5. The right to know that any company which includes any of
154-their personally identifiable information in an artificial
155-intelligence model has implemented reasonable security measures for
156-data privacy within the company's industry and conducts regular risk
157-assessments to assess design, operational , and discrimination harm;

184-6. The right to consent to any de rivative media that is
185-generated by an artificial intelligence engine and uses audio
186-recordings of the citizen's voice or images of him or her to
187-recreate the citizen's likeness; and
188-7. The right to be free from unlawful discrimination through
189-algorithmic or model bias which discriminates based on age, race,
190-national origin, sex, disability, pregnancy, religious beliefs,
191-veteran status, or any other legally protected classification to the
192-same extent as if such di scrimination were perpetrated by a real
193-person.
194-SECTION 3. This act shall become effective November 1, 2024.
