79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. AMENDATORY 21 O.S. 2021, Section 1716, as
81	81	amended by Section 1, Chapter 32, O.S.L. 2022 (21 O.S. Supp. 2023,
82	82	Section 1716), is amended to read as follows :
83	83	Section 1716. A. Any person in this state who shall steal any
84	84	horse, jackass, jennet, m ule, cow, hog, or implement of husbandry as
85	85	defined in Section 1 -125 of Title 47 of the Oklahoma Statut es shall,
86	86	upon conviction, be guilty of a felony punishable by imprisonment in
87	87	the custody of the Department of Corrections for a ter m of not less
88	88	than three (3) five (5) years nor more than ten (10) years, or by a
89	89	fine in an amount that is equal to three times the value of animals

142	142	Thousand Dollars ($500,000.00), or by both s uch fine and
143	143	imprisonment. Each head of cattle stolen may co nstitute a separate
144	144	offense and may be punishable as a separate violati on.
145	145	B. Any person in this state who shall steal any dog, sheep or
146	146	goat shall, upon conviction, be guilty of a felony punish able by
147	147	imprisonment in the custody of the Department of Cor rections for a
148	148	term of not less than six (6) months nor more than three (3) years,
149	149	or by a fine in an amount that is equal to three times the value of
150	150	the animals that were stolen but not more tha n Five Hundred Thous and
151	151	Dollars ($500,000.00), or by both su ch fine and imprisonment.
152	152	C. The word "horse" as used in this section i ncludes all
153	153	animals of the equine species, and the word "cow" includes all
154	154	animals of the bovine species.
155	155	D. Persons convicted of violating the provisions of subsection
156	156	A of this section shall be registered by the Oklahoma Department of
157	157	Agriculture, Food, and Forestry in the Livestock Offender Re gistry
158	158	created in Section 2-16.1 of Title 2 of the Oklahoma Statutes .
159	159	E. The county in which the offe nder is convicted shall submit a
160	160	certified copy of the judgment and sentence confirming the
161	161	conviction for entry in the Livestock Offender Registry to the
162	162	Oklahoma Department of Agriculture, Food, and Forestry or, if
163	163	designated by the Department, to a stat ewide livestock organization .

217	217	information by using an electronic method authorized by the Oklahoma
218	218	Department of Agriculture, Food, and Forestry.
219	219	SECTION 2. AMENDATORY 21 O.S. 2021, Section 1720, is
220	220	amended to read as follows:
221	221	Section 1720. A. Any person in this state who shall steal an
222	222	aircraft, automobile or other automotive drive n vehicle,
223	223	construction equipment or farm equipment, sh all be guilty of a
224	224	felony, and upon conviction shall be punished by imprisonment in the
225	225	custody of the Department of Corrections for a term not exceeding
226	226	five (5) years if the value of the vehicle is l ess than Fifty
227	227	Thousand Dollars ($50,000.00) or for a t erm of not less than three
228	228	(3) five (5) years, nor more than ten (10) years if the value of the
229	229	vehicle is Fifty Thousand Dollars ($50,000.00) or greater or by a
230	230	fine in an amount that is equal to thre e times the value of the
231	231	property that was stolen but not more t han Five Hundred Thousand
232	232	Dollars ($500,000.00) or by both such fine and imprisonment and
233	233	shall be ordered to pay restitution pursuant to Section 991f of
234	234	Title 22 of the Oklahoma Statutes.
235	235	B. As used in this section, "farm equipment" means any self-
236	236	propelled devices, tractors, skid steers, any other mobile
237	237	equipment, welders, tools, and any other equipment specifically
238	238	adapted for farming purposes and used for tillin g soil, cultivating,
239	239	harvesting, and transporti ng crops.
