AS INTRODUCED 
 
An Act relating to elections; repealing 26 O.S. 2021, 
Section 4-121, as last amended by Section 1, Chapter 
264, O.S.L. 2023 (26 O.S. Supp. 2023, Section 4-121), 
which relates to the multistate voter list 
maintenance organizations ; amending 26 O.S. 2021, 
Sections 7-102.1 and 7-117, which relate to conduct 
of elections; removing use of electronic precinct 
registries by county election boards ; and providing 
an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     REPEALER     26 O.S. 2021, Section 4-121, as last 
amended by Section 1, Chapter 264, O.S.L. 2023 (26 O.S. Supp. 2023, 
Section 4-121), is hereby repealed. 
SECTION 2.     AMENDATORY     26 O.S. 2021, Section 7 -102.1, is 
amended to read as follows: 
Section 7-102.1 A. Prior to the day of the election, it shall 
be the duty of the secretary of the county election board to prepare 
for each precinct where an election i s to be held in the county, a 
written or electronic precinct registry which shall contain 
information on all registered voters in the precinct as prescribed

by the Secretary of the State Election Board.  The information which 
is or would be contained in su ch a registry shall at all times be 
public information. 
B.  The Secretary of the State Election Board may aut horize the 
use of electronic precinct registries by one or more county election 
boards.  Subject to available funding, the Secretary may purchase 
any equipment and software necessary to implement an electronic 
precinct registry system.  The Secretary shall promulgate rules as 
necessary to implement, operate and maintain security for a system 
of electronic precinct registries. 
SECTION 3.     AMENDATORY     26 O.S. 2021, Section 7 -117, is 
amended to read as follows: 
Section 7-117. A. Persons who have been determined to be 
eligible to vote shall sign, in the presence of the clerk, the 
proper precinct registry.  The clerk shall then is sue proper ballots 
to the person.  The voter 's signature on the precinct registry shall 
be the best evidence of the voter 's having voted at said election. 
B. Precinct registries including data from ele ctronic precinct 
registries, shall be retained by the county election board for a 
period of twenty-four (24) months following the election and shall 
be subject to public inspect ion. 
SECTION 4.  This act shall become effective November 1, 2024.
