BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 421 of Title 53, unless there is created a duplication in numbering, reads as follows: A. There is hereby created the Veterans Memorial Preservation Grant Program within the Oklahoma Historical Society . The purpose of the grant program is to support the preservation of monuments built as memorials to veterans in this state. B. The Oklahoma Historical Society shall promulgate rules establishing the Veterans Memorial Preservation Grant Program including, but not limited to, eligibility criteria, the application process, grant award amounts, and permissible uses of grants. There is hereby created in the State Treasury a revolving fund for the Oklahoma Historical Society to be designated the “Veterans Memorial Preservation Grant Program Revolving Fund”. The fund shall be a continuing fund, not subject to fiscal year limitations, and shall consist of all monies received by the Oklahoma Historical Society from appropriations, gifts, donations, grants, or Oklahoma Historical Society Board of Directors allocations provided for the purpose of the Veterans Memorial Preservation Grant Program. All monies accruing to the credit of the fund are hereby appropriated and may be budgeted and expended by the Oklahoma Historical Society for the purpose of awarding grants under the Veterans Memorial Preservation Grant Program, and for direct costs of admin istering the grant program. Expenditures from the fund shall be made upon warr ants issued by the State Treasurer against claims filed as prescribed by law with the Director of the Office of Management and Enterprise S ervices for approval and payment.
