69	62		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
70	63		SECTION 1. NEW LAW A new section of law to be codified
71	64		in the Oklahoma Statutes as Section 7-140 of Title 26, unless there
72	65		is created a duplication in numbering, read s as follows:
	66	+	A. For purposes of this section, “foreign principal” means:
	67	+	1. A government of a foreign country or a foreign political
	68	+	party;

100		-	A. For purposes of this section, “foreign principal” means:
101		-	1. A government of a foreign country or a foreign political
102		-	party;
103	95		2. A person outside of the United States, unless it is
104	96		established that such person is an individual and a citiz en of and
105	97		domiciled within the United States, or that such person is not an
106	98		individual and is organized under or created by the laws of the
107	99		United States or of any state or other place subject to the
108	100		jurisdiction of the United States and has its principal place of
109	101		business within the United States; and
110	102		3. A partnership, association, corporation, organization, or
111	103		other combination of persons organized under the laws of or having
112	104		its principal place of bu siness in a foreign country.
113	105		B. No foreign principal shall make, directly or through any
114	106		other person, a contribution, expenditure, or independent
115	107		expenditure in support of or opposition to the election of any
116	108		candidate to state or local office or to any political action
117	109		committee.
118	110		C. No candidate for state or local office or political action
119	111		committee shall accept any contribution th at the candidate kne w or
120	112		should have known was from a foreign principal. Upon a first
121	113		violation of this subsection, the ca ndidate or political action
122	114		committee shall return the contribution to the foreign principal , if
123	115		possible, or shall for feit such contribution to the Ethics
	116	+	Commission. Upon a second or subsequent violation of this
	117	+	subsection, the candidate or political action committee shall
	118	+	forfeit the balance of any amount s in the candidate’s or committee’s

151		-	Commission. Upon a second or subsequent violation of this
152		-	subsection, the candidate or political action committee shall

154	145		campaign accounts to the Ethics Commission. Alleged violations
155	146		under this subsection shall be subject to all notice, hearing, and
156	147		appeals requirements applicable to the Ethics Commission.

158	149		in the Oklahoma Statutes as Section 28 of Title 34, unless there is
159	150		created a duplication in numbering, reads as follows:
160	151		A. For purposes of this section , “foreign principal” means:
161	152		1. A government of a foreign country or a foreign political
162	153		party;
163	154		2. A person outside of the United S tates, unless it is
164	155		established that such person is an individua l and a citizen of and
165	156		domiciled within the United States, or that such person is not an
166	157		individual and is organi zed under or created by the laws of the
167	158		United States or of any state or other place subject to the
168	159		jurisdiction of the United States and has its principal place of
169	160		business within the United States; an d

202		-	expenditure in support of or opposition to any state or local ballot

204		-	action committee related to such measure or petition, or to sponsor
205	195		political advertising or electioneering communication related to
206	196		such measure or petition.
207	197		C. No committee for or against any state or local ballot
208	198		measure or initiative or referendum petition shall accept any
209	199		contribution that the c ommittee knew or should have known was from a
210	200		foreign principal. Upon a first violation of this subsection, the
211	201		committee shall return the contribution to the foreign principal , if
212	202		possible, or shall for feit such contribution to the Ethics
213	203		Commission. Upon a second or subsequent violation of this
214	204		subsection, the committee shall forfeit the balance of any amounts
215	205		in the committee’s campaign accounts to the Ethics Commission.
216	206		Alleged violations under this subsection shall be subject to all
217	207		notice, hearing, and ap peals requirements applicable to the Ethics
218	208		Commission.
219	209		SECTION 3. This act shall become effective November 1, 2024.
