7777 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
7878 SECTION 1. AMENDATORY 72 O.S. 2021, Section 63.2, is
7979 amended to read as follows:
8080 Section 63.2. The Oklahoma Veterans Commission shal l consist of
8181 nine (9) members, all of whom shall be honorably discharged United
8282 States veterans; provided, one of the members shall be a veteran of
8383 the Vietnam Conflict and two shall be veterans of the Pe rsian Gulf

140140 serve as members of the Oklahoma Veterans Commission. All The
141141 Governor shall work with the Secretary of Veteran Affairs and
142142 Military to ensure appointments shall be broa dly representative of
143143 the veterans of this state in t erms of age, gender, and race or
144144 ethnicity. The list shall be submitted to the G overnor The Governor
145145 shall release an announcement of upcoming openings of the Commission
146146 twelve (12) months prior to vacancy of each seat. At that time,
147147 interested organizations shall be able to submit a list of qualified
148148 candidates not later than three (3) months prior to the expiration
149149 of the terms of office of the members of the Oklahoma Veterans
150150 Commission. The Governor shall name one member from each of the
151151 following Veterans’ groups select the most qualified can didates from
152152 any of the various Veter ans Service Organizations that are in good
153153 standing and have representation, within this state. Organizations
154154 or groups submitting names may include but are not limited to : the
155155 American Legion; the Veterans of Foreign Wars; the Disabled American
156156 Veterans; the Paralyzed Veterans of America ; the Military Order of
157157 the Purple Heart; Team Red, White, and Blue ; Team Rubicon; Student
158158 Veterans of America; The Mission Continues ; the Military Officers
159159 Association of America; and the National Guard Association of
160160 Oklahoma. The members representing the American Legion and the
161161 Paralyzed Veterans of America s hall take office no later than July
162162 1, 2015. The members representing the Veteran s of Foreign Wars and
163163 the Military Order of the Purple Heart shall take office no later

216216 Veterans and the National Guard Association o f Oklahoma shall take
217217 office no later than July 1, 2017. The Governor shall may also
218218 appoint up to three members at large.
219219 The In order to be eligible to submit a list of candidates for
220220 the Oklahoma Veterans Commission to the Governor for consideration,
221221 the executive officer of each veterans ’ organization operating
222222 within this state shall, on or before January 1 of the each year in
223223 which the organization ’s appointee’s term expires, submit to the
224224 Secretary of State, the Governor, the President Pro Tempore o f the
225225 Senate, and the Speaker of the House of Representa tives, the chair
226226 of the Senate Veterans and Military Affairs Committee, and the chair
227227 of the House of Representatives Veterans and Military Affairs
228228 Committee, a copy of the performance audit and the f inancial audit
229229 of the his or her organization for the im mediately preceding fiscal
230230 year of the organization. Such audits shall be conducted in
231231 accordance with auditing standards generally accepted in the United
232232 States and shall clearly show the total paid membe rship of the
233233 organization and shall be certified t o by a certified public
234234 accountant. Failure to comply with this section shall render the
235235 organization ineligible to submit a nominee to the Governor. The
236236 members of the Commission shall be appointed by th e Governor with
237237 advice and consent of the Senate, and shall serve at the pleasure of

290290 occurs, the organization organizations which is represented by the
291291 vacant position shall are eligible as defined in this section may
292292 submit a list of five up to three names to the Governor. The
293293 Governor shall may choose a replacement from that list. No person
294294 shall be appointed by the Governor who is related by affinity or
295295 consanguinity within the third deg ree to any person employed by the
296296 Oklahoma Department of Veterans Affairs.
297297 Before any member app ointed as provided herein shall enter upon
298298 his or her duties as a member of the Commission, he or she shall
299299 take and subscribe to the oath of office as required by the
300300 Constitution of this state.
301301 Present members of the Commission shall continue in office u ntil
302302 the expiration of their terms and until their successors are
303303 appointed and enter upon the duties of their offices. Appointments
304304 shall be made for a three -year period. Any vacancy on the
305305 Commission resulting from any cause shall be filled by appointm ent
306306 by the Governor for the remainder of the term as provided in this
307307 section.
308308 No member of the Oklahoma Veter ans Commission shall be employed
309309 by the Oklahoma Department of Veterans Affairs during the time of
310310 his or her service on the Oklahoma Veterans Com mission nor shall any
311311 person who served as a member of the Oklahoma Veterans Commission be
312312 employed by the Oklahoma Department of Veterans Affairs subsequent
