6962 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7063 SECTION 1. NEW LAW A new section of law to be codified
7164 in the Oklahoma Statutes as Section 7-140 of Title 26, unless there
7265 is created a duplication in numbering, read s as follows:
66+A. For purposes of this section, “foreign principal” means:
67+1. A government of a foreign country or a foreign political

100-A. For purposes of this section, “foreign principal” means:
101-1. A government of a foreign country or a foreign political
102-party;
10395 2. A person outside of the United States, unless it is
10496 established that such person is an individual and a citiz en of and
10597 domiciled within the United States, or that such person is not an
10698 individual and is organized under or created by the laws of the
10799 United States or of any state or other place subject to the
108100 jurisdiction of the United States and has its principal place of
109101 business within the United States; and
110102 3. A partnership, association, corporation, organization, or
111103 other combination of persons organized under the laws of or having
112104 its principal place of bu siness in a foreign country.
113105 B. No foreign principal shall make, directly or through any
114106 other person, a contribution, expenditure, or independent
115107 expenditure in support of or opposition to the election of any
116108 candidate to state or local office or to any political action
117109 committee.
118110 C. No candidate for state or local office or political action
119111 committee shall accept any contribution th at the candidate kne w or
120112 should have known was from a foreign principal. Upon a first
121113 violation of this subsection, the ca ndidate or political action
122114 committee shall return the contribution to the foreign principal , if
123115 possible, or shall for feit such contribution to the Ethics
116+Commission. Upon a second or subsequent violation of this
117+subsection, the candidate or political action committee shall
118+forfeit the balance of any amount s in the candidate’s or committee’s

151-Commission. Upon a second or subsequent violation of this
152-subsection, the candidate or political action committee shall

154145 campaign accounts to the Ethics Commission. Alleged violations
155146 under this subsection shall be subject to all notice, hearing, and
156147 appeals requirements applicable to the Ethics Commission.

202-expenditure in support of or opposition to any state or local ballot
203-measure, to any initiative or referendum petition , to any political
204-action committee related to such measure or petition, or to sponsor
205195 political advertising or electioneering communication related to
206196 such measure or petition.
207197 C. No committee for or against any state or local ballot
208198 measure or initiative or referendum petition shall accept any
209199 contribution that the c ommittee knew or should have known was from a
210200 foreign principal. Upon a first violation of this subsection, the
211201 committee shall return the contribution to the foreign principal , if
212202 possible, or shall for feit such contribution to the Ethics
213203 Commission. Upon a second or subsequent violation of this
214204 subsection, the committee shall forfeit the balance of any amounts
215205 in the committee’s campaign accounts to the Ethics Commission.
216206 Alleged violations under this subsection shall be subject to all
217207 notice, hearing, and ap peals requirements applicable to the Ethics
218208 Commission.
219209 SECTION 3. This act shall become effective November 1, 2024.
