4040 An Act relating to veterans memorials; creating the

5252 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5353 SECTION 1. NEW LAW A new section of law to be codified
5454 in the Oklahoma Statutes as Section 421 of Title 53, unless there is
5555 created a duplication in numbering, reads as follows:
5656 A. There is hereby created the Veterans Memorial Preservation
5757 Grant Program within the Oklahoma Historical Society . The purpose
5858 of the grant program is to support the preservation of monuments
5959 built as memorials to veterans in this state.
6060 B. The Oklahoma Historical Society shall promulgate rules
6161 establishing the Veterans Memorial Preservation Grant Program
6262 including, but not limited to, eligibility criteria, the application
6363 process, grant award amounts, and permissible uses of grants.

9090 C. There is hereby created in the State Treasury a revolving
9191 fund for the Oklahoma Historical Society to be designated the
9292 “Veterans Memorial Preservation Grant Program Revolving Fund”. The
9393 fund shall be a continuing fund, not subject to fiscal year
9494 limitations, and shall consist of all monies received by the
9595 Oklahoma Historical Society from appropriations, gifts, donations,
9696 grants, or Oklahoma Historical Society Board of Directors
9797 allocations provided for the purpose of the Veterans Memorial
9898 Preservation Grant Program. All monies accruing to the credit of
9999 the fund are hereby appropriated and may be budgeted and expended by
100100 the Oklahoma Historical Society for the purpose of awarding grants
101101 under the Veterans Memorial Preservation Grant Program, and for
102102 direct costs of admin istering the grant program. Expenditures from
103103 the fund shall be made upon warr ants issued by the State Treasurer
104104 against claims filed as prescribed by law with the Director of the
105105 Office of Management and Enterprise S ervices for approval and
106106 payment.
107107 SECTION 2. This act shall become effective November 1, 202 4.
