35-last amended by Section 1 of Enrolled Senate Bill No. 1535 of the
36-2nd Session of the 59th Oklahoma Legislature , is amended to read as

39-Section 802.2. A. There is hereby created the Oklahoma Low

100+Section 802.2 A. There is hereby created the Oklahoma Low
40101 Carbon Energy Initiative, referred to in Section 802.1 et seq. of
41102 this title as the Initiative, which shall serv e as a strategic
42103 program designed to create, advance, and promote new and existing
43104 energy research and development, use, supply chain activity, and
44105 infrastructure related to Oklahoma's core energy competencies by:

46106 1. Promoting research and develop ment in the areas of
47107 conventional and unconventional oil and natural gas development and
48-

50108 production, hydrogen production, storage, and distribution, CO2
51109 enhanced oil recovery, wind fo recasting, advanced b iofuels, energy
52-storage, water management, nuclear energy, energy policy and
53-economic analysis, energy system optimization, renewable energy
54-integration into the electrical grid, and similar energy
55-technologies;

110+storage, water management, energy po licy and economic analysis,
111+energy system optimization, renewable energy integration into the
112+electrical grid, and similar en ergy technologies;
57113 2. Fostering communication and collabo ration between state and
58114 federal governmental agencies, institutions of h igher education, and

66146 private and public industry to create synergistic relationships that
67147 coordinate, not duplicate, efforts;

69148 5. Establishing Oklahoma as a regional resource and
70149 clearinghouse for transformative energy technologies in the areas of
71150 traditional energy, hydrogen production, storage, and distribution,
72151 and renewable resource research and development;

74152 6. Attracting best-in-class researchers to Oklahoma in
75153 competency areas alig ned with Oklahoma's natural resource base;

77154 7. Coordinating with the Oklahoma Department of Commerce to
78155 enhance venture capital investment in energy-related research and

81157 8. Promoting seed funding that c an be leveraged against s tate,
82158 federal, and private-source funding to establish sufficient startup

85160 9. Satisfying equipment needs related to monitoring seismic

88162 B. The Initiative may receive assistance from any state agency
89163 or public entity to implement the provisions of the Oklahoma Energy
90164 Initiative Act including, but not limited to, administrative
91165 assistance, staffing or legal counsel and provision of office space

94166 or equipment as necessary. Assistance agreements may be mad e by
95167 memorandums of understanding or as otherwise provided by law.

97194 SECTION 2. AMENDATORY 17 O.S. 2021, Section 802.4, is
98195 amended to read as follows:

100-Section 802.4. A. There is hereby created in the State
101-Treasury a revolving fund for the Oklahoma Energy Initiative to be
102-designated as the "Oklahoma Energy Initiative Revolving Fund". The
103-fund shall be a continuing fund, not subject to fiscal year
104-limitations, and shall consist of all monies received by the
105-Secretary of Energy and Environment or any other entity authorized
106-to accept or expend f unds on behalf of the Oklahoma Energy
107-Initiative from any authorized source. All monies accruing to the
108-credit of the fund are hereby appropriated and may be budgeted and
109-expended by the Oklahoma Energy Initiative for the purpose of
110-satisfying the objectives of the Oklahoma Energy Initiative Act.

196+Section 802.4 A. There is hereby created in the State Treasury

119213 to achieve the purpose and satisfy the objectives of the Initiative

122215 SECTION 3. This act shall be come effective July 1, 2024.

308+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
309+SECTION 5. There is hereby appropriated to the Interstate Oil
310+Compact Commission from any monies not otherwise appropriated from
311+the General Revenue Fund of the State Treasury for the fiscal year
312+ending June 30, 2025, the sum of Four Million Dollars
313+($4,000,000.00) or so much thereof as may be necessary for the
314+purpose of purchasing new or updating existing seismic monitoring
315+equipment for the Oklahoma Geological Survey.
316+SECTION 6. This act shall become effective July 1, 2024.
317+SECTION 7. It being immediately necessary for the preservation
318+of the public peace, health or safety, an emergency is hereby
319+declared to exist, by reason whereof this act shall take effect and
