52	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
53	62		SECTION 1. NEW LAW A new section of law to be codified
54	63		in the Oklahoma Statutes as Section 1280.1 of Title 59, unless there
55	64		is created a duplication in numbering, reads as follows:
56	65		This act shall be known and may be cited as the "Oklahoma
57	66		Community Health Worker Act ".
58		-	SECTION 2. NEW LAW A new sect ion of law to be codified
59		-	in the Oklahoma Statutes as Section 1280.2 of Title 59, unless there
60		-	is created a duplication in numbering, reads as follows:
61		-	As used in the Oklahoma Community Health Worker Act:
62		-	1. "Certified community health worker " means a community health

	98	+	1. "Certified community health worker " means a community health

92	102		2. "Community health worker " means a frontline public health
93	103		worker who has a shared understand ing of and is a trusted member in
94	104		the community being served; and
95	105		3. "Department" means the State Department of Health.
96	106		SECTION 3. NEW LAW A new section of law to be codified
97	107		in the Oklahoma Statutes as Section 1280.3 of Title 59, unless there
98	108		is created a duplication in numbering, reads as follows:
99	109		A. The State Department of Health shall establish a certificate
100	110		for community health workers. This certification shall be
101	111		voluntary.
102	112		B. A certified community health worker may:
103	113		1. Serve as a liaison between heal th and social services and
104	114		the community to facilitate access to services and improve the
105	115		quality and cultural competence of service delivery ;
106	116		2. Assist in identifying and communicating gaps in current
107	117		community and health care resourc es; and
108		-	3. Build individual and community capacity by increasing health
109		-	knowledge and self-sufficiency through a range of activities such as
110		-	outreach, community education, coaching, mentoring, social support,
111		-	and advocacy.

138	149		SECTION 4. NEW LAW A new sec tion of law to be codified
139	150		in the Oklahoma Statutes as Section 1280.4 of Title 59, unless there
140	151		is created a duplication in numbering, reads as follows:
141	152		A. The State Commissioner of Health shall promulgate rules to:
142	153		1. Adopt a set of standards for the approval of certified
143	154		community health worker in itial coursework or curriculum;
144	155		2. Establish examination administration requirements for the
145	156		Department or one or more designees;
146	157		3. Define minimum qualifications for applicants to be
147	158		certified; and
148	159		4. Establish the criteria for granting, denying, suspe nding,
149	160		and revoking a certificate to protect public health and safety.
150	161		B. The Commissioner may also promulgate rules necessary for the
151	162		proper administration and enforcement of the Oklahoma Community
152	163		Health Worker Act and which allow for reciprocity agreem ents
153	164		including, but not limited to, with the Indian Health Service,
154	165		Tribal Contract or Compact Health Centers , Urban Indian Health
155	166		Centers, and tribal health systems.
156		-	C. The Commissioner shall prescribe fees for the certified
157		-	community health worker exam ination, initial certification, and
158		-	certification renewal.
159		-	SECTION 5. This act shall become effective November 1, 2024.
