48	63		BE IT ENACTED BY THE PEOPLE OF T HE STATE OF OKLAHOMA:
49	64		SECTION 1. NEW LAW A new section of law to be codified
50	65		in the Oklahoma Statutes as Section 2-160 of Title 43A, unless there
51	66		is created a duplication in numberi ng, reads as follows:
52	67		There is hereby established within the Oklahoma Department of
53	68		Mental Health and Substance Abuse Services the "Office of Faith-
54		-	based and Community Initiat ives", hereafter referred to as the
55		-	"Office".
56		-	SECTION 2. NEW LAW A new section of law to be codified
57		-	in the Oklahoma Statutes as Section 2-161 of Title 43A, unless there
58		-	is created a duplication in numbering, re ads as follows:

	98	+	SECTION 2. NEW LAW A new section of law to be codified
	99	+	in the Oklahoma Statutes as Section 2-161 of Title 43A, unless there

85	101		In order to maximize the effectiveness of state government
86	102		through collaboration with faith-based and community initiatives to
87	103		serve Oklahomans with respect to public purposes, such as im proving
88	104		public safety, overcoming addiction, strength ening families and
89	105		communities, and overcoming poverty, the Office shall, to the extent
90	106		permitted by law:
91	107		1. Promote and foster the development of relationships and
92	108		coordination between state government and faith-based and community
93	109		initiatives and serve as a resource for and liaison between state
94	110		government and such initiatives;
95	111		2. Coordinate activities designed to mobilize public support
96	112		for faith-based and community initiatives through volunteerism,
97	113		special projects, and public -private partnerships ;
98	114		3. Ensure that state government decisions and programs are
99	115		consistent with the goal of partnering with faith-based and
100	116		community initiatives when doin g so is in the public interest, and
101	117		monitor how such decisions and programs affect faith -based and
102	118		community initiatives;
103		-	4. Work with state, local, and community policymakers,
104		-	volunteers, and public offi cials to facilitate coordinati on with and
105		-	empowerment of faith-based and other community organizations , where
106		-	doing so, would improve such groups ' service to the communities
107		-	involved; and

135	152		and community organizations and civic initiatives.
136	153		SECTION 3. NEW LAW A new section of law to be codified
137	154		in the Oklahoma Statutes as Section 2-162 of Title 43A, unless there
138	155		is created a duplication in numbering, reads as follows:
139	156		A. The Oklahoma Department of Mental Health and Substance Abuse
140	157		Services shall carry out the training, engagem ent, and
141	158		implementation of the Office of Fait h-based and Community
142	159		Initiatives.
143	160		B. The Office may enter into such contractual and pro motional
144	161		agreements necessary to maximize the effectiveness of state
145	162		government through collaboration with faith -based and community
146	163		initiatives to serve Oklahoma ns with respect to public purp oses.
147	164		C. The Office may work with local governments, pr ivate
148	165		organizations, and citi zens as it plans and engages in activities
149	166		related to the Office.
150	167		SECTION 4. NEW LAW A new section of law to be codified
151	168		in the Oklahoma Statute s as Section 2-163 of Title 43A, unless there
152	169		is created a duplication in numberin g, reads as follows:
153		-	The Oklahoma Department of Mental Health and Su bstance Abuse
154		-	Services shall annually submit to the Governor, the President Pro
155		-	Tempore of the Oklahoma State Senate, and the Speaker of the
156		-	Oklahoma House of Representatives, within ninet y (90) days after the
