38115 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

40116 SECTION 1. NEW LAW A new section of law to be codified
41117 in the Oklahoma Statutes as Section 6 -520 of Title 2, unless there
42118 is created a duplication in numbering, reads as follows:
43-
44119 A. This section shall be known and may be cited as the “Chronic
45120 Wasting Disease Genetic Improvement Act ”.

47121 B. No later than November 1, 2024, the Oklahoma Department of
48122 Agriculture, Food, and Forestry shall establish a pilot program to
49123 enhance the genetic durability of Oklahoma deer against chronic
50124 wasting disease. Such pilot program shall include, but not be
51125 limited to, the following pr ogram characteristics:
52-
53126 1. The Department of Wildlife Conservation will begin
54127 collecting DNA samples to establish a baseline of average genetic
55128 codon markers and genomic breeding values for native, free -ranging
56-Oklahoma white-tailed deer. For establishing testing locations in
129+Oklahoma while-tailed deer. For establishing testing locations in
57130 the state, the Department shall use Interstates 35 and 40 as

58156 dividing lines or established Department deer management zones as
59157 published in the current hunting regulations guide;

61158 2. Limit participation in the program to native white -tailed
62159 deer, born and raised in Oklahoma with genetic resistance breeding,
63160 including the SS allele at codon 96, and that surpass the genomic
64161 estimated breeding value cutoff established for the program by the
65162 Oklahoma Department of Agriculture, Food, and Fo restry; and

67163 3. Beginning in 2026, during the months of February and March
68-and through the fifteenth of April, bred female and male deer may be

71166 C. The Oklahoma Department of Agriculture, Food, and Forestry

76170 time permit fee, which shall not exceed Five Hundred Dollars
77171 ($500.00), for citizens purchasing deer as a result of criteri a

304+wasting disease. Such pilot program shall include, but not be
305+limited to, the following program charac teristics:
306+1. With the assistance of the Oklahoma Dep artment of Wildlife,
307+provide for the collection of DNA samples to establish a baseline o f
308+average genetic codon markers and genomic breeding values for
309+Oklahoma deer in each quadrant of the state. For purposes of
310+establishing quadrants of the state, the Department shall use
311+Interstates 35 and 40 as dividing lines for such quadrants;
312+2. Limit participation in the progr am to native cervid, born
313+and raised in Oklahoma with genetic resistance breeding, including
314+the SS allele at codon 96, and that surpass the genomic estimated
315+breeding value cutoff established for the program by the Department
316+of Agriculture, Food, and Forestry;
317+3. Beginning in 2025, during the month of October buck deer
318+with antlers removed beyond the second antler tine may be released;
319+4. Beginning in 2026, during the months of February, March, and
320+through the 15th of April, bred female deer may be released.
321+C. The Department of Agriculture, Food, and Forestry and the
322+Oklahoma Department of Wildlife may promulgate rules as needed to
323+implement the provisions of this act.
324+D. The Oklahoma Department of W ildlife may charge a on e time
