40	40	An Act relating to veterans memorials; creating the
41	41	Veterans Memorial Preservation Grant Program for
42	42	specified purpose; directing promulgation of certain
43	43	rules; creating the Veterans Memorial Preservation
44	44	Grant Program Revolving Fund; specifying type of fund
45	45	and sources of monies; providing for expenditure of
46	46	funds; providing for codification; and providing an
47	47	effective date.

52	52	BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
53	53	SECTION 1. NEW LAW A new section of law to be codified
54	54	in the Oklahoma Statutes as Section 421 of Title 53, unless there is
55	55	created a duplication in numbering, reads as follows:
56	56	A. There is hereby created the Veterans Memorial Preservation
57	57	Grant Program within the Oklahoma Historical Society . The purpose
58	58	of the grant program is to support the preservation of monuments
59	59	built as memorials to veterans in this state.
60	60	B. The Oklahoma Historical Society shall promulgate rules
61	61	establishing the Veterans Memorial Preservation Grant Program
62	62	including, but not limited to, eligibility criteria, the application
63	63	process, grant award amounts, and permissible uses of grants.

90	90	C. There is hereby created in the State Treasury a revolving
91	91	fund for the Oklahoma Historical Society to be designated the
92	92	“Veterans Memorial Preservation Grant Program Revolving Fund”. The
93	93	fund shall be a continuing fund, not subject to fiscal year
94	94	limitations, and shall consist of all monies received by the
95	95	Oklahoma Historical Society from appropriations, gifts, donations,
96	96	grants, or Oklahoma Historical Society Board of Directors
97	97	allocations provided for the purpose of the Veterans Memorial
98	98	Preservation Grant Program. All monies accruing to the credit of
99	99	the fund are hereby appropriated and may be budgeted and expended by
100	100	the Oklahoma Historical Society for the purpose of awarding grants
101	101	under the Veterans Memorial Preservation Grant Program, and for
102	102	direct costs of admin istering the grant program. Expenditures from
103	103	the fund shall be made upon warr ants issued by the State Treasurer
104	104	against claims filed as prescribed by law with the Director of the
105	105	Office of Management and Enterprise S ervices for approval and
106	106	payment.
107	107	SECTION 2. This act shall become effective November 1, 202 4.
