COMMITTEE SUBSTITUTE 
 
A Joint Resolution approving certain proposed 
permanent rules of O klahoma state agencies; 
disapproving certain proposed permanent rules; and 
directing distribution. 
 
 
 
 
WHEREAS, pursuant to Section 308.3 of Title 75 of the Oklahoma 
Statutes, the Oklahoma State Legislature shall have a joint 
resolution prepared for considera tion each session. 
NOW, THEREFORE, BE IT RES OLVED BY THE HOUSE OF REPRESENTATIVES 
AND THE SENATE OF THE 2ND SESSION OF THE 59TH OKLAHOMA LEGISLATURE: 
SECTION 1. All proposed permanent rules of Oklahoma state 
agencies, excluding the Oklahoma Department of Education, filed on 
or before March 1, 2024, are hereby approved , except for: 
1.  Oklahoma Tax Commission, OAC 710:10-17-1, and subparagraph 
(2) of paragraph (b) of OAC 710:1-5-112;

4.  Oklahoma Office of Management and Enterprise Ser vices, 
paragraph (e) of OAC 260:60-3-3 and OAC 260:60-3-12; 
5.  Oklahoma Department of Mental Health and Substanc e Abuse 
Services, OAC 450:17-1-6; and 
6.  Oklahoma State Board of Examin ers of Psychologists, OAC 
575:1-1-3. 
SECTION 2.  The Oklahoma Secretary of State is hereby directed 
to distribute copies of this resolution to the Gov ernor and the 
editor of "The Oklahoma Register ".
