SENATE BILL 1308 By: Stanley
AS INTRODUCED
An Act relating to the Oklahoma State Regents for
Higher Education and the Board of Regents for the
University of Oklahoma; creating ce rtain program;
stating purpose; stating legislative intent; making
an appropriation; providing for codification;
providing an effective date; and declaring an
emergency.
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3308.1 of Title 70, unless there
is created a duplication in numbering, reads as follows:
A. The Board of Regents of the University of Oklahoma is hereby
authorized to establish within the College of Nursing at the
University of Oklahoma a program for the education, training, and
graduation of Certified Registered Nurse Anesthetists. Such program
shall meet the standards set forth by the Council on Accreditat ion
of Nurse Anesthesia Educational Programs.

B. It is the intent of the Legislature that funds for
administrative and instructional personnel, equipment, supplies, and
construction associated with the program authorized in subsection A
of this section not exceed Eleven Million Six Hundred Thousand
Dollars ($11,600,000.00) over five years.
SECTION 2. There is hereby appropriated to the Health Care
Workforce Development Revolving Fund , created pursuant to Section
697.21b of Title 70 of the Oklahoma Statutes, from any monies not
otherwise appropriated from the General Revenue Fund of the State
Treasury for the fiscal year ending June 30, 2025, the sum of Eleven
Million Six Hundred Thousand Dollars ($11,600,000.00) or so much
thereof as may be necessary for the purpose of educat ing, training,
and the graduation of Certified Registered Nurse Anesthetists from
the College of Nursing at the University of Oklahoma. All monies
accruing to the credit of s uch fund are hereby appropriated and may
be budgeted and expended by the Health Care Workforce Training
Commission for autho rized purposes as provided in subsection A of
Section 1 of this act. Expenditures from such fund shall be made
upon warrants issued by the State Treasurer against claims filed as
prescribed by law with the Director of the Office of Management and
Enterprise Services for approval and payment.
SECTION 3. This act shall become effective July 1, 2024.
SECTION 4. It being immediately necessary for th e preservation
of the public peace, health or safety, an emergency is hereby

declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
