4863 BE IT ENACTED BY THE PEOPLE OF T HE STATE OF OKLAHOMA:
4964 SECTION 1. NEW LAW A new section of law to be codified
5065 in the Oklahoma Statutes as Section 2-160 of Title 43A, unless there
5166 is created a duplication in numberi ng, reads as follows:
5267 There is hereby established within the Oklahoma Department of
5368 Mental Health and Substance Abuse Services the "Office of Faith-
54-based and Community Initiat ives", hereafter referred to as the
55-"Office".
56-SECTION 2. NEW LAW A new section of law to be codified
57-in the Oklahoma Statutes as Section 2-161 of Title 43A, unless there

85101 In order to maximize the effectiveness of state government
86102 through collaboration with faith-based and community initiatives to
87103 serve Oklahomans with respect to public purposes, such as im proving
88104 public safety, overcoming addiction, strength ening families and
89105 communities, and overcoming poverty, the Office shall, to the extent
90106 permitted by law:
91107 1. Promote and foster the development of relationships and
92108 coordination between state government and faith-based and community
93109 initiatives and serve as a resource for and liaison between state
94110 government and such initiatives;
95111 2. Coordinate activities designed to mobilize public support
96112 for faith-based and community initiatives through volunteerism,
97113 special projects, and public -private partnerships ;
98114 3. Ensure that state government decisions and programs are
99115 consistent with the goal of partnering with faith-based and
100116 community initiatives when doin g so is in the public interest, and
101117 monitor how such decisions and programs affect faith -based and
102118 community initiatives;
103-4. Work with state, local, and community policymakers,
104-volunteers, and public offi cials to facilitate coordinati on with and
105-empowerment of faith-based and other community organizations , where
106-doing so, would improve such groups ' service to the communities
107-involved; and

135152 and community organizations and civic initiatives.
136153 SECTION 3. NEW LAW A new section of law to be codified
137154 in the Oklahoma Statutes as Section 2-162 of Title 43A, unless there
138155 is created a duplication in numbering, reads as follows:
139156 A. The Oklahoma Department of Mental Health and Substance Abuse
140157 Services shall carry out the training, engagem ent, and
141158 implementation of the Office of Fait h-based and Community
142159 Initiatives.
143160 B. The Office may enter into such contractual and pro motional
144161 agreements necessary to maximize the effectiveness of state
145162 government through collaboration with faith -based and community
146163 initiatives to serve Oklahoma ns with respect to public purp oses.
147164 C. The Office may work with local governments, pr ivate
148165 organizations, and citi zens as it plans and engages in activities
149166 related to the Office.
150167 SECTION 4. NEW LAW A new section of law to be codified
151168 in the Oklahoma Statute s as Section 2-163 of Title 43A, unless there
152169 is created a duplication in numberin g, reads as follows:
