77	77	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
78	78	SECTION 1. AMENDATORY 72 O.S. 2021, Section 63.2, is
79	79	amended to read as follows:
80	80	Section 63.2. The Oklahoma Veterans Commission shal l consist of
81	81	nine (9) members, all of whom shall be honorably discharged United
82	82	States veterans; provided, one of the members shall be a veteran of
83	83	the Vietnam Conflict and two shall be veterans of the Pe rsian Gulf
84	84	Wars. The After the effective date of this act, the members shall
85	85	be selected in the following manner: The state executive board or
86	86	committees of the veterans’ organizations named in this section
87	87	shall that have representation in this state may each submit to the
88	88	Governor a list of five persons they determine are qualified to

141	141	Governor shall work with the Secretary of Veteran Affairs and
142	142	Military to ensure appointments shall be broa dly representative of
143	143	the veterans of this state in t erms of age, gender, and race or
144	144	ethnicity. The list shall be submitted to the G overnor The Governor
145	145	shall release an announcement of upcoming openings of the Commission
146	146	twelve (12) months prior to vacancy of each seat. At that time,
147	147	interested organizations shall be able to submit a list of qualified
148	148	candidates not later than three (3) months prior to the expiration
149	149	of the terms of office of the members of the Oklahoma Veterans
150	150	Commission. The Governor shall name one member from each of the
151	151	following Veterans’ groups select the most qualified can didates from
152	152	any of the various Veter ans Service Organizations that are in good
153	153	standing and have representation, within this state. Organizations
154	154	or groups submitting names may include but are not limited to : the
155	155	American Legion; the Veterans of Foreign Wars; the Disabled American
156	156	Veterans; the Paralyzed Veterans of America ; the Military Order of
157	157	the Purple Heart; Team Red, White, and Blue ; Team Rubicon; Student
158	158	Veterans of America; The Mission Continues ; the Military Officers
159	159	Association of America; and the National Guard Association of
160	160	Oklahoma. The members representing the American Legion and the
161	161	Paralyzed Veterans of America s hall take office no later than July
162	162	1, 2015. The members representing the Veteran s of Foreign Wars and
163	163	the Military Order of the Purple Heart shall take office no later

216	216	Veterans and the National Guard Association o f Oklahoma shall take
217	217	office no later than July 1, 2017. The Governor shall may also
218	218	appoint up to three members at large.
219	219	The In order to be eligible to submit a list of candidates for
220	220	the Oklahoma Veterans Commission to the Governor for consideration,
221	221	the executive officer of each veterans ’ organization operating
222	222	within this state shall, on or before January 1 of the each year in
223	223	which the organization ’s appointee’s term expires, submit to the
224	224	Secretary of State, the Governor, the President Pro Tempore o f the
225	225	Senate, and the Speaker of the House of Representa tives, the chair
226	226	of the Senate Veterans and Military Affairs Committee, and the chair
227	227	of the House of Representatives Veterans and Military Affairs
228	228	Committee, a copy of the performance audit and the f inancial audit
229	229	of the his or her organization for the im mediately preceding fiscal
230	230	year of the organization. Such audits shall be conducted in
231	231	accordance with auditing standards generally accepted in the United
232	232	States and shall clearly show the total paid membe rship of the
233	233	organization and shall be certified t o by a certified public
234	234	accountant. Failure to comply with this section shall render the
235	235	organization ineligible to submit a nominee to the Governor. The
236	236	members of the Commission shall be appointed by th e Governor with
237	237	advice and consent of the Senate, and shall serve at the pleasure of

291	291	vacant position shall are eligible as defined in this section may
292	292	submit a list of five up to three names to the Governor. The
293	293	Governor shall may choose a replacement from that list. No person
294	294	shall be appointed by the Governor who is related by affinity or
295	295	consanguinity within the third deg ree to any person employed by the
296	296	Oklahoma Department of Veterans Affairs.
297	297	Before any member app ointed as provided herein shall enter upon
298	298	his or her duties as a member of the Commission, he or she shall
299	299	take and subscribe to the oath of office as required by the
300	300	Constitution of this state.
301	301	Present members of the Commission shall continue in office u ntil
302	302	the expiration of their terms and until their successors are
303	303	appointed and enter upon the duties of their offices. Appointments
304	304	shall be made for a three -year period. Any vacancy on the
305	305	Commission resulting from any cause shall be filled by appointm ent
306	306	by the Governor for the remainder of the term as provided in this
307	307	section.
308	308	No member of the Oklahoma Veter ans Commission shall be employed
309	309	by the Oklahoma Department of Veterans Affairs during the time of
310	310	his or her service on the Oklahoma Veterans Com mission nor shall any
311	311	person who served as a member of the Oklahoma Veterans Commission be
312	312	employed by the Oklahoma Department of Veterans Affairs subsequent
