69	69	maintenance organizations ; amending 26 O.S. 2021,
70	70	Sections 7-102.1 and 7-117, which relate to conduct
71	71	of elections; removing use of electronic precinct
72	72	registries by county election boards ; and providing

79	79	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
80	80	SECTION 1. REPEALER 26 O.S. 2021, Section 4-121, as last
81	81	amended by Section 1, Chapter 264, O.S.L. 2023 (26 O.S. Supp. 2023,
82	82	Section 4-121), is hereby repealed.
83	83	SECTION 2. AMENDATORY 26 O.S. 2021, Section 7 -102.1, is
84	84	amended to read as follows:
85	85	Section 7-102.1 A. Prior to the day of the election, it shall
86	86	be the duty of the secretary of the county election board to prepare
87	87	for each precinct where an election i s to be held in the county, a
88	88	written or electronic precinct registry which shall contain
89	89	information on all registered voters in the precinct as prescribed

141	141	by the Secretary of the State Election Board. The information which
142	142	is or would be contained in su ch a registry shall at all times be
143	143	public information.
144	144	B. The Secretary of the State Election Board may aut horize the
145	145	use of electronic precinct registries by one or more county election
146	146	boards. Subject to available funding, the Secretary may purchase
147	147	any equipment and software necessary to implement an electronic
148	148	precinct registry system. The Secretary shall promulgate rules as
149	149	necessary to implement, operate and maintain security for a system
150	150	of electronic precinct registries.
151	151	SECTION 3. AMENDATORY 26 O.S. 2021, Section 7 -117, is
152	152	amended to read as follows:
153	153	Section 7-117. A. Persons who have been determined to be
154	154	eligible to vote shall sign, in the presence of the clerk, the
155	155	proper precinct registry. The clerk shall then is sue proper ballots
156	156	to the person. The voter 's signature on the precinct registry shall
157	157	be the best evidence of the voter 's having voted at said election.
158	158	B. Precinct registries including data from ele ctronic precinct
159	159	registries, shall be retained by the county election board for a
160	160	period of twenty-four (24) months following the election and shall
161	161	be subject to public inspect ion.
162	162	SECTION 4. This act shall become effective November 1, 2024.
