66	65		BE IT RESOLVED BY THE HOUSE OF REPRES ENTATIVES AND THE SENATE OF THE

68	67		SECTION 1. The Secretary of State shall refer to the people for
69	68		their approval or rejection, as and in the manner provided by law,
	69	+	the following proposed amendme nt to Section 26 of Article II of the
	70	+	Constitution of the State of Oklahoma to read as follows:

97		-	Constitution of the State of Oklahoma to read as follows:
98	98		Section 26. A. The fundamental right of a each individual
99	99		citizen to keep and to bear arms in defense of his home, or her
100	100		person, or property, or including handguns, rifles, shotguns,
101	101		knives, nonlethal defensive weapons, and other arms in common use,
102	102		as well as ammunition and the components of arms and ammunition, for
103	103		self-defense, lawful hunting and recreation, in aid of the civil
104	104		power, when thereunto legally lawfully summoned, or for any other
105	105		legitimate purpose, shall never be prohibited; but nothing herein
106	106		contained not be infringed.
107	107		B. This section shall not prevent the Legislature from
108	108		regulating the carrying of weapon s enforcing or adopting narrowly
109	109		tailored time, place, and manner regulations, or authorizing
110	110		political subdivisions to adopt and enforce such regulations, to
111	111		serve a compelling state interest.
112	112		C. No law shall impose reg istration or special ta xation upon
113	113		the keeping of arms including the ac quisition, ownership,
114	114		possession, or transfer of arms, ammunition , or the components of
115	115		arms or ammunition.
116	116		SECTION 2. The Ballot Title for the proposed Constitutional
117	117		amendment as set forth in SECTION 1 of this resolution shall be in
118	118		the following form:

147		-	THE GIST OF THE PROPOSITION IS AS FOLLOWS:
148	149		This measure would amend Section 26 of Article 2 of the Oklahoma
149	150		Constitution. This measure would prevent infringement of the
150	151		fundamental right of a citizen to keep and to bear arms. This
151	152		measure will not prevent the Legisla ture from adopting
152	153		regulations that serv e a narrowly tailored compelling state
153	154		interest. This measure would prohibit the imposition of
154	155		registration or specia l taxation upon the keeping of or the
155	156		transfer of arms, ammunition, or the components of arms or
156	157		ammunition.

160	161		SECTION 3. The Chief Clerk of the House of Representatives,
