7575 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7676 SECTION 1. NEW LAW A new section of law to be codified
7777 in the Oklahoma Statutes as Section 1016.1 of Title 22, unless there
7878 is created a duplication in numbering, reads as follows:
7979 A. A moratorium is hereby established on the imposition of
8080 capital punishment in the state of Oklahoma . Said moratorium shall
8181 apply to any person who has previously been convicted under the laws
8282 of this state and received a sentence of deat h.
8383 B. Said moratorium shall remain in effect until the
8484 recommendations of the Oklahoma Death Penalty Review Commission have
8585 been enacted into state law.
8686 C. All other matters related to sentences of death, including
8787 the filing and trying capital punishment cases, sent encing

141141 SECTION 2. It being immediately neces sary for the preservation
142142 of the public peace, health or safety, an emergency is hereby
143143 declared to exist, by reason whereof this act shall take effect and
