6867 SECTION 1. The Secretary of State shall refer to the people for
6968 their approval or rejection, as and in the manner provided by law,

96-the following proposed amendme nt to Section 26 of Article II of the
97-Constitution of the State of Oklahoma to read as follows:
9898 Section 26. A. The fundamental right of a each individual
9999 citizen to keep and to bear arms in defense of his home, or her
100100 person, or property, or including handguns, rifles, shotguns,
101101 knives, nonlethal defensive weapons, and other arms in common use,
102102 as well as ammunition and the components of arms and ammunition, for
103103 self-defense, lawful hunting and recreation, in aid of the civil
104104 power, when thereunto legally lawfully summoned, or for any other
105105 legitimate purpose, shall never be prohibited; but nothing herein
106106 contained not be infringed.
107107 B. This section shall not prevent the Legislature from
108108 regulating the carrying of weapon s enforcing or adopting narrowly
109109 tailored time, place, and manner regulations, or authorizing
110110 political subdivisions to adopt and enforce such regulations, to
111111 serve a compelling state interest.
112112 C. No law shall impose reg istration or special ta xation upon
113113 the keeping of arms including the ac quisition, ownership,
114114 possession, or transfer of arms, ammunition , or the components of
115115 arms or ammunition.
116116 SECTION 2. The Ballot Title for the proposed Constitutional
117117 amendment as set forth in SECTION 1 of this resolution shall be in
118118 the following form:

147-THE GIST OF THE PROPOSITION IS AS FOLLOWS:
148149 This measure would amend Section 26 of Article 2 of the Oklahoma
149150 Constitution. This measure would prevent infringement of the
150151 fundamental right of a citizen to keep and to bear arms. This
151152 measure will not prevent the Legisla ture from adopting
152153 regulations that serv e a narrowly tailored compelling state
153154 interest. This measure would prohibit the imposition of
154155 registration or specia l taxation upon the keeping of or the
155156 transfer of arms, ammunition, or the components of arms or
156157 ammunition.
